HomeMy WebLinkAboutMinutes - Mail Packet - 7/14/2020 - Leadership Planning Team Meeting Minutes - July 6, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 6, 2020 TO: Mayor and Councilmembers FROM: Rita Knoll, Chief Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video‐conference call), Mayor Pro Tem Kristin Stephens (by video‐conference call), Deputy City Manager Kelly DiMartino (by video‐conference call), City Attorney Carrie Daggett (by video‐ conference call) and Chief Deputy City Clerk Rita Knoll (by video‐conference call) met on Monday, July 6, and the following summarizes the discussions that began at 7:38 a.m. July 7 Regular Meeting: The July 7 regular meeting has been cancelled. July 14 Special Meeting and Work Session: The July 14 work session items relating to Reimagining Community Engagement and Reimagine Boards and Commissions will be moved to a later date to allow adequate time for a Council executive session on the following topics:  Legal advice pertaining to the Northern Integrated Supply Project.  Legal advice on the County composting facility.  Legal advice on environmental issues at the County landfill.  Legal advice relating to manufactured housing zoning matters.  Legal advice relating to impacts of SB20‐217 (law enforcement integrity). 6‐Month Calendar:  July 7 o Meeting is canceled due to the July 4 holiday.  July 14 o Special meeting for the purpose of discussing five executive session topics. o Reimagining Community Engagement and Reimagining Boards and Commissions were tentatively moved to August 11.  July 21 o Council consideration of a motion to allow certain quasi‐judicial items to move forward has been added. Leadership Planning Team Meeting July 6, 2020 Page 2 of 3  August 4 o Preapplication Hearing on development of Hughes Stadium property was added to the calendar. o Potential Charter amendments relating to elections was removed from the calendar.  August 11 o Wastewater Utility Overview was tentatively moved to August 25. o Reimagining Community Engagement and Reimagine Boards and Commissions were tentatively moved to this date.  August 25 o Wastewater Utility Overview was tentatively moved to this date. o Parks and Recreation Master Plan will be rescheduled. Deputy City Manager DiMartino:  Mentioned that parking enforcement in the Old Town area would restart on August 3, with an educational campaign about the change starting next week. Increases to free parking time in the garages and incentives for parking garage passes are being implemented at the same time.  Announced that Laura Valdez, the non‐profit partner co‐executive director at the Museum of Discovery has been appointed to the Colorado Tourism Board.  Noted that the Ad Hoc Community Impact Committee met last week. Councilmember Gorgol was selected as the Chair. The Committee discussed its scope of work and the need to determine how to engage community members, and Police Services, in the conversation. City Attorney Daggett:  Noted an Ethics Review Board meeting has been scheduled on July 31 at 5:00 p.m. for the purpose of considering complaints filed by Mike Pruznick.  Noted the court ruled in the City’s favor in the Stacy Lynne open records case. The ruling will be forwarded under separate cover to the Council.  Indicated the City Attorney’s Office is working with Police Services on compliance with SB20‐217. Mayor Pro Tem Stephens:  Mentioned the continuing community input on the face covering requirements. Mayor Troxell:  Mentioned the Fourth of July events and complimented staff on the innovative ideas that were implemented. Community response seemed to be very positive. Leadership Planning Team Meeting July 6, 2020 Page 3 of 3  Noted the number of fireworks being set up in his neighborhood and asked about complaints citywide. Staff will prepare a post event report as has been done in past years.  Noted backyard firepit complaints seem to be increasing and suggested more community education about the 10 p.m. deadline is needed.  Asked if there has been any evidence of West Nile Virus yet. There has not. Trapping has begun, and no positive mosquitoes have been identified.  Noted that Chief Judge Jill Hueser took her oath of office this morning.  Suggested that the Lincoln Center be considered as a venue for large meeting rooms that could accommodate social distancing. It was noted that CARES funding is being considered for equipping large facility meeting rooms with video technology to accommodate these changed business practices resulting from COVID‐19 response.  Noted the Airport Commission will be meeting next week to discuss CARES funding allocation. The Commission is also planning an upcoming joint meeting with the Loveland and Fort Collins Councils. Meeting adjourned at 9:19 a.m.
