I have reviewed the Hank One proposal for Harmony Market Pun, and
offer the following comments:
ACCESS AND TR]4,FFIC GSNRRATION The Traffic Study indicates that
although the traffic generated by this bank is 1.6 times greater
than that projected for this Parcel S, the overall traffic
generation for Parcels Q and R of this site was overestimated by a
greater amount than the underestimation for this Parcel S. The
conclusion is that trip generation is consistent with the previous
traffic study of May, 1992. General recommendations for the
Boardwalk/'HuLMony intersection indicate a possible need fQr
improvements by addition of left turn lanes for northbound and
southbound.Boardwalk onto Harmony Road. If the City determines
that theses lanes are to be added, a State Highway Access Permit
must be obtained from this office, as the Department of
Transport atioil would be responsible to issue a permit for
improvements of city street connections to the state highway
system.
LANDSCAPING The landscaping plan indicates plantings within the
state highway right-of-way. The Department would prefer that the
addition of trees be limited to points beyond the ROW line.. If
the City determines that these trees shall be allowed within the
ROW the owner must be reminded that all landscaping must be
maintained in such a way so as not to present a safety hazard and
not to impair sight distance at any highway access. Note #10 of
the plan states that the owner is responsible for landscape
maintenance including the plantings in public street rights -of -
way.
My comments are based upon the submittal as received June 9, 1994.
