HomeMy WebLinkAboutMinutes - Read Before Packet - 4/28/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - April 27, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 27, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video- conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, April 27, and the following summarizes the discussions that began at 7:02 a.m. April 28 Adjourned Meeting and Work Session: The April 28 agenda items were reviewed. • Chief Judge Recruitment – Council will consider a Resolution to name the finalist that Council agrees upon. If the Resolution is adopted, Council will then by motion designate two Councilmembers to move forward with discussions with the selected finalist regarding an employment contract. Council will receive additional information, including a summary of the feedback from those who have participated in the process, this evening. A Teams meeting invite will be sent to all who will be participating in the executive session later today. • COVID-19 Staff Report – This item will be a shared presentation between Social Sustainability, Finance and Planning, Development & Transportation staff. The intent is to show, from a social and economic health standpoint, how we are assisting the community and how we are utilizing the federal funding that has been received. There was a question about whether the City is involved with NoCo Volunteers. Staff is asked to follow up. On a related note there was concern expressed about Weld County taking a more liberal approach to opening things back up and the potential impacts this could have on Fort Collins with respect to those coming/going from our community and health care service needs. There was also concern expressed about how this might impact State-distributed federal funding for northern Colorado. • Manufactured Housing Zoning and Residents’ Rights Update – There was discussion about the work that is occurring to ensure students within mobile home parks have Wi-Fi access. Connexion staff has been working closely with the Poudre School District (PSD) to provide access points and additional bandwidth. Work is complete in the Poudre Valley and Hickory Mobile Home Parks. Harmony and Timber Ridge Mobile Home Parks should be connected within the next few days. Kudos to Connexion staff for the work they are doing in this space. This demonstrates the importance of having community-wide broadband; it is essential infrastructure and addresses equity issues that exist. Leadership Planning Team Meeting April 27, 2020 Page 2 of 3 May 5 Regular and Electric Utility Enterprise Board Meetings: The May 5 agenda items were reviewed. • Landmark Designations (425 Mathews Street and 201 E. Elizabeth Street) – Landmark designations are included on the list of quasi-judicial items that are allowed to move forward according to Ordinance 061, 2020 approved by Council at the April 21 meeting and is the reason these items are included on this agenda. There was discussion about the Governor’s order which allows for group sizes of 10 or less and whether Council should start holding in-person meetings. This can happen; however, it would require that certain staff continue to participate remotely to ensure the 10-person limit was not exceeded. It was also noted that the Governor’s order directs that people who are 65 years of age or older, together with those with underlying health conditions, to continue to stay at home. Should a decision be made to hold in-person meetings, remote participation for individual Councilmembers may continue to be necessary and remote participation for the public should continue to be allowed and encouraged. It is anticipated that May 5 will be conducted using remote technology with further consideration of holding an in-person meeting on May 19. It was requested that a subscription be started that would provide the online link to join the meeting through email for those interested. • Intergovernmental Agreement with Colorado State University for a Community Liaison – There was a question about whether this was an extension of an existing contract; yes. • Resolution Amending Citizen Public Participation Plan – HUD – There was a question about whether this was related to the COVID-19 emergency; yes. The summary will be changed to reflect this. • Resolution Appointing Member to the Boxelder Basin Regional Stormwater Authority Board – This item appoints Theresa Connor as the City representative. She is replacing Martina Wilkinson. Former Councilmember Gerry Horak is expected to be the board member selected jointly by Fort Collins and Larimer County. • COVID-19 Staff Report – Providing updates from the perspectives of large business, small business, higher education and K-12 education was discussed. There was interest in moving forward with this. Staff will proceed in this way, starting with updates from large and small businesses. • Executive session related to landfill issues – This item will be moved to May 12, 2020. The executive session to discuss water service issues and potential water supply agreements for Montava will continue to be planned for May 5. • There are four zoning items related to annexations that need Council consideration. These items have been on the agenda for several meetings and have been continued multiple times. They are subject to a statutory time limit and need to be heard within 90 days of the date the annexations were approved in February. So, consideration of these items needs to occur in May. These items were moved to the May 19, 2020 agenda during a previous meeting but are not authorized for consideration under the Ordinance Council adopted last week outlining temporary procedures for remote participation. One discussion item will be added to the May 5 agenda to address this issue for the Soldier Canyon Pump Leadership Planning Team Meeting April 27, 2020 Page 3 of 3 Station zoning and Timberline-International zonings (1-3), so that Council can decide in advance whether these items can move forward at the May 19, 2020 meeting, in case there continues to be partially or fully remote participation for that meeting. At this point, the meeting adjourned so staff could join the emergency operations meeting. The meeting will resume on April 28, 2020 at noon. Meeting adjourned at 8:30 a.m.
