Stormwater Utility 2 5 7 N. 10 Issue Contact: Wes Lamarque The pond release rate is required to equal the site release rate of 19.84 minus any undetained 100-year developed flows. There is undetained flows along the east side of the project that release straight into the Fossil Creek Inlet Ditch. Please delineate a basin for this area of the site and quantify the flows that are free releasing. These flows can be subtracted from the site release rate to obtain the new pond release rate. Issue Contact: Wes Lamarque Please document the offsite flows to the west of the property and size the swale along the west side of Cinquefoil Lane accordingly. These flows can be referenced from the Willowbrook project and included in the text of this report. Issue Contact: Wes Lamarque Please provide a 20-foot drainage easement for the 60-inch storm sewer rather than a 15-foot easement and show on the plat. Pipe is too large for this narrow of an easement. Issue Contact: Wes Lamarque Please provide swale cross -sections on the grading or drainage plans for all swales. They need to be sized for the 100-year flow and provide conveyance to the detention pond. Zoning Issue Contact: Peter Barnes REPEAT COMMENT: Need to provide a building envelope on site plan and plat for the cabana/pool, and the 2 car garages next to building envelopes 32 and 34. The question of providing a second point of access for the Brookfield development was brought up at yesterday's pilot project meeting. In response to this question, I have had discussions with Ron Gonzales (Poudre Fire Authority) as well as research past discussion on this issue. On January 26, 2001 the Transportation Operations Director, Gary Diede had issued a letter stating the reed for Brookfield to have "at least two points of access from the existing public street network with one of the connections providing an adequate improvement to the City's Improved Arterial Street Network..." With the construction of Rock Creek Drive to Ziegler Road (by Willow Brook, or in the event of Willow Brook not making/completing the connection, by Brookfield) it is understood that this will serve as the main point of access. The second (emergency access) was originally envisioned to be either: 1) a connection west of the site to Cambridge Avenue which would connect to Harmony Road or, 2) Cinquefoil Lane to Harmony Road. This is evident by this same letter, as well as staff notes regarding Willow Brook/Brookfield connections. It is now my understanding that the Brookfield Developer is envisioning this second point of access to be made through streets internal to Willow Brook out to Kechter Road. Based upon discussion with PFA, the creation of a second point of access by way of through Willow Brook is not acceptable and needs to be relooked at. There is the first concern that Brookfield needs to have a separate second point of access independent of Willow Brook. By providing Brookfield's second point of access through Willow Brook internal streets, there is the risk of this second point of access not being maintained during the construction of Willow Brook, especially within the "Phase 1" area of Willow Brook which is not needed for emergency access by Willow Brook. For this reason, from a life safety standpoint, Brookfield's second point of access needs to stand on its own and should not be made through a developing neighborhood. There is also the concern regarding the length of this second point of access. With PFA approaching this site from Harmony Road to the northwest of the site, it is understood that the main point of travel via Harmony Road south on Ziegler Road to Rock Creek Drive east, is a direct connection to Brookfield. However, the second point of access requires emergency response to travel a half mile south of the Rock Creek/Ziegler intersection, over a half mile east on Kechter Road, then an additional half mile north internal to Willow Brook to get to Brookfield. Again, from a life safety standpoint, emergency response time is of concern, especially when considering that the emergency access portion internal to Willow Brook will be through a neighborhood where residential speed limits would be adhered to. The City feels alternatives need to be looked at. As examples, either the connection west to Cambridge Avenue to Harmony Road or, Cinquefoil Lane to Harmony Road as previously mentioned, would be better alternatives. Either connection would require a much shorter total distance! in emergency response travel from Harmony Road (potentially only a quarter mile of travel on Cinquefoil off Harmony), whereupon PFA would have a more direct access with a faster response time and also not run the risk of access internal from another development compromising the ability to access Brookfield in a life safety situation. As such, the next submittal of Brookfield should show a proposed design of the second point of access to the site. Conversations with CDOT and per City's September 7 & 14, 2000 Transportation Coordination, it was determined that Brookfield PDP (and Willowbrook PDP depending on phasing) will have to design and construct Rock Creek Drive to Ziegler Road and construct Cambridge Drive to Harmony Road. At this time Cinquefoil Lane will not be connected to Harmony Road. The basis for this decision is primarily in the interest of providing adequate allocation of traffic to the full arterial network with the emphasis of not over burdening Harmony Road. The design (or cross section) of Cambridge Drive has been discussed briefly between the Applicant and the City, but should be revisited to discuss the intersection with Cambridge Drive and Harmony Road. Currently, the City will require that the Cambridge Drive and its intersection with Harmony Road be constructed to its full capacity (double lefts acceleration and deceleration lanes; Etc.), to the "State of Colorado: State Access Code (1998)" and in accordance with State Hwy. 68 access management plan. (Note: CDOT will not allow any waivers to the street construction and design on Harmony Road.) In addition, access to Cambridge Drive will need to be improved to 3/4 movement. Who is obligated to construct this? Where is a detail • Some utility plan sheets show a pedestrian connection from Northern Lights Drive to the trail, is this intended? I don't recall the outcome on this ped connection. • The subdrain outfall shown on Sheet 13 needs to have a sufficient easement for maintenance by the HOA. In looking at the utility plans for Willow Brook which appears to construct this, the depth of the subdrain main outfall is as much as 15' below proposed ground. This would require 40' of easement width centered on the subdrain main where it leaves right-of-way. • Provide the sheet showing the vertical installation of the subdrain outfall that was on the Willow Brook plan set, within this set for reference purposes. • The subdrain design for Brookfield shows an 8" subdrain. The subdrain report from ACE specifies 10". An update to the report from ACE needs to be submitted to the City on this change. In addition, this update should verify that the new outfall design does not result in a surcharge of the system.
