RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell (by phone), Mayor Pro Tem Kristin Stephens (by phone), City Manager Darin Atteberry (by
phone), Deputy City Manager Jeff Mihelich (by phone), City Attorney Carrie Daggett (by phone) and City Clerk
Delynn Coldiron (by phone) met on Sunday, March 8, and the following summarizes the discussions that began
at 3:03 p.m.
March 17 Regular Meeting:
The March 17 agenda was reviewed.
• Proclamation for Census Day – Noted a YouTube video done by Roy Otto, City Manager for the City of
Greeley, regarding the 2020 Census. Staff is asked to provide information on our outreach strategies
related to the 2020 census.
• Philanthropic Revenue for the Poudre River 4 Feasibility Study – This funding was provided by New
Belgium and will resource a study to identify whether 1-2 additional features can be added to the
Whitewater Park between the railroad trestle and Linden. It is anticipated that this would extend the
float area for people using the river for rafting and would provide additional areas where people could
exit the river.
• Philanthropic Revenue for the Veterans Plaza – This funding will be used for sidewalk improvements at
the Plaza.
• Sale of Real Property at 700 Wood Street – A small piece of property will be sold to a neighbor who
placed a shed on property they believed was theirs. The neighbor is paying full market value to the City
for the property.
• Conveyance of a Permanent Sanitary Sewer Line Easement– This is a new sewer line that will cross the
Soaring Vista Natural Area. The line will run perpendicular to water lines that already cross the property
and should not be disruptive to the natural area.
• Hughes Rezoning – There was discussion about the rescheduling requests that have been received due
to spring break and the possibility of another last-minute ethics complaint being filed. Information will
be scripted to handle both of these scenarios.
There was also discussion about next steps in the ethics complaint against Councilmember Summers.

• 2020 Strategic Plan – A bullet has been added under advancing equity for all that details racial
inequalities and cultural discrimination. LPT was supportive of the change.
• Water Action Storage Plan – This item is moving forward for Council consideration due to the project
that will occur at Horsetooth Reservoir in October that will reduce the City’s access to only one source of
water for a while. The item also addresses concerns related to heat and drought. There was a question
about current snowpack; it is at 130% in most cases.
• Executive Session – An additional executive session will be added to the agenda to discuss legal issues
related to environmental concerns at the landfill.
On a related note, there was discussion about the wasteshed letter that will be going to the County. It is
anticipated that this will be included in Thursday’s packet.
6-Month Planning Calendar:
• April 7
o Second reading for Harmony Gateway Plan was added to the calendar.
Deputy City Manager Mihelich:
• Noted the first construction open house with residents for the Linden Street Renovation Project will
occur on Wednesday, March 11, 2020, from 4:00 – 6:00 p.m., at the Northside Aztlan Center.
• Noted that Montava has submitted their first phase plan which includes 200 dwelling units. Although a
neighborhood meeting is not required, one is being scheduled.
City Manager Atteberry:
• Noted that Deputy City Manager DiMartino met with individuals about art pieces they want to donate to
Sugar Beet Park. The Art in Public Places (APP) program has a process outlined in Code for handling
donations. This requires approval from the APP Board, as well as Council. Staff continues to work
through related items and will forward information to Council once things are further defined.
Mayor Troxell:
• Noted that CSU has implemented a ban on international and non-essential travel due to the
Coronavirus.
• Attended a federal advocacy meeting related to transportation. He noted that Wilmington, Delaware is
working on a rail realignment project that is interesting. He also mentioned that there are FRA grant
funds available for similar projects.
• Attended a presentation on equitable transportation-oriented development; interesting and might be
worth considering as part of our affordability efforts.
