College Ave. Fort Collins, CO 80524 RE: City of Fort Collins Light & Power Elm Street Improvements Variance Request RBD Job No. 020-112 Dear Mike: January 24, 1994 We understand that it is the policy of the City of Fort Collins to require that all streets be designed to meet City Standards as published in the Design Criteria and Standards for Streets, City of Fort Collins, July, 1986. For the City of Fort Collins Light & Power future Parking Lot Expansion project, two of the City standards are not proposed to be'met and a variance to the City standards is hereby being requested. The two situations are as follows: 1. Per City Standard 1.02.10 28 - Foot -Wide Public Streets, it :Mates "Twenty-eight (28) foot wide public streets may be used in the City of Fort Collins provided they are used in a Planned Unit Development (PUD) and meet the following criteria: a. Be a loop street or cul-de-sac which connects with only one public street."..... The City of Fort Collins Light & Power Utility is ultimately planning a parking lot expansion and detention facility on the property immediately north of Elm Street, between Wood Street and Loomis Street. The timing of the parking lot expansion is not known at this time. Per a request from the City of Fort Collins Engineering Department, we have prepared a drawing with the proposed Elm Street Improvements, as the City would like to complete these improvements as soon as possible. 1 Other Offices: Denver 303/458-5526 • Vail 303/476-6340 We are proposing to provide a 28 foot wide public street (flowline to flowline) which connects with two public streets, Loomis Street and Grant Street. The future Light & Power parking lot expansion will not be within a Planned Unit Development. The future Light & Power parking lot expansion will not have access off of Elm Street. Access will be off of Wood Street and from the existing City Service Center parking lot. The future parking lot is planned approximately 100 feet north of the proposed northerly flowline of Elm Street. The public health, safety, and welfare of the residents adjacent to Elm Street and their guests is not expected to be affected by providing a 28 foot: wide street. The north side of the street will be signed "No Parking" in accordance with the City standards. For these reasons the City of Fort Collins Light & Power Utility is seeking a variance to improve Elm Street to a 28 foot wide street, flowline to flowline. 2. Per City Standard 1.02.03.08.1 Residential Streets it states "Minimum width shall be four (4) feet or Fort Collins standard combination driveover curb, gutter and sidewalk". The City of Fort Collins Light & Power Utility is ultimately planning a parking lot expansion and detention facility on the property immediately north of Elm Street between Wood Street and Loomis Street. The timing of the parking lot expansion is not known at this time. Per a request from the City of Fort Collins Engineering Department, we have prepared a drawing with the proposed Elm Street Improvements, as the City would like to complete these improvements as soon as possible. We are proposing to provide a 2' - 6" wide pan along the north side of Elm Street which will transition to vertical curb and gutter at Wood Street and at the connection into Loomis Street. Because the vertical curb and gutter we are tying into on each end is 2' - 6" wide, we -are proposing a 2' - 6" wide pan. The future Light & Power parking lot expansion will not have access off of Elm Street. Access will be off of Wood Street and from the existing City Service Center parking lot. The future parking lot is planned approximately 100 feet north of the proposed northerly flowline of Elm Street. The existing Wetlands along the north side of Elm Street is desirable to be preserved from a storm water quality standpoint. It is also 2 desirable to allow street drainage waters to enter the Wetlands as soon as possible and thus allow the wetlands an opportunity to perform their cleaning techniques upon the storm water runoff. The public health, safety, and welfare of the residents adjacent to Elm Street and their guests is not expected to be affected by not providing a combination driveover curb, gutter and sidewalk. Rather the downstream receiving water, Cache La Poudre River, will benefit from the storm water runoff being cleaned of some of its pollutants as it travels through the existing Wetlands. For these reasons the City of Fort Collins Light & Power Utility is seeking a variance to provide a pan along the north side of Elm Street and allow storm water runoff, in excess of the pan capacity, the opportunity to immediately enter the existing Wetlands.
