HomeMy WebLinkAboutMinutes - Read Before Packet - 10/13/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes For October 12, 2020 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 12, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, October 12, and the following summarizes the discussions that began at 7:32 a.m. October 13 Work Session: The October 13 agenda items were reviewed. • This will be a remote meeting. Since this is a work session, no public comments will be accepted. The public can provide comments to Councilmembers through email. • Tom Gonzales, Director of the Larimer County Health Department, will be joining the meeting as the second discussion item to provide an overview of current COVID trends and highlights of the updated Mitigation Plan. He will be providing a similar update to the community from 6-7 p.m. • 2021 Proposed Budget – This is the third and final work session scheduled for this item. Staff plans to provide a summary of the public engagement that was done, key themes identified as part of that engagement, and seek Council input on desired changes to offers resulting from public engagement and Council conversation. Discussion on the use of Conservation Trust Funds and possible alternatives will be included. • Hughes Stadium Property – City Manager Atteberry will provide an update on this item as part of Announcements. October 20 Regular Meeting: The proposed October 20 agenda items were reviewed. • Proclamations are expected to be done in person with one individual joining the Mayor as the proclamation is read. A proclamation on Aerospace Alley Day is expected. Proclamations will start at 5:30 p.m. • Election Security – County Clerk and Recorder Angela Myers will be invited to provide an update to Council and the community on the security measures that are in place for the upcoming election. As has been done before, this report will be placed at the beginning of the agenda prior to public comment. Leadership Planning Team Meeting October 12, 2020 Page 2 of 5 • Ordinance 120, 2020 regarding dangerous and vicious animals, although on the Consent Calendar, will include some minor changes. The changes will be identified in the agenda materials and the Ordinance published as required by Code no later than Tuesday, October 13. Ordinance 119, 2020 regarding animal disturbance of peace and quiet will be on the Discussion agenda due to the split vote. It was noted that a staff presentation for this item would be helpful. • Acceptance of a proposed donation of a sculpture for Sugar Beet Park – Council will consider a resolution that accepts the donation of a bronze sculpture entitled, The Hand That Feeds, that will be placed at Sugar Beet Park. This item was unanimously approved by the Art in Public Places Board. This item is being proposed by former resident Betty Aragon. Approval of the item authorizes fundraising to begin. CityGive will not be involved in fundraising; however, is expected to be involved as a philanthropic partner and fiscal agent, processing the funds that come in. On a separate note there was a question about the stone monuments/neighborhood signs that were proposed to be installed within the Tres Colonias neighborhoods utilizing neighborhood grant funding. Staff is asked to follow up. • Request for remote meetings for the Building Review Board – this item will request a blanket approval of certain types of appeals that come to the Building Review Board. It is expected that this item will also provide an option for Council to approve individual items in lieu of a blanket approval. • 613 S. Meldrum Appeal – Council will consider related findings of fact and conclusions of law. Next steps in the process were discussed including the filing of a related development application where additional review will occur. • Executive Session – Council will consider a motion to enter an executive session related to Connexion. A related work session item to discuss public aspects of the project is scheduled for November 24. Starting in January, staff will plan to do a public report for the community, followed by a Council executive session, followed by release of the quarterly report. 6-Month Calendar: • October 19 o Joint City of Fort Collins/City of Loveland meeting is scheduled. The agenda is expected to include:  Welcome and Introductions.  Northern Colorado Law Enforcement Training Center Update.  Northern Colorado Regional Airport Projects and Event Update • 2021 Airshow • Remote Air Traffic Control Tower • Airport Terminal Building Replacement • Airport Master Plan Update A copy of the proposed Agenda is attached. Leadership Planning Team Meeting October 12, 2020 Page 3 of 5 • November 24 o Connexion update was added to the calendar. This item will provide the community with an update on the progress of Connexion. • December 1 o Appeal for 724 & 726 S. College Avenue was added to the calendar. Council will consider an appeal of the Landmark Preservation Commission’s determination of eligibility finding that the properties meet the requirements for landmark status and are historically significant. • January 12 o Visit Fort Collins Destination Master Plan and Tourism Improvement District was added to the calendar (moved from November 24). This item is expected to focus primarily on funding options that have been discovered. Deputy City Manager DiMartino: • Noted that Forestry crews are out doing clean up due to yesterday’s windstorm. The clean-up has included mostly small branches, but the crews have found some larger limbs that are down and entire trees that have been toppled. Grandview Cemetery lost a large spruce tree that was pulled out by the roots. • Noted that Transfort was scheduled to relaunch Routes 9 & 10 the week of October 19. This may be delayed due to staffing shortages; two Transfort drivers have tested positive for COVID and others are being tested. All public health protocols are being followed. Service will launch as soon as we are able in this dynamic environment. City Manager Atteberry: • Noted Police responded to a welfare check requested by a lawncare company in Boulder who became concerned about one of their customers who lives in Fort Collins. As part of their response, Police found an individual who had fallen, was injured, and was having heart problems. Kudos to the lawn company staff who reached out – their request saved his life! This demonstrates the importance of community. • Noted he communicated with the Fraternal Order of Police regarding the feedback that has been received related to pay raises for police officers. He reiterated that our response has been, and will continue to be, that we will honor the contract, and asked whether there is anything they would like us to share with Council on behalf of the FOP if questions come up about this again. He will pass along their response if he receives one. • Noted an email received from a resident regarding Connexion crews and whether they were using illegal immigrants. He expressed his appreciation for how the Mayor responded to the email by objecting to assumptions that because people were not speaking English that it meant they were here illegally. He noted that Connexion contractors are required to have legally documented employees. • Noted that franchise-like terms and conditions have been finalized for Connexion. Review of the Customer Service Standards is underway in case changes or updates are needed. Leadership Planning Team Meeting October 12, 2020 Page 4 of 5 • Noted first round interviews are expected to start this week for the Deputy City Manager position and a pool of finalists will be interviewed in November. • Noted that the property at the northeast quadrant of Horsetooth and Ziegler, near the roundabout, is under development. The batch plant is being deconstructed and the property readied for multi-family and single-family construction. He added that our next community park will be in this location. An important trail connection is planned here as well. Discussions have been ongoing with the property owner related to this. • Participated in a conversation with Federal Railroad Administration staff who were in Fort Collins last week; things went well. Staff plans to research people level noise devices that project at intersections. There are examples of these in Council Tree, Colorado, as well as in Southern California. These devices may help mitigate some of the requirements needed to move towards more of a quiet zone downtown. Staff will provide updates to Council as information becomes available. Mayor Troxell: • Noted he received a call from Senator Gardner who reported that the remote tower for the Northern Colorado Regional Airport has been included in the Federal Contract Tower Program which will cover all costs for the air traffic controllers once the system is certified. This is estimated to be between $650K- $750K/year in funding. • Noted he will be meeting with Frank Barry from Bloomberg News regarding Fort Collins’ involvement in the Lincoln Highway. He explained that Mr. Barry will be making a trip from New York to San Francisco on the Lincoln Highway and provided history as to how Fort Collins was involved with this. • Noted the CSU Alumni Association lit up the “A” near Horsetooth as part of the Stay At Homecoming activities. The A was lit electronically; duration of lighting is unknown. • Noted properties along E. Prospect Road that have signs hanging on the outside of the fences. He is hearing that neighbors are growing concerned about this and asked that an inspection be done to see if enforcement can or should be done. He also mentioned that he is seeing a lot of signs in City rights-of- way and wondered if an update to the emergency regulation regarding signs is needed. Staff is asked to provide a memo in Thursday’s packet related to their approach regarding illegal signs. • Noted he will be presenting as part of the ICLEI Daring Cities 2020 Global Virtual Forum. His presentation will be part of the October 19 Resilient Urban Future with Nature session where he plans to talk about the Nature in the City program. • Attended a birthday celebration for Hal Worth who turned 99! The Mayor’s dad was the first person Hal met when he came to Fort Collins. He and Mr. Troxell were forestry colleagues and served together in the US Navy during WWII. Hal is a vibrant, energetic person who has touched many people in our community! Leadership Planning Team Meeting October 12, 2020 Page 5 of 5 • Noted the Chamber of Commerce hosted a community discussion on the Platte River Power Authority’s Integrated Resource Plan. The conversation was positive and supportive. • Participated as part of a BizWest transportation roundtable. Much of the discussion focused on I-25. The Mayor encouraged participants to zoom out and take a broader perspective of transportation by looking at opportunities provided by the Northern Colorado Regional Airport and advanced air mobility. • Participated in the unveiling of Colores de la Communidad, a mural in Tenney Alley. The mural highlights the intersecting issues of climate change, immigration, resilience, and the diversity of Fort Collins. It was commissioned by Trees Water & People (TWP) and was based on stories from students and teachers in Poudre School District, Native community members, and from TWP partners in Central America and Pine Ridge, South Dakota – places where Fort Collins’ goodwill has tangibly improved lives. • Noted that Market Watch just listed Fort Collins as the #1 most desirable place to live in the U.S. Fort Collins was also chosen as the 2020 #1 Best Place to Live by Livability.com.
