The Public Works staff will require that all improvements to Vine Drive and College Avenue for the entire site be done at the same time. Timing of these improvements is as stipulated in your letter. 25. The applicant should investigate the need for a gate in the fence which abuts the north wall of Building 4. Will the mobile home sales require use of the 15-foot aisle along the east edge of Building 4 for maneuvering of mobile homes? 26. Applicant should re-evaluate plan in terms of landscape treatment directly adjacent: to Building 4 and interior display/storage area. 27. Applicant should submit letter signed by all owners of property in the PUD, demonstrating that they are jointly filing the PUD. Box 580 Planning Fort Collins, Colorado 80522 Department Gentlemen: We have reviewed the Brush Mobile Homes Preliminary P.U.D., and we ask for your consideration of the following comments. 1. A 60-foot right of way east of the U.S. Highway 287 centerline is shown on the site plan. The existing width is only 40 feet east of the centerline and there- fore the additional 20 feet will need to be reserved or, preferably, dedicated as allowed by City regulations. 2. The construction of the access to U.S. 287 and future widening of the highway along this property will fall under the City's jurisdiction as of August 31, 1981. That is the date the new State Highway Access Code will take effect. An Applica- tion for Access Approach Permit will have to be submitted to the City, and Department of Highways' concurrence with the City's action on that application is required. This procedure is specifically outlined in the Code. We noted in the letter to Joe Frank from Robert L. Lenz, P.E., that the improve- ments to U.S. 287 and Vine Drive will be constructed in accordance with the City's comprehensive study of North College Avenue. We suggest that the construc- tion of the access approach and any widening of the highway be completed at the time of construction of improvements on the parcel. We have reviewed the proposed access in relation to the Access Code. In our judgment, a permit could be issued for this access; however, it should be limited to right turns only,. This limitation of the use of this access should be ensured by the extension of the raised center median. We also recommend the construction of sidewalk curb ramps at the access and careful placement of landscaping so that sight distance is not obstructed. Any landscaping within the 60-foot right of way should be maintained by the property owner. 3. Building 1 is close enough to the highway that it could adversely be affected by traffic noise. We recommend that noise -insulation measures be taken to mitigate those potential noise impacts. P.O. Since the existing width along this property may be less than 60 feet east of the centerline, additional width to meet the projected need should be protected by reservation or, preferably, dedication, as permitted by City regulations. Access to the state highway will require that an access permit be issued by the City of Fort Collins as issuing authority. Application for that permit must be made to the City. The permit is required due to the change of use of the property. The permitted access must be in reasonable conformance n..cc3> ....c. Our comments on state highway access are based on the information presented for this property only. If the property owner has any interests or ownership in adjacent property along the highway, this information should be provided since it may affect our comments. The plan for this development does not indicate the direction that surface run-off flows. if that run-off flows toward the highway drainage system, the developer should be reminded that the drainage system is for the protection of the state highway right of way, and is not intended to accommodate drainage from abutting properties beyond that which has historically been accepted. We allow such landscaping provided that it is maintained by the adjacent private property owner, does not impair sight distance at any highway access, does not present a safety hazard, and would not unreasonably conflict with future highway expansion. New trees are normally not permitted since they can be difficult to relocate. If any new utility lines or connections are proposed within the state highway right of way, Mr. Henry Rangel of this office should be contacted prior to any such work, to determine the possible need for a utility Permit. Application for the permit is made through the City. The permit is required due to the change of use. 2. The maximum drive -way width on College Avenue is 35 feet. The existing drive cut exceeds this maximum and should be modified to meet the City Code. 3. Also, the existing median in College Avenue must be modified as it does not match the drive cut. 4. The City Light and Power Department needs an eight foot wide utility easement along the east property line. Since the property is already platted, the easement must be dedicated by a separate deed. In order for the City to accept the deed of dedication, the deed must be certified by an attorney. 5. The site drainage issues have not been addressed. The City Stormwater Utility must have a statement, from you or the consulting engineer, addressing any changes in the amount of impervious surface area or any changes in the established drainage patterns. 6. It has been established by the Stormwater Utility that the site has been abandoned for more than 12 consecutive months. Therefore, the building must be floodproofed to comply with both City Code and the Federal Emergency Management Agency (F.E.M.A.) An important point is to establish that the garage is an accessory structure. As such, it will not need to be floodproofed to the same degree as if it were the principal structure. If the applicant will submit a statement documenting use of the garage, and that the materials to be stored in the garage are not hazardous, then this helps establish the accessory use status. 7. The sanitary sewer line will require a check valve as part of the required floodproofing. (Floodproofing requirements are based on the standards of 23I N Collv,c AcenUf • P.O. The internal access connection to Rocky Mountain Automotive should be labeled on the plans as "Fire Lane". 9. Please note on the landscape plan that the cottonwoods along the canal are to remain undisturbed. 10. The Planning Objectives need to be stated on the P.U.D. We discussed the narrative that explains the nature of the operation, the type of product inventory, and that there will be no repair on the site as part of this P.U.D. This should also address the anticipated number of employees and the days and hours of operation. 11. We need to discuss the timing of improvements. If required improvements are to be delayed, then they must be secured with a financial security. Acceptable financial instruments include an escrow account, performance bond, or irrevocable letter of credit. It is doubtful that we will allow the deferment of the improvements to 1995. These issues must be resolved prior to the executing the Development Agreement. This concludes Staff comments at this time. In order to stay on schedule for the April 27, 1992 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions, (three prints) are due on April 1, 1992 Site and landscape reductions (P.M.T.'s), 10 folded prints, and one set of plans colored are due April 20, 1992. The signed mylar, with revisions, is due April 23, 1992. It is suggested that we meet to discuss these comments as soon as possible.
