HomeMy WebLinkAboutMinutes - Read Before Packet - 10/6/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes For October 5, 2020 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 5, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, October 5, and the following summarizes the discussions that began at 7:40 a.m. October 6 Regular Meeting: The proposed October 6 agenda items were reviewed. • There was brief discussion about meeting logistics. All Councilmembers are anticipated to be present in person in Council Chambers. Public participation will be available in four ways: in-person, by phone, online through Zoom, and by email. Staff will continue to provide reports, present, and answer questions remotely. Spanish translation will be available on Zoom through the public hearing on the budget. • Emergency Ordinance extending rules and regulations pertaining to outdoor dining and retail – Updated permits will be required for any establishments that will be adding tents or other outside structures and heaters. Poudre Fire Authority staff will be doing associated inspections for those utilizing heaters. • Grazing lease on Soapstone Prairie Natural Area – An email was received sharing concerns about this lease. This item will be turned into a Service Area Request. • Staff Report: Cumulative Lane Miles of Roadway Pavement Improvement – Staff should include high level information about the budget offers that exist in the proposed 2021 budget related to this. Information regarding current pavement grades should also be included. • Public Hearing on the proposed 2021 Budget – Spanish translation will be available through Zoom. 6-Month Calendar: • October 13 o Tom Gonzales, Director of the Larimer County Health Department, will be invited to give an update on COVID-19 and related efforts. It was noted that COVID numbers have been rising and that a new plan is required to be submitted to the State on how the County intends to address COVID exposures. This will be a good time to remind people of the importance of being diligent regarding wearing facial coverings, social distancing, and limiting large gatherings. Leadership Planning Team Meeting October 5, 2020 Page 2 of 5 • October 20 o Request for a Remote Hearing for an Appeal to the Building Review Board has been added to the calendar. o Staff Report: Remington Street Stormwater Project has been added to the calendar. This item will provide an update on the recently completed capital stormwater project in the Spring Creek basin. o Connexion executive session is scheduled. Staff is asked to schedule a work session item related to Connexion to provide a public update on this project. • November 4 o Manufactured Housing Rezonings has been added to the calendar. This item will consider the rezoning of six properties containing manufactured housing communities to the Manufactured Housing (MH) zone district. There was a question about the yellow development sign outside of the mobile home park on West Laporte Avenue and whether it was related to this item. Staff is asked to follow up. • November 17 o Timberline Church Rezoning has been added to the calendar. The item will consider a request to rezone the property from Low Density Mixed-Use Neighborhood to Medium Density Mixed-Use Neighborhood. There was a question about whether concerns are being expressed by residents; yes. This is a quasi-judicial item, so Councilmembers are limited from discussing it with residents. City Clerk Coldiron: • Noted an appeal was received from the owners of 724 and 726 S. College Avenue. The owners are appealing the Landmark Preservation Commission’s determination of eligibility finding that the properties meet the requirements for landmark status and are historically significant. The appeal must be heard no later than December 16, 2020. December 1, 2020 is the likely date the appeal will be scheduled. On a related note, the Mayor asked about the survey work that is underway and whether these properties are considered a priority in that context. Deputy City Manager DiMartino: • Joined Colorado State University (CSU) President Joyce McConnell and Tom Gonzales to provide a community COVID briefing on October 1. Updates on current cases, testing and surveillance, and the ways the City of Fort Collins, CSU and Larimer County are working together to protect public health by slowing the spread of the virus were covered. Approximately 200 people participated. Additional briefings may be scheduled as needed. Leadership Planning Team Meeting October 5, 2020 Page 3 of 5 On a separate note the Mayor noted he participated on a call last Friday with mayors in other cities with universities. They discussed the challenges associated with football games and related tailgating or other parties. He asked about what game day operations will look like this year and about messaging related to gatherings. Staff is asked to follow up. • Noted the Fort Collins Museum of Discovery is partnering with the Poudre School District and will be used as a remote learning center for eight students. Although a small number of students, the impact is expected to be significant. • Noted that Poudre School District will be holding in-school sessions for students two days per week. In response, the City is adapting programming at Northside Aztlan Center to enable families to sign up for childcare 2-days per week (Monday/Wednesday or Tuesday/Thursday) on the days they are not in class. Friday programming will continue to have separate registration. City Attorney Daggett: • Reported that mediation efforts are occurring related to environmental issues surrounding the Larimer County landfill site. City Manager Atteberry: • Noted good progress is being made on the Oasis billing system and that it is currently being used for Connexion accounts. He added that staff continues to work through some challenging issues related to migrating the other utilities from the legacy Banner system to the new system. He will be talking with Council in his 1 x 1 meetings about the impacts, including the likely delay of implementation from November 2020 into early next year. • Noted news coverage has been good related to the Cameron Peak Fire. Staff will be providing Council with an update on related water quality issues at the upcoming work session on October 13. Staff has been asked to also address air quality issues in the discussion. • Noted the heavy lifting that is occurring related to distributing the $9M in CARES funding received and getting associated approvals. The City Manager had a soapbox article in the Coloradoan related to this over the weekend. There was a request to highlight the $16M that was received for the Northern Colorado Regional Airport and the efforts that are occurring there in a future column. Staff is asked to follow up. • Noted the Colorado State University Board of Governors will be meeting Friday to discuss their position on the Hughes Stadium property. An executive session on this item is expected to be added to tomorrow night’s agenda. • Noted that more than 160 applications were received for the Deputy City Manager position. Staff is in the process of reviewing and narrowing the pool of candidates to prepare for interviews. • Noted that staff is exploring the idea of creating an Equity Office. It is expected that this office would have an external component that would work with community partners for equity advocacy and Leadership Planning Team Meeting October 5, 2020 Page 4 of 5 community engagement, as well as an internal component to provide training and consulting services to help build equity capacity throughout the organization. More information will be provided as details emerge regarding potential scope and resourcing options. • Noted a cell tower has been requested in the vicinity of the Summitview Church parking lot. The telecom company has negotiated a deal with the church and has an approved use by right. The tower is expected to be in the form of a faux tree. However, the company has requested access across City property for utility lines and that has not been finalized. Mayor Pro Tem Stephens: • Received a question about whether the City has considered recognizing Indigenous People Day versus Columbus Day. It was noted that the City does not recognize Columbus Day as a paid holiday. • Attended a meeting on Thursday morning with the Northern Front Range Metropolitan Planning Organization (NFRMPO) to discuss boundaries. There was a suggestion about the idea of Weld County becoming its own MPO and that Larimer County become its own MPO. Analysis is being done to see what the financial impacts might be related to this. Additional conversation is expected at the next meeting. • Noted the Colorado Department of Energy just released a Greenhouse Gas Roadmap. They are accepting public comment on this now. She noted the NFRMPO executive committee plans to provide feedback and she has asked to see the comments prior to them being submitted. Staff should plan to provide related feedback as well. Mayor Troxell: • Participated, along with Mayor Pro Tem Stephens, on a call with Congressman Neguse who provided an update on the new round of CARES funding. • Participated in the Front Range Community College ribbon cutting for their new Health Sciences Center; great virtual event! • Participated in the Eastside Park opening with members of the 1st United Methodist Church and staff. The park has been greatly improved with paths, lighting, etc. This is a wonderful example of residents partnering with the City to do something great for the community! • Participated in an event where Rabbi Gorelick was sworn in, by Governor Polis, to the National Guard as a chaplain. The ceremony was held at CSU and was nicely done. • Participated in the Tour de Corgi virtual event. • Attended the Día de los Muertos exhibit at the Global Village Museum. Leadership Planning Team Meeting October 5, 2020 Page 5 of 5 • Participated in a regional leadership meeting on Thursday morning. Discussion items included transition of the Community Foundation CEO, COVID-19 success stories from Foundations, and ongoing community needs. • Attended an Otterbox exhibit at the Museum of Art. It was interesting to see the progression of Otterbox products and how they have changed over the years. The exhibit included social distancing requirements and was well done! • Noted that Leah Johnson and Tom Lucero are developing a training for future elected officials on effective governance. He added that he will be speaking with Ms. Johnson about being a high performing board and about some of the things Council has implemented such as the Respectful Workplace Policy. • Asked about the public art components of the intersections at Prospect and College and Harmony and College and the status of rebuilding these components. He appreciated the work done by staff to repair the issues at the Prospect and College intersection. • Noted that sidewalk improvements that are occurring along East Prospect. He added that widening these sidewalks improves pedestrian access and safety. • Participated in the Fort Collins CROP hunger walk. The event was intended to help end hunger in the community and around the world. • Had coffee with Greg Cromer, Mayor from Slidell, Louisiana, who was visiting his son. He was very appreciative of what he saw in Fort Collins and about how we do things. Meeting adjourned at 10:04 a.m.
