Dear Ms. Hayes,
Center Greens wasincluded in the original drainage report for the entire
Southridge Greens P.U.D. development. That report was prepared by
Engineering Professionals, Inc., dated March, 1982. The drainage report
indicates that no detention for that portion of Southridge Greens, south
of the Mail Creek Ditch, will be provided because of its proximity to
Fossil Creek. A copy of subject drainage report is included with this
letter for your reference. At the time the drainage report was written,
Center Greens was planned for 130 cluster townhomes. Presently, it is
planned for 37 single-family lots.
The reduction in density will lessen the amount of storm runoff into
Fossil Creek. Detailed calculations, which we will submit at a later date,
should demonstrate this.

RE: Water Service Damage
Lot 21-22 Pebble Beach Court
Dear Mr McMillen:
This letter is written in regards to the damaged water service at
the above mentioned address. The damage and leak was caused by the
light pole installation at the lot corner.
At the time of installation water was shut off due to incorrect
fire hydrant elevation, so no water leak occurred at that time.
On Saturday, November 9th, our crews adjusted the hydrant and
turned water on to this cul-de-sac. Late on Sunday, November loth,
I received a call from the owner of the project that water was
running down the street from this location. We then shut the water
off to this cul-de-sac at approximately 6 p.m.
On Monday, the llth, we uncovered the water service to find out the
cause of the leak and to repair same. Upon finding the cause Tom
McMillen was notified and inspected the damage. At this time Tom
asked us to repair and send Light & Power Utility an invoice, of
which we have done.
It is the position of Connell Resources that because of this leak
there may be damage beyond what was immediately repaired, not
knowing how long it took for the water to surface to ground level
or how much saturation the utility trenches received beyond curb
and gutter.

Therefore, we hold Light & Power Utility liable for any street
damage that may occurr at this location, due to saturation of these
expansive soils.

Request for Street variance
Dear Mr. Olt,
With the exception of the entrance street with landscaped median, the
interior streets within the limits of the Center Greens project will be
23' wide with a 46' wide Right -of -Way. According to the City of Fort
Collins street design criteria, 23' wide public streets may be used
Provided they are used in a Planned Unit Development 'P.U.D.) and meet
several criteria. These criteria are summarized below with our response to
meeting those criteria or our request for variance from those criteria.
These criteria are found in Section 1.02.10 of the City of Fort Collins
Design Criteria and Standards for Streets, dated July, 1986:
a. CRITERIA: Be a loop street or cul-de-sac which connects with only one
public street.
RESPONSE: This criteria is met.
b. CRITERIA: Have less than 150 ADT (average daily trips).
RESPONSE: This criteria is met.
1. The density for Center Greens has been decreased. The original
plan for the Center Greens tract, designated on the Master Plan
of Southridge Greens P.U.D. as Tract I, was for 12:0 townhomes.
The current plan is for .7 single family residences. There can
only be a decrease in traffic from that predicted with the
original traffic report for Southridge Greens P.U.D. with this
reduction in density.
2. There have been several supplemental traffic study points which
have been analyzed within the Southridge Greens P.U.D.
development. According to the conclusions at these study points,
there is no point where 750 ADT is exceeded •for a local street.
Most stud, Points were at intersections of local streets with
Southridge Greens Boulevard, the main collector within the
Southridge Greens development.
c. CRITERIA: Are not accessed from an arterial street.
RESPONSE: This criteria is met.
d. CRITERIA: Are not used in a single family area where single family
homes face each other across the street.
RESPONSE: This criteria is not met. There will be lots on both sides
of the street where houses face each other. This will be consistent
with several other subdivisions in the Southridge Greens development.

REASONS FOR REQUEST FOR VARIANCE.
1. 28' wide streets have functioned adequately for those areas
within the Southridge Greens development which currently have 28'
wide streets. The Front Nine was developed in 19.03.
2. The 28' wide residential street concept remains consistent with a
majority of the existing Southridge Greens 28' wide streets.
The 28' wide street concept has been acceptable to the residents
of those subdivisions which have 28' wide streets. Our feedback
from residents of Southridge Greens indicates support of the 28'
wide street concept for Center Greens.
e. CRITERIA: One side shall be signed "No Parking" on standard City
street signs.
RESPONSE: This criteria will not be met. We request a variance from
City street standards for this criteria.
REASONS FOR REQUEST FOR VARIANCE:
1. The residents of Southridge Greens who live on 28' wide streets
have voiced their concern and opposition to providing "No
Parking" signs on one side of the street.
2. "No Parking" signs have not been installed on the existing 28'
wide streets at Southridge Greens. Since 1983, there has been no
indication of any problems or any potential problems with the 28'
wide streets which do not have "No Parking" signs.
c. There was not a site plan condition to provide "No Parking" signs
for the Fairway Five Estates development. To our knowledge, the
requirement to provide "No Parking" signs has not been a
condition of other developments at Southridge with 28' wide
streets.
28' wide public streets have been effective throughout the Southridge
Greens development. There has been no indication to date, that the health,
safety and welfare of the residents of Southridge Greens P.U.D. or the
general public, has been threatened, either doe to 28' street widths or
+I_.ie lack o11 "No Parking" signs on the 28' wide streets. The proposed 28'
wide streets within the limits of Center Greens would be no threat to
safety since they are not through streets and since the streets only
service the proposed Center Greens lots.

The Fort Collins -Loveland Water District and South Fort Collins
Sanitation District have reviewed the above mentioned project and
submit the following comments:
The 6" water lines as shown may not be adequate for fire
protection.
An air release valve will be required at the high point
at the northwest end of Augusta Place.
An additional manhole on Augusta Place will be required
in the vicinity of Lot 4. The manhole should be placed
in such a way as to provide a greater clearance between
the sanitary sewer line and the curb.
The existing 8" water line at the west end of Glen Eagle
Drive needs to be connected to the proposed water line
in Glen Eagle Drive.
The South Fort Collins Sanitation District will require
the abandonment of the existing sanitary sewer line to
the northeast of manhole B-1.
The Districts require minimum 20' exclusive easements for
water and sanitary sewer lines that are not located
within public right-of-way. The Districts will require
20' easements for the water and sanitary sewer lines
between lots 28 and 29.

District facilities shall not be located within drainage
swales.
All drainage and other utility crossings are to be
identified on the sanitary sewer profiles.
The engineer is to contract the District regarding the
location of the sanitary sewer line and the water line
near manholes B-2 and B-6.

Attached is a copy of the City Council AGENDA ITEM SUMMARY for February 5, 1991. The
authorization of the granting of easements to Fort Collins -Loveland Water District at
SouthRidge Golf Course will go before Council for first reading on February 5, then second
reading on February 19. This is for your information only, no action must be taken by you on
the approval of the ordinance. There is a condition of approval attached to the staff
recommendation for the PUD request before you; however, the item may be approved with no
documents being recorded until the easements are approved by City Council.

Dear Hike:
Regarding Section 1C of the Development Agreement for Center
Greens limiting no permits for any structure more than
660 feet from a single point of access.
Per our conversation, the city interpretation for measuring
the 660 feet at Center Greens will be at the intersection
of Center Greens Boulevard, Glen Eagle Court, and Hiwan
Court, following the center line to a center point of the
3 cul-de-sacs. Given the above interpretation, all lots
at Center Greens are less than the 660 foot limitation.

Dear Bill:
This letter is iin response to your letter dated March 1, 1991 regarding the
statement in the Development Agreement limiting construction of structures to
less than 660' to a single point of access. Your letter is correct with the
following information added.
Since Center Greens Boulevard is to be built with 2 parallel roadways, each 24'
wide, separated by a center median 22' wide, the Poudre Fire Authority is
treating Center Greens Boulevard as 2 points of access.
