Thanks for looking into that. As you can imagine that is pretty much how we
were hoping things would work out.
Regarding Boardwalk.: When we met with Erik Brake we went over the lanage
out there, both existing and proposed. The future laneage requirements
(double left) was related to us by Matt Delich who is doing a long term
study for the development caty-corner to our site. The existing section is
only 3 feet short and can be made to work using some 11 foot lanes. I find
it very unlikely that the town would require that relocation not only
becuase the existing section can work but because of the amount of utilities
in that 3' behind the curb. In any case, our building setback from
Boardwalk has an envelope of 15 to 25 feet ... we are currently at 20' and
should still be in the desired bracket if the 3' is added. I will discuss
the dedication issue with the developer.

Joel,
Dave and I just had an impromptu meeting with CDOT (Tess Jones). One
information that we did not know about until this weekend is that curb and
gutter actually does exist on Harmony from Hogan Drive, east in front of the
church and stops just up to your site. This perhaps has caused us to relook
at the issue further. The consensus is that you do not need to do any
offsite design, rather, just continue the curb and gutter section to finish
it out in front of your site and build sidewalk to the ultimate location.
Right-of-way will also need to be dedicated to the ultimate section along
Harmony Road. I hope this resolves the issues that we were facing regarding
offsite design, let me know if I need to clarify anything further. As such,
we currently aren't envisioning a need to meet with CDOT more formally.
We should probably also bring up the topic of right-of-way on Boardwalk. I
_think_ your development currently has all the needed right-of-way on
Boardwalk to the current standards. Per the Harmony Access plan, Boardwalk
is shown to need double lefts, which is beyond our typical standard. The
City would like if additional right-of-way was dedicated to accommodate the
additional left turn lane, but cannot require it. At this time, we'd want
to at least look at ensuring that the building is located in such a way that
it doesn't impact any future widening of Boardwalk for the double lefts,
perhaps a future topic of discussion.

RE: Bank: One at Harmony Road and Boardwalk Drive
Statement of Planning Objectives
Dear Mr. Sheppard:
We are submitting the following Project Development Plan with subdivision Plat for the
Proposed Bank One branch banking facility at the southwest corner of Harmony and
Boardwalk.
Since the mid -nineties, Bank One has owned two adjacent lots that make-up this infill
parcel proposed to be replatted as one lot. Harmony Road borders the site on the north
with a convenience store on the north side of the Bank One lot. To the west of this
parcel is the Front Range Baptist Church whose second access is from a shared drive at
the south end of the Bank One property. Further south beyond the shared access drive
are new commercial buildings with the closest one being a real estate office building.
The east side is bound by Boardwalk with a large commercial retail development and the
closest building being a Red Robin restaurant.
The banking use is allowed as presently zoned and is consistent with the commercial
uses of the neighbors. The proposed development will have minimal impact on adjacent
land uses.
The site has been proposed with special emphasis on locating the building close to both
Harmony Road and Boardwalk in response to the Land Use Code of Fort Collins. The
building is positioned as close to these roadways as possible, given the existing utilities;
while also accommodating a pedestrian plaza at the building entrance at the east.
The proposed building entrance is facing east which allows it to be prominent from both
Harmony and Boardwalk with rnedeCtrian and bicl/cle connections as well as having a
good proximity to the parking field that would not be possible if the entrance was to the
north.
In compliance with Fort Collins Land Use Code, the drive -through is located at the west
side of the building, rather than circling the building. This layout prevents the vehicular

drives from detaching the building from the site as if it was an island, and ensures strong
pedestrian and bicycle traffic connections to the building. The various modes of
transportation are encouraged and designed to be safe and efficient. The majority of the
vehicular stacking is faring cni ithwardly and alona with the addition of berms and
landscaping assist in screening the drive -through ftonn Harmony road.
Parking stalls comply with the City of Fort Collins maximum allowance of 3.5 stalls per
1000 sf. , with the two stalls closest to the front door designed as accessible parking
stalls. Bicycle parking is proposed near the front door at the entry plaza.
The southernmost portion of the site is primarily a detention pond that detains storm
water on site and allows it to be released at a more gradual rate to the existing gutter
system along Boardwalk. No underground storm system exists in Boardwalk or are
otherwise provided for site runoff.
In an effort to enhance the pedestrian connection and minimize safety concerns, this
existing open drainage ditch will be piped along the Bank's frontage. A new sidewalk is
required and shown along Harmony Road on the Bank One lot and to the west along the
Church's frontage. The pedestrian connection to the building is enhanced with an
enlarged entry plaza that is sized to accommodate pedestrians and bicycle traffic and
parking without conflicts.
The architectural style, materials and scale of the proposed Bank One facility are
consistent with, and selected to complement the neighborhood buildings; especially the
newer commercial buildings to the east. The proposed materials are selected as
durable, low maintenance, quality materials with colors selected from a natural material
color palette, which has stood the test of time. The choice of building massing and
change of materials textures and colors further define a base, mid section and top to the
building. All four elevations have been designed for visual interest with no side being
disregarded as a "back side".
The predominant building materials are integrally colored concrete masonry unit creating
a base for the building, brick walls above and exterior insulation and finish system for the
drive -through canopy fascia. The curved entry wail is proposed as a cultured stone
material and roof is identified as a flat, slate profile concrete roof tile. The hipped roof
form, with overhangs define the top portion of the building. At this time, the color palette
is determined to be selected from neutral earth tones with further definition as we
progress.
The roof line of the main building and corner stairway is hipped with concrete roof tile.
The roof at the drive through is flat to help minimize its impact. The dynamic, curved
front wall with its protected exterior alcove at the pedestrian plaza, invite the customer to
enter this branch banking facility.

Site lighting is designed utilizing a High Pressure Sodium lamp, which is a more energy
efficient type of lighting and is the same type of light as is installed by the City of Fort
Collins for street lights. It generally gives a warmer I ler tol lie to 'Lille material colors.

for such utility functions as the building condensor units and transformer, while being
sensitive to security issues especially near the After Hours Deposit and ATM (24 hour
uses) located near the south end of the first drive -through lane along the building.
We believe approval of this plan is justified by its consistency with the commercial uses
in this area and with the spirit and intent of the Land Use Code of Fort Collins. On behalf

Dear Ms. Jones,
As discussed between the City and CDOT (Tess Jones), intersection volumes which would normally
be provided in Item 16 of the application is not necessary.
The site's traffic patterns will generate 975 daily trips and there are other options to enter the site
besides the Harmony/Boardwalk intersection, which is signalized. Harmony/Boardwalk is a major
intersection in the City of Fort Collins (a major arterial/collector intersection).
Short term traffic volumes are shown on Figure 8 of the traffic study. Long term volumes are not
addressed. This Access Permit authorizes some minor street improvements, but no access changes.

Attached is a development agreement that is intended for the City of Ft Collins. When Mike Weinberg
signed it in Chicago earlier this week the corporate seal was not affixed. The City of Ft Collins will not
accept this document unless in contains the company seal. I have asked Mike if I could have the seal
affixed locally and he agreed. I am hoping you can help me with this task.
would ask that once the seal is affixed that the document be inserted in the included overnight
envelope and mailed.

Re: Bank One at Harmony Storm Drainage and Electrical Installations in State Highway
68 ROW
Dear Dennis,
Please find enclosed plans showing proposed storm drainage and electrical
improvements on the south side of Harmony Road, in the vicinity of the Harmony and
Boardwalk intersection in Fort Collins. I have also included a CDOT utility permit
application for your approval.
The City has recently approved the plans for the Bank One site that will be completing
these improvements. The work that will be done in the Harmony Road (SH 68) right of
way is highlighted in the attached plans. The contractor has also provided 4 copies of
the traffic control plans and 4 copies of his certificate of insurance.
If you have any questions regarding the proposed electrical installations, please contact
Doug Martine at (303) 221-6700, 1 will be your contact for the proposed storm drainage
installations at the same number. The drainage improvements consist of a curb and
gutter installation, the installation of a 27" RCP parallel to SH 68 and the installation of a
10' Type R inlet close to the Harmony/Boardwalk intersection (SW corner).
The Electrical installations will be completed by the City of Fort Collins Light and Power
crews. They consist of the installation of streetlights and an electrical duct bank, parallel
to SH 68.
