City Government should apply all its available mechanisms – development requirements, zoning, and regulations -- to achieve these protections. • Natural Areas along the Fort Collins foothills have been acquired in a multi-decade, multi- million-dollar effort. These Natural Areas and views of the protected foothills deserve the highest possible level of protection when there is adjacent development. • LCSB endorses several protection strategies identified in the Staff Report from Planning and Zoning: o Provide a clear transition from the Natural Areas along the foothills; place higher residential densities along Overland Trail. o Provide a density and intensity gradient and land use transition between the developed character along Overland Trail to the natural character of the Maxwell Natural Area abutting to the west. o Placing the lowest housing density and opportunities to retain more open land on the west portion of the site. • The 2014 Natural Areas Master Plan established viewshed protection as a program goal. Development plans for the Hughes property need to be carefully mindful of impacts on foothills views from County Road 42C and Overland Trail, in order to be complementary with Natural Area goals and for full enjoyment of our protected lands.
