Prior to COVID-19, construction was tentatively scheduled to start in spring 2020, with a park opening in fall 2020. A tentative revised schedule for the park provides for a fall 2020 construction start and opening in summer/fall 2021. Project Details  Trail Head Park is a new neighborhood park identified in the 2008 Parks & Recreation Policy Plan.  Funding for park design & construction is provided with neighborhood park impact fees, which have been identified and are appropriated for the 5.6 acre park.  Total park cost is estimated at approximately $3.3M  Most of the park site has been owned and maintained by the City for many years. Minor improvements including turf grass and irrigation were installed to create a usable park space for the neighborhood until the park could be developed in full.  Annual maintenance is approximately $50,000.  Because maintenance of the park site has been ongoing for many years, adequate maintenance funds to care for the park are in place as part of the ongoing Parks budget. Supplemental maintenance funds were appropriated for the park in the 2019-2020 budget in anticipation of the park being completed in full.  Community outreach for the park has been underway since December 2018, with 3 well attended neighborhood meetings completed to date. Ongoing communication with neighbors includes web site updates, social media notifications, and email communications. The neighborhood is anxiously awaiting completion of the park.  Design documents and agreements are currently being finalized, including resolution of a unique raw water delivery system for the park.  A general contractor for the project has been identified and procured. Next Steps  Staff plans to shift construction to a fall 2020 start in order to secure more competitive subcontractor bids, complete necessary agreements with the HOA and ditch company for the raw water delivery system, and provide more time for fabrication of park elements due to COVID-19.
