RE: Update to the Status of Public Electric Vehicle (EV) Charging Stations Network
Bottom Line
This memo provides an update to the information presented to City Council on December 4,
2019 in the memo “Status of Public Electric Vehicle (EV) Charging Stations Network”.
Specifically, the State of Colorado has awarded the City of Fort Collins Utilities-Light & Power
(L&P) up to $63,000 to support the replacement of the existing utility owned public EV charging
stations.
Background
As previously discussed in the December 4 memo to City Council, L&P has experienced a high
level of operations and maintenance challenges associated with the existing charging station
infrastructure. As such, staff suggested the Charge Ahead Colorado state grant as a potential
resource to address the necessary investments and replace the existing stations where product
support has been discontinued by the manufacturer.
Staff is pleased to announce that City of Fort Collins L&P was awarded grant funding. Specifics
of the grant funding, subsidiary resources, and what benefits are provided to L&P, the City, and
its’ citizens are provided below.
The Charge Ahead Colorado grant funding will cover 80%, or up to $63,000 of the cost
of replacing 7 utility owned, public EV charging stations in Fort Collins.
As part of this project, the existing stations at Platte River Power Authority’s (Platte
River) headquarters campus is included and will be supported financially by Platte River
as operational EV charging stations are part of their LEED certification requirements.

L&P will pay 100% of the cost of the 8 stations upfront utilizing the System
Improvements & Replacement capital parent account. L&P should be reimbursed through
the grant and by Platte River once the station installations are complete.
Total estimated cost to replace the existing EV charging stations is approximately
$80,000; a breakdown of funding resources is shown in the table below. The $80,000
investment includes all manufacturer/vendor operations, maintenance & networking plan
fees and support for five years ensuring that these stations are operational for our citizens
for years to come.
According to the grant requirements, all stations must be procured, installed and
operational by June 30, 2020. Staff is exploring the possibility of using the state’s
competitive bid process and negotiated prices to speed up the procurement process.
Another alternative that staff is exploring is the availability of an extension of the June 30
deadline.
