RE: State of Colorado Water Conservation Board’s approval of Fort Collins Utilities’ Water Shortage
Action Plan (2020)
Bottom Line: Staff submitted the Council adopted Water Shortage Action Plan to The Colorado Water
Conservation Board (CWCB) for review and received approval in August 2020.
Background: The recently updated Water Shortage Action Plan (Plan) was adopted by Council in April 2020. In
July 2020, Water Conservation Staff submitted the Plan to the CWCB. Approval of the Plan by the CWCB is not
mandatory; however, municipalities with approved plans will have their plan made publicly available on the State’s
website and eligible for implementation grant funding provided by CWCB.
CWCB’s review includes mention of how the Plan meets the State’s Guidance Document (see attached approval
letter for more information):
“The Plan meets all of the eight required plan elements in accordance with the guidelines and meets
40 of 44 essential elements as outlined in the 2010 CWCB Municipal Drought Management Guidance
Document. In addition, the plan goes beyond the required and essential elements to meet 30 of the 46
“beneficial” elements, 25 of the 35 “public” elements, and 9 of the 23 “documentation” elements
(from Section 5.3 of the 2010 Guidance).”
Water Conservation Staff will utilize parts of the Plan in response to the Horsetooth Outlet Project, beginning in
October and will begin evaluating CWCB grant opportunities to determine what implementation funding could be
obtained to better prepare for and be more resilient to future water shortages.

On July 16, 2020, the Colorado Water Conservation Board (CWCB) received a Water Shortage Action
Plan from the City of Fort Collins for review and approval. The staff, within the Office of Water
Conserva tion and Drought Planning, has determined the Plan to be in accordance with §37-60-126.5,
C.R.S. as well as the CWCB’s Guidelines for the Office to Review and Evaluate Drought Mitigation
Plans Submitted by Municipal Water Providers and Other State or Local Governmental Entities. The
Plan meets all of the eight required plan elements in accordance with the guidelines and meets 40 of 44
essential elements as outlined in the 2010 CWCB Municipal Drought Management Guidance Document.
In addition, the plan goes beyond the required and essential elements to meet 30 of t he 46 “beneficial”
elements, 25 of the 35 “public” elements, and 9 of the 23 “documentation” elements (from Section 5.3 of
the 2010 Guidance). The Plan is hereby approved and the City of Fort Collins may proceed with its
implementation.
The Plan will be kept on file at the CWCB and shall be accessible to the public through our website. The
Office may contact you to discuss how your drought management planning and implement ation efforts
are progressing. As Fort Collins Utilities begins implementing the drought management measures
outlined in the Water Shortage Action Plan, keep in mind the CWCB has grant monies available to assist
entities, with approved plans, in their efforts to implement those measures.
