RE: Library Park Neighborhood Updates
Purpose: This memo will provide a bi-monthly summary of strategies to
compassionately manage and address issues impacting the Library Park Neighborhood,
including recent trends and communication efforts.
Updates from taskforce members:
FCPS has observed only small groups of people congregating on a
regular basis with no major disruptive behaviors or complaints.
Code Compliance has not observed any additional violations. Caution
tape has been installed again to mitigate loitering and gathering around
the exterior of the Mennonite Fellowship.
Outreach Fort Collins has reported ongoing contact with individuals in
Library Park without major disruptions occurring. They are seeing an
increase of activity shifting to the Oak Street Plaza and Linden Street
area. They are also working with Peak Community Church to assist with
people spending time there.
Social Sustainability has continued supporting Fort Collins Rescue Mission in
establishing a temporary overnight men’s shelter at 1301 Blue Spruce Dr. Catholic
Charities will operate a women's overnight shelter at their location. Both shelters will
coordinate "opening" at the same time in early November to avoid women being left
without shelter if 1301 opens first. Catholic Charities capacity for women will be 54
plus families; Fort Collins Rescue Mission capacity for men will be 150 (with some room
to expand). Expanded day shelter options are still being explored.

Background:
A City task force is coordinating across departments to share updates and advance
strategies to compassionately manage and address issues impacting the Library Park
neighborhood. The task force includes staff from Police Services, Neighborhood
Services/Code Compliance, Social Sustainability, City Attorney’s Office, and the City
Manager’s Office. It also includes Outreach Fort Collins, a community partner
offering support for people experiencing homelessness.
