HomeMy WebLinkAboutMinutes - Read Before Packet - 11/4/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes November 2, 2020 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 2, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, November 2, and the following summarizes the discussions that began at 7:39 a.m. November 4 Regular Meeting (Wednesday): Proposed agenda items for November 4 were reviewed. • There was brief discussion about meeting logistics. Councilmember Summers is expected to participate remotely. All other Councilmembers are anticipated to be present in person in Council Chambers. Any Councilmembers planning to be remote are asked to let staff know by 3:00 p.m. on the day of the meeting. Public participation will be available in four ways: in-person, by phone, online through Zoom, and by email. Staff will continue to provide reports, present, and answer questions remotely. • Proclamations will continue to be in person. An proclamation on holiday lights is expected to be added. • Items related to 2020 Fee Updates – This item has gone to the Council Finance Committee. Staff has done a good job with communication and timelines. No surprises are expected. • Equity Indicators Project – This is the second donation received on this item; good news! Speaking points will be developed that the Mayor Pro Tem can share as part of Consent Calendar follow up. • 2021 Budget – There was brief discussion about final decisions related to the use of Conservation Trust Fund dollars. Staff will be prepared to provide Council related options to consider. • Utility Rates – All utility rate increases were processed as part of the budget discussions/hearings that have occurred with the exception of a 2% add for water rates due to the fires. The Mayor received an email over the weekend asking about whether the City/Utilities have a standard plan or policy related to how to deal with unforeseen costs at this scale, how emergency funds can be generated when this occurs, and whether cost saving measures or other options were explored versus increasing the rate. Staff should be prepared to speak to these things at Wednesday’s Council meeting. The Water Board will be discussing this at their November meeting and, it is anticipated, will forward its recommendation after. Leadership Planning Team Meeting November 2, 2020 Page 2 of 4 On a related note, there was discussion about the headline of an article in the October 29, 2020 Coloradoan “Fort Collins Utilities is resuming service shut-offs soon, but financial help is available.” Staff will be using social media to get information out to clarify this process and the resources that are available to assist community members. 6-Month Calendar: • November 10 o Annual evaluations for the City Manager, City Attorney and Chief Judge – There was discussion about the location for this meeting and ensuring adequate space for social distancing. At least one Councilmember (maybe two) is/are expected to participate remotely. This might make the group small enough that the Council Office will allow for adequate social distancing and be a suitable location for this. • November 17 o CARES Funding Report was added to the calendar (moved from November 4). Staff will provide an update on the CARES spending that has occurred. The report is intended to provide accountability for the $9M in CARES funding that was received. Staff is also asked to include information about funding for the airport and other transportation items that have been received as part of this process. • December 1 o Manufactured Housing Rezonings was added to the calendar (moved from unscheduled). • December 8 o Plastics Pollution was added to the calendar. There was discussion about whether any of these items could be rescheduled but all are time sensitive. Therefore, it was suggested that the start of the work session be moved to 4:30 p.m. Additional discussion included:  Charter Amendments – There will likely be additional amendments discussed that are not related to election items. The language in the planning calendar will be changed to reflect this.  Equality Indicators and Principles of Community Work – There was a question about whether this item would incorporate any work from the Community Impact Committee and about the status of the police resolution. Staff will follow up.  Plastics Pollution – It is anticipated that Council will consider a resolution on December 15 that provides direction to staff on this item. Getting clarity from Council will be important. Related to this, the Mayor provided a link to the McKinsey Report which provides a systematic approach to thinking about waste reduction within a community. Staff is asked to also provide this in Thursday’s mail packet. Leadership Planning Team Meeting November 2, 2020 Page 3 of 4 City Clerk Coldiron: • Noted Kelly Ohlson has filed a Candidate Affidavit to run for the upcoming Council vacancy in District 5. • Noted that the petition on the Hughes Stadium property is expected to be filed today. The City Clerk will have five business days from the time it is filed to determine whether the petition is sufficient. (Update: The petition was filed at 10 a.m. this morning. The Petitioners estimate they collected 8,000+ signatures). • Noted that the City Clerk’s team toured the County election operations center to learn more about the COVID improvements that have been made to keep election judges and staff safe. It was informative. City Manager Atteberry: • Noted that holiday lights are planned to continue this year but a Holiday Lighting Ceremony will not take place due to COVID. Instead, there will be a virtual switch that the Mayor will use to turn the lights on. The City Manager provided some additional information including: o Downtown lights have indicated a start to the holiday season since 2007; o 65,000 lights are used on 339 trees; and o Lighting continues until Valentine’s Day each year. • Noted he attended a memorial service for Mike Demma. Mr. Demma was a huge contributor to the community through Poudre School District, the Elks Club, Hospice, Team Fort Collins and many others. Staff is asked to work with the family to develop a proclamation honoring Mr. Demma. • Noted an email he received on the latest City/CSU campaign related to COVID; the campaign is going well! Information related to the campaign is attached. • Noted a shooting that occurred at Oak Street and College Avenue on Friday. A 22 year-old student has been charged. Staff is asked to look into whether any local liquor licensees were impacted by this event. Mayor Troxell: • Noted a meeting he participated in, along with the City Attorney, with the Attorney General and other local government representatives on the anticipated opioid settlement. The Attorney General is interested in receiving feedback on proposals for the allocation of opioid settlement funds, as well as governance of the use of the funds. Staff will work to get a dialogue about these things going with Larimer County, the Health District of Northern Colorado, and others, soon. • Noted a recommendation received by the Natural Resources Advisory Board related to NISP. He asked about the legal foundation this recommendation was based on and how this was initiated. Staff is asked to follow up. Leadership Planning Team Meeting November 2, 2020 Page 4 of 4 • Noted that he met with two companies in Fort Collins that have been included on the Inc 5000 list of growing companies – TurboTenant and Canidium. TurboTenant offers free landlord software for advertising rental properties, online applications, screening tenants, collecting rent online and more. Canidium deploys strategic services, technical services, support, and implementations of sales performance management, sales analytics, and configure, price and quote (CPQ) softwares. Kudos to these growing local businesses! • Participated in last week’s Platte River Power Authority Board meeting, along with Councilmember Cunniff, where the Integrated Resource Plan was approved. The Mayor and Councilmember Cunniff supported the option that was approved. • Noted he met with a representative from Power 10, a consultant working for NOCO Prospers 2.0. They had a good conversation about economic development and the need for additional leadership and coordination of Northern Colorado efforts related to this. • Noted there is a remote Super-Issue Board Meeting tonight. Attendees will hear a presentation on the Housing Strategic Plan and will participate in a 40-minute workshop to discuss possible strategies and evaluation criteria to include in the Plan. As well, the Mayor will be providing an end of year address to board and commission members and will recognize those members who are at the end of their terms. This is being done in lieu of the boards and commissions annual event which was eliminated during earlier budget reductions, in part due to social distancing and limits on large gatherings. • Noted he will be participating as part of a regional issues virtual summit with the Chamber on November 10, 2020.
