HomeMy WebLinkAboutMinutes - Read Before Packet - 3/17/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - March 16, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 16, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, March 16, and the following summarizes the discussions that began at 7:36 a.m. March 17 Regular Meeting: The Leadership Planning Team discussed whether to postpone the March 17 meeting due to COVID-19 concerns and related requirements. There was consensus to continue to hold the meeting; however, the City Manager is recommending, with the concurrence of Mayor Troxell and Mayor Pro Tem Stephens, to postpone the second reading for Hughes Stadium Rezoning to March 31. Due to notice requirements, Council will be required to consider this item on the 17th and take formal action to finalize the postponement. The Urban Renewal Authority meeting scheduled for March 31 will be canceled or rescheduled if the Hughes Stadium Rezoning item is postponed to that date. Meeting logistics for the March 17 meeting were discussed. Items of note include: • A WebEx tool will be used to allow for remote participation. A test of the system occurred at 10:00 a.m. and was successful. o A public announcement will be sent today informing the public of this tool and encouraging remote participation. The meeting agenda will also be updated to include this information. o The tool facilitating remote participation will be used for all portions of the meeting.  This will include giving individuals participating remotely a chance to pull items from the Consent Calendar, to comment during public participation and/or to comment during individual discussion and/or pulled items. • In-person participation will be managed to limit physical proximity and ensure compliance with public health agency recommendations. o Certain seats within Council Chambers will be blocked off to ensure appropriate social distancing. o Overflow will be provided in the CIC room, the lobby and other City facilities. Leadership Planning Team Meeting March 16, 2020 Page 2 of 4 • There are four quasi-judicial items included on the Consent Calendar that are all second reading ordinances zoning recently annexed properties. An additional pair of items annex and zone a different property on first reading. If any of these items are pulled by a Councilmember or member of the public, the pulled items will be postponed to April 7. This, similar to Hughes, is being done since these are quasi-judicial items. The March 17 agenda was reviewed. • Proclamations– Both proclamations will continue as planned. • Consent Items: o Philanthropic Revenue for the Poudre River 4 Feasibility Study and Veterans Plaza – CityGive should be acknowledged in the agenda summaries. • Staff Report: o A staff report has been added to provide COVID-19 updates. Tom Gonzales, Director of the Larimer County Health Department is expected to be in attendance, as well as City emergency operations staff. • The order of Discussion items was discussed. The order will be: o Hughes Rezoning – Council will consider postponing to March 31. o Resolution to extend the emergency declaration – new item. o Emergency Ordinance to allow remote participation by Councilmembers during the currently declared emergency – new item. o Resolution Adopting the 2020 Strategic Plan. o Ordinance Adopting a Water Shortage Action Plan. o Resolution Accepting and Adopting Ethics Opinion 2020-01 related to Councilmember Summers. • Other Business: A. Consideration of a motion to adjourn the meeting until after the Electric Utility Enterprise Board meeting. B. Consideration of a motion to adjourn into executive session relating to broadband issues. C. Consideration of a motion to adjourn into executive session relating to environmental issues at the landfill. D. Possible consideration of the initiation of new ordinances and/or resolutions. Leadership Planning Team Meeting March 16, 2020 Page 3 of 4 • Adjournment: o Consideration of a Motion to adjourn this meeting to March 31, 2020. 6-Month Planning Calendar: • March 31 o Proposed date for the Hughes Stadium Rezoning hearing. o Urban Renewal Authority meeting will be canceled or rescheduled if the Hughes Stadium Rezoning item is postponed. • April 21 o Benefits Agreement for Northfield Metro District was added to the calendar. • April 28 o Possible executive session to discuss finalists for the Chief Judge position was added to the calendar. o Chief Judge Selection Process was added to the calendar. • May 5 o Chief Judge Selection Process was added to the calendar. • June 2 o Utilities Income Qualified Assistance Program and Medical Assistance Program were added to the calendar. o Staff report on East Mulberry Corridor considerations was added to the calendar. City Clerk Coldiron: • Asked for clarification on whether board and commission meetings should be canceled. In an effort to take a proactive protective measure to minimize the impact of COVID-19 it was determined that, effective today, all board meetings (except quasi-judicial and those non-quasi-judicial boards that have essential business to complete) should be canceled through the end of April. Additional information will be forthcoming about remote participation opportunities and other strategies to conduct the meetings that will continue in a way that supports the health and safety of members and the public. Interviews for new board and commission members that were scheduled for this week were also canceled. It is expected that these will be rescheduled for some time in May. City Attorney Daggett: • Noted she and the Judge are discussing closure of Municipal Court in-person proceedings. Efforts will continue to identify and put in place practices to allow progress in some cases through telephone pretrial conferences and modified plea agreement practices. Because it is very difficult to provide for Leadership Planning Team Meeting March 16, 2020 Page 4 of 4 the recommended degree of physical separation in the Municipal Court area and related staff areas, the Court may need to close to the public. City Manager Atteberry: • Noted that new red light cameras are being installed on Shields Street. A staff report will be done to provide an overview of the work being done, as well as to discuss the myths and benefits of red light cameras. • Noted that planning continues for a strat ops meeting on water storage with surrounding municipalities. More information will be provided as it becomes available. • Referenced the memo that will be provided to the County regarding the landfill and location for the new mental health facility. It was suggested that we add specific recommendations. Mayor Pro Tem Stephens: • Attended a recent Local Legislative Affairs Committee meeting where they discussed inclusionary zoning and minimum wage items. Members are also interested in getting more information about Connexion. It was noted that a quarterly report related to Connexion will be available shortly. Mayor Troxell: • Noted that he has been accepted to participate in a Coronavirus Local Response Initiative through Bloomberg Philanthropies. He noted that Harvard and John Hopkins Universities will also be participating. The group is expected to focus on items such as virtual technologies, ensuring accurate information dissemination, the mechanics of a quarantine and resourcing in response to this crisis. More information will be provided after the first meeting to see if City staff should also participate. Meeting adjourned at 10:00 a.m.
