Bottom Line: On March 20, Governor Polis issued Executive Order D 2020-011 Ordering the Temporary Suspension of Certain Regulatory Statutes Due to the Presence of COVID-19. Many liquor licensees were relieved that, if they chose, they could continue some form of operations. Although initially there was some confusion around whether all forms of alcohol could be provided (versus just beer and wine), the State’s Liquor Enforcement Division issued a notice providing needed clarification. Deputy City Clerk Aimee Jensen and Liquor Enforcement Officer Carrie Ripsam have talked to approximately 100 liquor licensees (out of approximately 332) that qualify to continue to operate under the Executive Order. Most licensees have thanked staff for calling to check on them and we are finding that most are abiding by the instructions laid out in the State’s Liquor Enforcement Division notice. Some of the comments that have been shared with us include:  It’s not worth being open at all.  I will not recover from this.  Offering this limited service helps keep key staff as long as possible.  The limited service is not nearly enough to stay afloat. We plan to continue our outreach and to direct these business owners to the resources available to them through our Economic Health department.
