Background
A final site plan for a P.U.D. entailing 96 units on this same 8.0 acre
site was approved in 1974, but has never been developed.
The current proposal retains the same name and the same density as the
1974 plan, but involves a complete redesign of the development.
The proposal is for apartments arranged in clusters within five buildings
of two to three stories. Active recreational area and facilities are con-
solidated and front onto a permanent pond to be developed at the southeast
end of the site. See attached statement of planning objectives submitted
by architect.

Comments
Thee staff feels that the building type and site layout are a considerable
improvement over the plan that is now approved for the site.
The relationships between parking, dwelling and recreational areas appear
to be well thought out with tradeoffs being made in favor of a clearly
defined area for each. Dwelling units are consolidated in a "nucleus" at
the middle of the site so as to minimize intrusions of parking or active
recreational areas, although this also entails parking and recreational
areas being relatively distant from some units.

Specific staff comments are as follows:
1. Fire lane walkways should be extended through the interior of
the site and should not be blocked by parking spaces.
2. A bikeway should be included along the northern boundary of
the site as per bikeway plan for area. (Existing site plan
calls, for public street cul-(Ic-sacs through this area. We
see no problem with eliminating this cul-de-sac, but provisions
for through bike traffic should remain).
3. Driveway along north boundary should be redesigned to eliminate
potential for speedway. In conjunction, "double entry" parking
stalls in this area should be eliminated. Driveway around
tennis court appears to be unnecessary paving.

utility plans for Coachlight Plaza lst Filing have been approved as satisfactory
by the City Engineer and are filed as follows:
The development master plan and subdivision utility plans are filed under
No. C3-541 in the office of the City Engineer.
The utility agreement has been signed by the Developer and is presently
going through the City Administration for signatures and should be in the
City Clerk's Office within the next few days.

This letter of understanding is in response to our meeting on Tuesday, July 6th,
1982 regarding the release of building permits and certificates of occupancy for
the Coachlight Plaza P.U.D. development.
A total of six building permits will be released until the drainage swale along
Blue Spruce Drive, the detention pond along the southern boundary of the development,
and the drainage swale from this detention pond across Conifer Drive and terminating
near the intersection of Redwood Drive and Dry Creek, are functional. On inspection
of the site on Tuesday, I believe this condition has been met except for a blockage
of the swale south of Conifer Drive.
Building permits that are remaining on the project will be released after the
above conditions are met. By November 1, 1982 the drainage swale that runs
along Blue Spruce Drive and into the detention pond and the detention pond must
be completed and accepted by the City. No certificates of occupancy will be
issued until this drainage swale and detention pond are completed.
Those conditions as described in the City Code and Subdivision Agreement are
still in affect that were not addressed in detail in this correspondence.
These, for example, would include all improvements, streets, curb and gutter, etc.
By your agreement of these conditions, please initial in the space provided and return.

Mr. McGraw:
The following is in regard to our phone conversation regarding
the ccmpletion of the drainage improvements for the Coachlight
Plaza P.U.D.
It is my understanding, our earlier agreement required the detention
pond immediately adjacent and south of the Coachlight development to
be completed. by November 1, 1982. However, because of site conditions,
high ground water, you are requesting the completion of the pond to be
delayed w iti l January, 1983.
The City has, no problem with this request provided a letter of credit,
bond or escrow is provided in an amount equal to 150 percent of the
estimated construction costs to ccmplete the pond. The estimated cost
is based on an engineer's estimate, not a contractor's bid to perform
the work.
Please call we as soon as possible on your response to the above
as I would like to resolve this matter in the near future.
