HomeMy WebLinkAboutMinutes - Read Before Packet - 10/20/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - October 19, 2020 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 19, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, October 19, and the following summarizes the discussions that began at 7:34 a.m. October 20 Regular Meeting: The October 20 agenda items were reviewed. • Most Councilmembers are anticipated to be present in person in Council Chambers; at least one Councilmember will be participating remotely. Public participation will be available in four ways: in- person, by phone, online through Zoom, and by email. Staff will continue to provide reports, present, and answer questions remotely. Ten students from a Colorado State University (CSU) Journalism class are expected to be present in Council Chambers. • Proclamations are expected to be done in person with one individual joining the Mayor as the proclamation is read. Proclamations will start at 5:30 p.m. • Community Reports – Two community reports are anticipated: o COVID-19 Update – Larimer County Public Health Director Tom Gonzales will be invited to provide an update to Council and the community on current trends, the latest Mitigation Plan, testing and surveillance, and the ways the City, CSU, and Larimer County are working together to protect public health by slowing the spread of the virus. o Election Security – Larimer County Clerk and Recorder Angela Myers will be invited to provide an update to Council and the community on the security measures that are in place for the upcoming election. As has been done before, these reports will be placed at the beginning of the agenda prior to public comment provided there is no concern from Councilmembers related to this. • A staff report will be added for Chief Demint and Jim Byrne to provide an update on the Cameron Peak Fire. The agenda will be amended to reflect this. Leadership Planning Team Meeting October 19, 2020 Page 2 of 6 The City Manager participated in a call with the Governor yesterday and noted the conversations that occurred related to risk and support of fires within urban areas. The conversation went well, and he confirmed that resources would be shifted from the more rural areas to urban areas if that were needed. However, the likelihood of the fire moving into urban areas is not high. The City Manager also noted a call he had with the current incident commander who reported that he does not see a scenario where the fire gets to Fort Collins. He reported that the fire from Joe Wright Reservoir to Masonville continues to be intense and that many homes have been destroyed. There was discussion about the need to expand City communication efforts related to fire mitigation and preparedness. • 613 S. Meldrum Appeal –This item would generally be included as part of the consent agenda; however, was placed on discussion due to the split vote. Since the hearing on this item is closed, no new discussion is expected and there will be no staff presentation. Council will be affirming the findings of fact and conclusions of law developed based on the outcome of the hearing. On a related note, there was discussion about potential changes to the Land Use Code related to affordable housing and better utilization of properties. Future conversations around density, including updating the accessory dwelling units policy and U+2 requirements, are expected based on the work of the ad-hoc housing committee. It was noted that this work is relevant to equity within the community and potential changes could have a profound impact. Providing job data for those who live in attainable/affordable housing was noted as a way to provide added meaning to inform related conversations. • Executive Session – Council will consider a motion for an executive session related to Connexion. A related work session item to discuss public aspects of the project is scheduled for November 24. Starting in January, staff will plan to do a public report for the community, followed by a Council executive session, followed by release of the quarterly report. • After the executive session, Council will return to chambers to consider a motion to adjourn the meeting to October 27th. This is needed for Council to consider an emergency ordinance related to a day shelter. It was reported that a local church has offered to host a day shelter during inclement weather days only, and that the City is working with partners on final details. In order to move forward, an emergency ordinance would need to be approved to waive zoning regulations and development review requirements since this is a COVID response and needed as soon as the weather starts getting colder. 6-Month Calendar: • October 19 o A joint meeting between the City of Fort Collins and City of Loveland is scheduled for tonight. The agenda is expected to include:  Welcome and Introductions.  Northern Colorado Law Enforcement Training Center Update.  Northern Colorado Regional Airport Projects and Event Update • 2021 Airshow • Remote Air Traffic Control Tower • Airport Terminal Building Replacement • Airport Master Plan Update Leadership Planning Team Meeting October 19, 2020 Page 3 of 6 The City will be hosting the meeting, with Mayor Troxell facilitating. Chief Jeff Swoboda will be providing an update on the new Northern Colorado Law Enforcement Training Center. Airport Director Jason Licon will be providing updates on all airport items. It was noted that this has been a great year for the Northern Colorado Regional Airport. The federal funding that has been approved was highlighted, including the remote tower ($650K- $750K/year in funding) and the new terminal ($16M in funding). • November 4 o Manufactured Housing Rezonings has been postponed. Due to the number of items being considered by the Planning & Zoning Board, this item got pushed back. • November 10 o Yearly evaluations for City Manager, City Attorney and Chief Judge are scheduled. The evaluations are expected to be done in person. Staff is asked to find a suitable location where appropriate social distancing can occur. The large conference room in the City Clerk’s office was suggested. • December 15 o Parks and Recreation Master Plan adoption was added to the calendar. • January 26 o Reimagine Boards and Commissions was added to the calendar. • February 9 o Our Climate Future was added to the calendar. • February 16 o Housing Strategic Plan adoption was added to the calendar. • March 2 o Our Climate Future adoption was added to the calendar. • April 13 o Council End of Term Update was added to the calendar. Staff is working to close as many Council priority items as possible by the end of the first quarter, 2021. Larger policy items such as the homeless campus are expected to move forward to the next Council. It is likely that the Community Impact Committee will have items for Council to consider during the first quarter of 2021. The Committee has prioritized budget items and equity metrics (related to Police and other things) as the areas on which they plan to initially focus. Leadership Planning Team Meeting October 19, 2020 Page 4 of 6 City Clerk Coldiron: • Noted that petition efforts on the Hughes Stadium property have continued. To date, the Clerk’s Office has provided the petitioners with enough petition packets to collect almost 12,000 signatures. The petition is due back to the Clerk’s office no later than November 3, 2020. Deputy City Manager DiMartino: • Noted that a memo will be provided to Council related to questions about the historic survey of properties that is currently underway. A review of the work session held in April 2018 found that the focus of the discussion was around predictability for people as they enter the development review process and prioritizing related areas of town versus specific properties. More detailed information will be provided in the memo. • Noted that potential Deputy City Manager candidates have been invited to participate in interview activities on November 9 and 10 to select finalists that will move forward in the process. The LPT meeting will be moved to Sunday evening, November 8. Staff is asked to confirm the date/time. City Attorney Daggett: • Noted that staff received a letter from members of the community related to the immigration legal defense fund. The memo explains in detail what is being suggested and has helped staff understand the request. A staff team is researching programs that are currently in existence to see if this is helpful in determining a possible scope for a pilot program. Additional information will be provided as it becomes available. City Manager Atteberry: • Noted the Service Area Request report that was included in Thursday’s packet. There were nearly 1,600 total cases with an average response time of 1.49 days. He thanked Council for utilizing the system and all staff who are involved in follow up responses. • Noted he communicated with the Fraternal Order of Police (FOP) regarding the feedback that has been received related to pay raises for police officers. He stated that the FOP responded that, as provided in the collective bargaining agreement, they will look to the pay decisions in identified benchmark cities to determine the amount, if any, of pay raises in light of impacts related to COVID and other things will be reflected in the market survey data. • Noted that the Food Bank congregate care site is moving forward slower than anticipated. The City Attorney added that there were some agreements that needed to be worked out between the entities involved. These issues have now been resolved and the contract has been circulated for signatures. Efforts are expected to move forward right away. Leadership Planning Team Meeting October 19, 2020 Page 5 of 6 Mayor Pro Tem Stephens: • Noted she was added to a North Front Range Metropolitan Organization (MPO) funding committee. This was a past subcommittee that has been reactivated. The committee will be looking at funding sources for the I-25 improvements which is important now that federal funding may be in question due to the pandemic. • Noted that she has been participating in National League of Cities (NLC) committee meetings for the past several months. She added that the NLC will be accepting applications soon for those who are interested in participating on committees. This is a great way to meet people from across the nation and talk about best practices and other items that are relevant having a high performing municipality. She encouraged Councilmembers to participate. Mayor Troxell: • Participated in a Northern Colorado Communities Foundation meeting last week where plans for the future are being discussed as the interim CEO Richard Fagerlin assumes his leadership role. The Foundation is currently meeting with constituents to gather input on strengths, growth opportunities, and priorities for the future. Transportation came up with regard to MPOs and the complexity of having so many entities involved. The Mayor noted information provided about conversations that have been occurring in Salt Lake City, Utah where they have lots of parallel issues to Colorado. A presentation was also given on an envision process that is being used by others to collect feedback that will likely be used by the Foundation. This is expected to come up at an upcoming regional leadership group meeting. • Participated in a Bloomberg Harvard City Leadership Initiative meeting where a new Economic Tracker that combines anonymized data from the private sector to provide a real-time picture of indicators such as employment rates, consumer spending, and job postings across counties, industries and income groups was presented. The tracker offers the capacity to spot economic problems as they emerge and develop effective policies to foster an equitable recovery. It was interesting to hear about the economic impacts related to COVID with an equity overlay. • Participated in a What Works Cities meeting where the City has been selected to participate in the City Budgeting for Equity and Recovery program. The program will help cities develop and implement plans to drive financial recovery and ensure that their budget crises do not disproportionately harm low- income residents and communities of color. It will also provide the opportunity for leaders from 30 cities to problem solve with a network of peers and produce a set of tactics for other local leaders to follow. City staff Travis Storin and Lawrence Pollack will be participating in this effort. • Noted he met with Frank Barry from Bloomberg News regarding Fort Collins’ involvement in the Lincoln Highway. He provided history as to how Fort Collins was involved with this. City Manager Atteberry added that it would be good to bring this history into the Mulberry annexation work and to show this as part of the larger vision of the area. • Noted he will be presenting as part of the ICLEI Daring Cities 2020 Global Virtual Forum today. His presentation will be part of the Resilient Urban Future with Nature session where he plans to talk about the Nature in the City program. Leadership Planning Team Meeting October 19, 2020 Page 6 of 6 • Noted he will be leading a session with National League of Cities today related to the Independent Pilot Program (IPP) for drones. He added that the Federal Aviation Authority (FAA) implemented this program two years ago and the group has been playing a leadership role in federal conversations related to drones. He shared examples where drones are being used to transfer transplant organs and to deliver packages. The FAA is expected to announce an extension of this program. Staff is encouraged to explore a pilot project related to this. Future of drone technology was also recommended as a good topic for an upcoming Council Futures Committee meeting. • Noted he was interviewed last week by Government Technology and discussed the concept of advanced urban mobility – taxi shuttles. He added that this concept is currently being supported by Boeing. • Participated on a call last week with the mayors and city managers from several university cities. He shared how we are partnering with Colorado State University to provide COVID-related messaging. He noted the difficulties other communities are having related to football games and related stadium attendance or tailgating parties and COVID impacts. There was discussion about providing tailgating parties that are appropriately social distanced and how this might be a great alternative to loading bars on game days. • Will be meeting with the new ASCSU President and Vice President this afternoon to welcome them and encourage good partnerships between their organization and the City.
