The property owner of Northstar Mobile Home Park expressed concerns with his experience in the redevelopment of portion of the property. The following is an outline of this particular application. Bottomline Mr. Goldstein originally requested to remove the existing buildings and construct new multi-family building. This request has evolved into renovating the existing building into a duplex. City staff has identified parking concerns, needed building upgrades and public right of way improvements. These comments were delivered to the applicant within the prescribed response times of the development review. A majority of the past year has been awaiting a revised application. A minor amendment review and decision is typically completed in 2-3 rounds of review (2.5 months). A building permit application would follow. We will reach out to Mr. Goldstein and offer another opportunity to discuss options and timelines for further clarity. DocuSign Envelope ID: 5809766B-483C-4A02-8B92-D9357E78BEEF -2- Timeline Initial Inquiries  November 2018: City staff received emails from the owner’s representative about removing the existing building and constructing a two-story residential building.  November 21, 2018: City staff responded to the owner’s rep and met on site to familiarize with current conditions.  December 2018: City staff received additional emails from the owner’s representative with additional questions.  December 2018: City Staff researched the questions and provided responses to the owner’s representative  February 2019: the owner’s representative indicated a Minor Amendment application would be submitted. Formal Submittal  February 21, 2019: a Minor Amendment application was received for a remodel on the existing laundromat into a duplex with façade upgrades.  March 8, 2019: A letter was sent to the applicant with comments on the first round of review of the Minor Amendment application (see attachment).  May 2019: The City received a phone call and email from the property owner asking what other uses could be permitted for the building without going through a development review process.  May 2019: City staff responded to this inquiry, specifically noting the uses of personal and business service shops. Additional Inquiry  2020: another owner’s representative contacted the City about creating separate parcels for the nonresidential buildings along Laporte Ave. City staff responded to the inquiry and directed the representative to the county to request a new parcel. Development Requirements Main Concerns  The existing parking in front of the building, currently being used for private parking, is within the public right-of-way.  Any required parking for the residential uses would need to be provide d behind the building.  Payment-in-lieu for public right-of-way improvements is required for the frontage of the property.  The building is old enough to require additional information to determine its historic eligibility.  The conversion from a commercial to residential use requires building upgrades including a separate meter for utilities.  A duplex requires a sprinkler system.
