Dear Dale:
This letter is to inform you that the Construction Inspection Department has made
field inspections on the following subdivisions in order to determine the feasibility
of installing pavements.
Voodlands P.U.D. Cedar Village 4th
Rossborough Golden Meadows 2nd
Larkborough Four Seasons
Aspen Knolls
Site investigations wade on December 10 and 11, 1979 revealed that in all cases
the in -place base material was completely penetrated by frost. It was also found
that We sub -grade material contained frost in varying depths ranging from o5 to
greater than 1.2 feet.
Sue to the frozen state of the base and sub -grade materials at this time, we
request that placement of asphalt pavements on the above listed projects be
delayed until the spring of 1980, or until the weather becomes consistently warm
enough to completely remove all frost and allow stabilization of the existing
materials.
It should be noted that the City Specifications state: No surfacing shall be
placed unless the atmospheric temperature in the shade is at least forty (40)
degrees F. and rising, and other weather conditions are suitable. In no case
shall pavements be laid on foundations in which frost is present.
If you have any questions or when you feel the weather will allow you to resume
construction, please do not hesitate to call me at your convenience.
