Introduction
At the March 2, 2020 Leadership Planning Team Meeting, Mayor Troxell requested
further information about the Historic Preservation survey project. This memo provides
additional information on the goals of the survey project, phases of survey, and on the
resulting products and their use.
Goals: The goal of all historic survey is to understand the number and kinds of historic
properties in the community in order to facilitate future growth while maintaining
important community character. Depending upon the age, integrity, and development
history of an area, buildings and structures within it are surveyed either selectively or
comprehensively, and at various levels of intensity, ranging from reconnaissance to
intensive survey. This survey project is achieving this goal while also:
Providing the data to help the community develop a prioritized inventory of
properties in Fort Collins that should be preserved due to their architecture, a
prominent person who lived there, or a major event that occurred there.
Proactively identifying significant historic buildings, and providing solid, reliable
data to owners, residents and developers.
Ongoing survey is important, as historical significance evolves over time with
architectural styles, events and individuals increasing or decreasing in
importance in light of additional knowledge.
Survey is being conducted in accordance with standards and procedures,
meeting the Certified Local Government requirement for continued certification.

Phases of Survey: Survey is currently focused on areas with known development
pressures and neighborhoods experiencing change through additions and alterations.
Priorities have been identified through the Development Review process, by City staff,
and through input from the Landmark Preservation Commission. The survey is being
conducted in phases, as follows:
Phase 1 (completed), included South College Avenue, University Acres, and
East Mountain Avenue; this first project allowed us to test our survey and data
capture methods and find efficiencies for the future surveys.
Phase 2 (underway), contains the East Mulberry Corridor area; parts of North
College Avenue between Mulberry Street and Laporte Avenue; Meldrum and
Howes Streets between Laurel Street and Mulberry Avenue, and selected
properties impacted by the West Vine pipeline.
Next surveys: Properties along West Prospect Road; North and South Shields;
the north-west areas of Fort Collins associated with the West Vine Pipeline
Project; the Mantz Subdivision and Circle Drive; and properties associated with
prominent architects and builders, including Montezuma Fuller, William Robb,
and William Bartran.
Resulting products and their use: Historic Preservation staff captures building and site
attributes on each property surveyed. Each property is also mapped.
The data collected is being used by staff and developers to establish areas of
adjacency for development review and inform the character of the new
development.
The survey enables a better understanding of the volume and characteristics of
historical resources. Properties surveyed at the architectural and intensive level
are evaluated for their relative importance to each other and to the community,
reflected in their eligibility for designation on the local, state or national registries.
Documentation for properties surveyed at the architectural level contains basic
biographical and historical information; properties with notable connections to
prominent persons or events are flagged for intensive survey and additional
research, and are compared to other properties associated with that person to
establish if the subject property has enduring historical significance.
Mapping the properties that have been surveyed identifies areas with a
concentration of significant buildings, which can then be considered in planning
documents.
Mapping surveyed properties provides a quick and convenient method for
residents and developers to access information on a property or neighborhood.
The most important historic properties known at this time can be clearly
identified.
