8. This site has a .5 cfs/Ac storm water release rate. This should be
reflected in the final drainage report.
9. Delineate the trash enclosure at the gas station.
10. Clarify parking stall dimensions.
11. Delineate the driving lane in front of the building with change of
pavement material.
12. The foundation planters indicated on the revised drawing are too small
to have much of a visual impact and may detract from the project's
appearance. Additional trees in the parking lot could be an acceptable
trade off for foundation plantings.

Staff has reviewed the Auto Avenue Mall P.U.D. - Final, #32-84C, and
has the following comments: I
1. Increase the corner radius at Kensington Drive to 30 feet. Site plan,
utility plan and landscape plan should all reflect this change.
2. You will need to acquire an Access Permit from the State Highway
Department prior to construction of the deceleration lane for Kensington
Drive. Forms may be obtained from Mike Herzig in the Planning Depart-
ment.
3. All drives adjacent to the building must be posted "No Parking - Fire
Lane" with approved signs.
4. The Warren Lake Trunk Sewer basin fee will be assessed on this prop-
erty - $175.00 per acre.
5. Show the building envelope on the site plan.
6. Building envelopes need to be located.
7. The developer will be responsible for the relocation of Light and Power
facilities that exist on College Avenue.

8. Coordinate the location of the transformer with Light and Power.
9. There is a conflict with an existing 2 inch gas line that lies 25 feet
north of the north right of way line of Kensington Drive and the build-
ing envelope on Lot 2. The building envelope needs to be shifted north
to maintain a minimum of 3 feet between the south line of the envelope
and the existing 2 inch gas line.
10. Contact the Fort Collins -Loveland Water District to determine what can be
done with the water service that used to serve the home on this site.
11. Landscape berms need to be indicated on the grading plan.
12. Existing easements need to be vacated on the plat. The new plat needs to
specifically state that the existing easements shown on "U-Haul P.U.D." are
vacated by the new plat.
13. There is a conflict between the location pf the street trees and proposed
street lighting. The sidewalk needs to be detached 10 feet to allow
adequate space for both street lights and the trees. The right of way line
has to shift again to include the sidewalk. Street trees should be located 3
feet from the sidewalk on the street side.
14. Indicate pavement materials on the site plan.
15. A manhole is required at the connection of the detention pond outfall
into the existing 36 inch storm drain.
16. The minimum pipe size allowed is 15 inches. The detention pond outfall
must be 15 inches or larger and an orifice plate used to control tlic
flow rate. This pipe is in a public easement and may be in the new
right of way, therefore it must meet minimum size requirements.
17. There is a concern about the inlet relocation from Kensington to Col-
lege. Since College is a major arterial, even minor flooding must be
carefully analyzed. The following information is needed.
a. Inlet sizing calculation.
b. A street capacity check is needed to see the limits of the
major and minor storm flooding on College especially with flat
grades, 0.25%.
c. A drainage exhibit is needed to show the offsite areas con-
tributing to the inlet flow. Preferably one with contours to
verify the sub -basin delineation.
18. There seems to be something missing in the fifth paragraph of the
drainage report text, please revise.
19. Stewart and Associates will receive additional comments red lined on the
final plat and utility drawings.

We have reviewed the Autoavenue Preliminary P.U.D., and we have
the following comments:
1. Projected traffic on State Highway 287 indicates the need for a
140-foot total right of way, 70 feet each side of the highway
centerline. Since the existing width along this property is
6C feet west of the centerline, additional width to meet the
projected need should be protected by reservation or, preferably,
dedication., as permitted by City regulations.
2. Access to this property from S.H. 287 would be available from
Kensington. Street. This is the only access to S.H. 287 which has
been approved. We cannot support the new proposed right -in access
from S.H. 287.
The Kensington St. access was originally intended as a right -in/
right -out access only, based on the South College Properties Master
Plan. However, we are willing to consider a left -turn opportunity
for northbound vehicles only on S.H. 287, if left turns into this
access are acceptable to the City of Ft. Collins. A limited left -
turn in and right-in/right-out type of access design is the same
as that which was approved for the Mason St. connection to S.H. 287
located approximately 600 ft. south of the Harmony Rd. intersection.
The above type of access design nullifies the need for a traffic signal
at Kensington St. since crossing movements of S.H. 287 are limited to
northbound left turns only. Vehicles making this turn could be stored
in a median left -turn lane if a double left -turn lane for the heavy
southbound to eastbound left turns to Harmony Rd. is provided. This
double left -turn lane should be in place on S.H. 287 prior to
installation of the left -turn lane for Kensington St. to allow for
optimum operation of the median for both intersections.

Construction of the Kensington St. access requires an Access Permit.
Application for this permit is made to the City. We agree with the
P.U.D. plans that a southbound right -turn deceleration lane should be
provided on S.H. 287 for this street. It should be required as part
of the Access Permit.
3. The preliminary grading plan for this development indicates that
surface runoff flows toward the highway drainage system. That system
is for the protection of the State Highway right of way and is not
intended to accommodate drainage from abutting properties beyond that
which has historically been accepted. Therefore, we ask that on -site
detention of surface runoff be provided so that the historical runoff
rate will not be exceeded due to this development.
4. The site plan indicates that a connection to an existing utility line
in the S.H. 287 right of way is to be made. This utility tap requires
a Utility Permit from this office.

Staff has reviewed the Auto Avenue Mall P.U.D. - Preliminary, #32-8413, and
has the following comments:
1. Indicate a scale on the site plan.
2. City standards require that the sidewalk along a major arterial street be 7
feet wide and detached 6 feet from the curb. There is also a standard
detail for how the walk becomes attached at corners. See Detail D-7 in
"Design Criteria and Standards for Streets".
3. Provide a pedestrian linkage into the site from the College Avenue
sidewalk.
4. Provide more information regarding the design of trash enclosures.
5. Add a note to the site plan verifying that there will be no outside
storage
of refuse or vehicle parts.
6. Will there be any more signage than that indicated on the site
plan and
architectural elevations?
7. Provide a list of specific land uses proposed for this site.
8. Provide a description of the soils on the site, accompanied by
an analy-
sis as to the suitability of such soils for the intended construction
and proposed landscaping.
9. All drawings need to have the same project name. The project
name and
sheet title should appear in the lower right hand corner so
it is visi-
ble when the drawing is folded.

10. Contact the Fort Collins -Loveland Water District to determine what can
be done with the water service that used to serve the home on this
site.
11. Add a note to the site plan indicating who will be responsible for
landscape maintenance, including the right of ways.
12. Relocation of existing utilities will be at the developer's expense.
13. The City requires a 15 foot utility easement measured from the back of
sidewalk.
14. The preliminary plat needs to be on a separate sheet. The plat needs to
show all easements and dedicated rights of way. Existing easements for
"U-Haul P.U.D." will need to be vacated.
15. There is an existing 2" gas main 25 feet north of the north right of
way line of Kensington Drive.
16. Will the structures be equipped with a fire sprinkler system?
17. Underground fuel storage tanks require a separate permit and review at
installation.
18. Staff is very concerned about the amount of landscape area. A signifi-
cant amount of green is needed to balance the large areas of asphalt
paving associated with this kind of land use. The landscape along Col-
lege Avenue is the first priority. Minimum setback along College from
back of the sidewalk should be twenty feet. This twenty foot wide
landscape area needs to have a three foot high berm or equivalc-it plant
material screening.
19. Additional landscaping is needed to buffer the building on the north
side.
20. Provide some foundation plantings for the larger building.
21. Provide additional trees in front of the gas canopy.
22. Indicate lawn areas on the landscape plan.
23. Coordinate the proposed landscaping along Kensington Drive with the
landscape proposed for Gateway P.U.D.
24. Add the following note to the site plan: "A free permit shall be
obtained from the City Forester prior to planting, pruning or removing
any trees in the public right of way as noted on this plan."
25. Indicate driveway and parking stall dimensions on the site plan.
26. The State Highway Department requires 70 feet of right of way from the
College Avenue center line. The owner will be required to dedicate an
additional 10 feet of right of way along College.
27. Show access ramps at all pedestrian intersections.
28. The "right in" off of College Avenue cannot be approved without a
deceleration lane 400 + feet long. The preliminary plan cannot be
approved without assurances that the property owner to the north is in
agreement with the proposal.
29. The preliminary storm drainage report needs to show calculations.
30. Stewart and Associates will receive additional comments red lined on
the preliminary plat and utility drawing.
31. Traffic engineering comments will be forwarded as soon as they are
available.

Staff has reviewed the revisions to Auto Avenue Mall P.U.D. - Preliminary,
#32-84B, and has the following comments:
1. Neither the State Highway Department, nor the City can support the pro-
posed right in access off of College Avenue.
2. A deceleration lane will be required for turning right onto Kensington
Drive. The lane needs to be 12 feet wide and designed for a 45 mph
design speed. The developer must apply for a State Highway Access Permit
for Kensington Drive. Forms are available from Mike Herzig in the Plan-
ning Department.
3. The State Highway Department will no longer require 70 feet of right of
way from the College Avenue center line. Additional right of way will
only be required if it is needed to accommodate the deceleration lane.
4. The water supply system as shown will have a limited fire flow capabil-
ity. The building must be designed and constructed to the limitation of
the existing water system. This may require separating the building with
fire walls and limiting the open space within the structure. Depending
on the size of proposed fire areas, an additional on -site fire hydrant
may be required. The building architect should meet with PFA staff as
soon as possible to resolve this issue.
5. The Kensington Drive entrance does not provide the minimum 20 foot
inside and 40 foot outside turning radius to both sides of the building.
This entrance must be redesigned to accommodate these turning radii.
6. All drives directly adjacent to the building must be posted "NO PARKING
- FIRE LANE" with approved signs.
7. Make sure all site design changes are reflected on the utility, grading
and landscape plans.
