Mason St. PO Box 580 Fort Collins, CO 80522 970.416.2209 fcgov.com DATE: July 16, 2020 TO: Mayor and Councilmembers THROUGH: Darin Atteberry, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, Interim Information & Employee Services Director FROM: Amanda King, Director of Communication and Public Involvement RE: 2021 Budget Engagement Update Background: Due to the economic uncertainty related to COVID-19, the City will be creating a one-year 2021 recommended budget for City Council consideration in September 2020. Typically, the City does robust outreach prior to publishing the City Manager’s recommended budget. Given the constrained timeline and the shift to a one-year budget, this year’s engagement will have more promotion and feedback following the release of the City Manager’s recommended budget. Staff has created a draft engagement plan to both inform the community of the budget process and to involve the community on prioritization and trade-offs related to budgeting. The bulk of these efforts will occur from mid-July to mid-September. Current and Future Engagement: • July-August: o Kick-off Online Forum: July 16 from 6-7 p.m. ▪ Provide overview of 2021 financial landscape and the process for the 2021 budget, solicit high-level feedback from attendees and answer questions ▪ Live Spanish-language interpretation will be offered ▪ Forum will also be streamed live on the City’s YouTube channel ▪ Additional promotion in partnership with local cultural brokers o OurCity page launched on July 10 ▪ Page features an overview of the 2021 process and timeline, current events, high-level polling and in-depth survey to rank objectives that should be prioritized in the 2021 budget as well as a Q&A tab for the community to submit their questions o Spanish-Language Forum with Poudre Library District: late July or early August ▪ Provide overview of 2021 financial landscape and the process for the 2021 budget, solicit high-level feedback from attendees and answer questions ▪ Live English-language interpretation will be offered o Exploring additional forum in conjunction with the Ad Hoc Community Impact committee ▪ Will discuss and confirm at July 29 committee meeting • August-September: o OurCity engagement continues DocuSign Envelope ID: 93BA25A7-F7FF-4AA6-91D7-D434FE837A89 ▪ Weekly features of each Key Outcome Area will be used to promote ongoing engagement and feedback focused on which objectives should be prioritized in the 2021 Budget. o City Manger’s Recommended Budget Forum (Online or Hybrid): TBD (after Labor Day) ▪ Share an overview of what is reflected in the City Manager’s Recommended Budget and why/how those decisions were made, provide timeline and next steps, solicit high-level feedback through polling and answer community questions • September-November: o Continued OurCity and Council feedback collection – September 1 ▪ Shift engagement tools to solicit feedback on the City Manager’s Recommended Budget o Council Work Sessions and Public Hearings: ▪ Sept. 8th - Council Work Session #1 ▪ Sept.15th - Public Hearing #1 ▪ Sept. 22nd - Council Work Session #2 ▪ Oct. 6th - Public Hearing #2 ▪ Oct. 13th - Council Work Session #3 ▪ Nov. 3rd - Council First Reading ▪ Nov. 17th - Council Second Reading DocuSign Envelope ID: 93BA25A7-F7FF-4AA6-91D7-D434FE837A89
