This memo is intended to follow up on Council comments and provide clarification. Ordinance No. 125, 2020 proposes extending the expiration dates of the short-term appointments made in 2020 for one additional year, with a new expiration date of 2021. In addition to the reasons provided in the ordinance, staff has recommended a one-year extension instead of a full-term four-year extension due to ongoing implementation of Reimagine work. As a result of the Reimagine Boards and Commission August 11th Work Session, staff has been working on municipal code changes that will be coming to Council for approval before the end of the year. These proposed changes include a mixture of 1, 2, and 4- year terms on each non- quasi-judicial board. If approved, these changes are scheduled to be implemented for the 2021/2022 annual recruitment. Staff expects this to impact the terms of all non-quasi-judicial board and commission members. Extending the current short-term appointments to a full four-year term will interfere with the proposal to adjust term lengths as described above and make it difficult to achieve staggered terms.
