Dear Bonnie,
Io the above referenced project, consisting of one
four-plex townhouse apartment building, we have not
provided the required 40' setback from the flowline to one
of Lhe parking areas. This situation results primarily
from a desire to provide ample on site visitor parking
(exceeding the City's recommendation of 1 space per four
units in Lhis case). The setback provided along curving
Langshire Drive ranges from approximately 24' to 48' and
is landscaped with a number of deciduous and coniferous
trees as we1l as several smaller plantings.
We respecLfully request a variance to permit less than a
40 foot setbac| on the driveway entrance for this project.

Please find enclosed copies of Utility, Parking, Grading and
Drainage plans for the subject project, developed at the request
of Mr. Bill McCaffrey. A variance ,to_ the Stormwater Detention
Requirements is hereby requested for the project, which is
located south of Somerville Drive and east of Langshire Drive.
Presently approximately 25% of the storm runoff flows directly
into the Pleasant Valley and Lake canal, while the remaining 75%
flows directly into the drainage swale in the southerly portion
of the site, thence immediately into the canal. Due to the small
area of the site and its proximity to the swale and canal, it is
this office's opinion that on -site detention should not be
employed. We feel the flow characteristics of the channel during
a storm would be enhanced by allowing runoff from this site to
flow immediately into the swale and canal, thereby arriving prior
to peak flow developed from upstream conditions.
A letter dated December 22, 1983 from Michael F. Jones of Parsons
and Associates written to the Pleasant Valley and Lake Canal
Company outlining this proposal and requesting its approval has
been signed affirmatively by Mr. John Michie, President. A copy
of this letter is enclosed. Also enclosed is a letter dated
February 1, 1984 from Parsons and Associates requesting a
variance from the detention requirements for parcels A and B of
Brown Farm Highlands PUD. This request was approved and final
approval from Planning and Zoning was granted March 26, 1984.
Should you have any questions or desire further information,

Dear Mr. Michie:
Our office is providing the engineering design for a proposed 1.8 acre
townhome development on Tract "J" of the Brown Farm Subdivision in Fort
Collins. The Pleasant Valley and Lake Canal presently flows through the
eastern portion of this property and separates it from a City detention,
pond on the east side of the ditch. (See attached)
Currently, runoff from both the east and west portions of the property
flows into a drainage swale which,emptiesinto the irrigation canal.
Preliminary plans have been approved by the City and the ditch company
which would allow the irrigation canal to be re -aligned so as to pass
to the east of the detention oond. This would allow the existing drainage
swale to empty directly into either the detention pond or into a planned
future basin -wide drainage canal. In either case, the runoff would no
longer flow into the irrigation ditch.
The design of this proposed development does not include detention, therefore
allowing runoff from the proposed developnent to flow undetained from the
property into the existing drainage Swale.
