HomeMy WebLinkAboutMinutes - Mail Packet - 10/6/2020 - Memorandum From Delynn Coldiron Re: September 28, 2020 Leadership Planning Team Meeting Minutes City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 28, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, September 28, and the following summarizes the discussions that began at 7:39 a.m. October 6 Regular Meeting: The proposed October 6 agenda items were reviewed. • There was brief discussion about meeting logistics. All Councilmembers are anticipated to be present in person in Council Chambers. Public participation will be available in four ways: in-person, by phone, online through Zoom, and by email. Staff will continue to provide reports, present, and answer questions remotely. Spanish translation will be available on Zoom through the public hearing on the budget. • Suspending the Land Use Code for Child Care Centers in Response to COVID – There was a question about whether this was being done for a specific daycare. Although the Young People’s Learning Center from Vineyard Church prompted the discussion of this issue, this action is applicable to all daycares. On a separate note it was reported that Land Use and other Code updates have continued as part of normal work activities. A full update will be provided to Council in Thursday’s packet. • Emergency Ordinance extending rules and regulations pertaining to outdoor dining and retail – New permits will be required for any establishments that will be adding tents or other outside structures and heaters. • Agriculture lease on Flores del Sol Natural Area – An update was provided that the Land Conservation Stewardship Board unanimously recommended approval of this item. • An item deferring the Stormwater Plant Investment Fee for the Poudre R-1 School District’s new school on East Prospect Road will be added to the consent calendar. • Staff Report: Cumulative Lane Miles of Roadway Pavement Improvement – Staff should be prepared to inform Council about the budget offers that exist in the proposed 2021 budget related to this. Information regarding current pavement grades should also be included. Leadership Planning Team Meeting September 28, 2020 Page 2 of 4 • 613 S. Meldrum Street Appeal – Property owner Jeff Palomo is appealing the administrative hearing officer decision that denied his request for Modifications of Standards to allow him to construct a carriage house on the property. A site visit has been scheduled for Monday, October 5, 2020, at 3:30 p.m. for any Councilmembers who are interested. It is anticipated that this appeal will follow normal sequencing for similar hearings. Little participation by parties other than the applicant/appellant is expected. • Public Hearing on the proposed 2021 Budget – More participation from representatives of the Black, Indigenous and People of Color (BIPOC) Alliance is expected at this hearing. Spanish translation will be available through Zoom. 6-Month Calendar: • October 19 o A joint meeting between the Fort Collins and Loveland City Councils has been scheduled related to the airport. Topics of discussion are expected to include:  Airport master plan  Airport tower  Airport terminal (including LEED certification); and  Associated land use • November 4 o An Affordable Housing Fee Support item will be added to the consent agenda. This item will replace the current fee waiver process that is based on actual fee amounts with set amounts for qualifying units. The set amount is based on historically waived fees. The new process is expected to provide predictability but will remain limited to 30% AMI units, and waiver approvals will be discretionary based on Council’s approval ensuring that the request will not jeopardize the finances of the City. • November 24 o An item related to Metro Districts has been added to the work session. This item will review proposed changes and updates to Council’s policy for reviewing Metro District Service Plans. • January 26 o Regulatory Options for Siting New Oil and Gas Development was added to the calendar (moved from November 24). This item was delayed to allow more time for related regulatory actions to be completed. City Clerk Coldiron: • Noted a super-issue board meeting is scheduled for tonight. Topics on the agenda include gathering feedback from board members on the proposed 2021 budget and to provide a short update on the Reimagine Boards and Commissions Project. Leadership Planning Team Meeting September 28, 2020 Page 3 of 4 Deputy City Manager DiMartino: • Confirmed that maintenance of parks is an appropriate use of Conservation Trust Fund dollars in addition to capital construction and purchase of open space. She also noted that these funds have been used for maintenance on numerous occasions, including approximately $700K to $730K per year from 2010-2014. For 2021, the Recommended Budget allocates $900K to parks maintenance and $500K to trail construction. More information related to alternatives will be provided in materials for the October 13 Work Session. • Noted Transfort Routes 6 and 7 are being reinstated on October 5. Stops will occur every hour for limited timeframes. • Noted that the houses along College Avenue that are currently under historic preservation review are likely to be appealed to City Council. In response to a question about whether these properties can be moved, Deputy City Manager DiMartino noted the City Code allows this in limited situations where the codified Secretary of the Interior’s Standards for Treatment of Historic Properties (the Standards) have been met, and the applicant can find an available parcel that also meets the City’s Land Use Code requirements. Relocation to a new location on the original property is much more likely to meet the Standards than relocation off-site. City Manager Atteberry: • Noted staff is working on pulling together a history of the Citizen Review Board that will be provided to Council. There was also discussion about laws enacted in the 2019 and 2020 legislative sessions that have a direct bearing on release of police records and body camera videos. Implementation of necessary changes is underway. • Acknowledged Jim Dolak’s passing. He was the Director of Housing and Dining Services at Colorado State University (CSU) and was a great partner with the City. He was full of joy and always had a great collaborative attitude when he worked with us. • Noted water restrictions are scheduled to start on October 1 and that nearby water districts are onboard with doing the same. He added that staff is working with car dealerships to find ways to address concerns related to the restrictions. • Noted the initial round of CARES Act assistance to small businesses and for social services has been going well. An update is expected in Thursday’s packet. • Noted the quarantine of Braiden and Summit Halls at CSU due to COVID. City Manager Atteberry is planning a community town hall along with CSU President Joyce McConnell and Larimer County Health Director Tom Gonzales on Thursday evening to update the community on how our entities are working together to monitor and prevent the spread of COVID. • Noted that staff will follow up with the Sierra Club regarding their request around the Go EV City designation. Leadership Planning Team Meeting September 28, 2020 Page 4 of 4 Mayor Pro Tem Stephens: • Asked about how the pop-up events went over the weekend. Staff is asked to follow up. • Noted an upcoming meeting on Thursday morning with the Northern Front Range Metropolitan Planning Organization (NFRMPO) to discuss boundaries, followed by a regular NFRMPO meeting in the afternoon. She will report back on the conversations held. Mayor Troxell: • Noted the Colorado Municipal League (CML) will be holding a Region 2 meeting tomorrow night from 5- 7. Registration is required for those who want to participate. • Attended a Platte River Power Authority Board meeting and work session last Thursday. The work session helped Board members come to some level of consensus on future things related to the Integrated Resource Plan and resulted in a resolution that includes reflective and thoughtful approaches to technologies and other things over the next 10 years. • Participated in a call through the CML with Senator Bennett who provided everyone with an update. • Will be participating on a call this week with Congressman Neguse. He added that Congressman Neguse will be part of a grid-wise modernization virtual Capitol Hill meeting where several utilities will be participating. The Mayor noted the additional interactions he has had with our state and federal representatives due to COVID; this has been a good thing. Meeting adjourned at 9:49 a.m.
