HomeMy WebLinkAboutMinutes - Read Before Packet - 3/3/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - March 2, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 2, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, March 2, and the following summarizes the discussions that began at 7:43 a.m. March 3 Regular Meeting: The March 3 agenda was reviewed. • Public Comment: o Neighbors from the Library Park area are expected to address Council regarding ongoing behavioral issues being experienced. Chief Swoboda is expected to meet with area neighbors today and will be present to provide comment tomorrow night. o It is anticipated Council may get comments related to the Coronavirus outbreak. Staff will be present to provide an update on related efforts. Regular conversations are occurring with the State and Larimer County Health Departments. There are currently no reported cases in Colorado. • Staff Report: Update on Long Trains – It was noted that there is a new reporting tool that people can use to report crossing delays. It can be accessed at: www.fra.dot.gov/blockedcrossings. The tool allows users to report the exact location of the crossing delay, the date it occurred, the cause (moving or stopped train or gates down with no train present) and the length of the crossing delay. • Harmony Corridor Plan – There is a letter to Council from the key property owner raising concerns about the proposed Plan Amendments; the letter will be provided in Council’s Read-Before Packet. 6-Month Planning Calendar: • Due to the National League of Cities Conference scheduled for the week of March 9 and the related meetings that have been scheduled, the Leadership Planning Team meeting for the week will be held at 3:00 p.m. (Mountain Standard time) on Sunday, March 8. This is intended to be a one-hour call-in meeting to review the March 17 Council agenda. Leadership Planning Team Meeting March 2, 2020 Page 2 of 3 • March 17 o First reading for the Epic Program Capital Agreements was changed to March 17. Second reading is scheduled for April 7. • March 24 o Water Supply Vulnerability Study was added to the calendar. • March 31 o Urban Renewal Authority meeting was changed to 5:00 – 7:00 p.m. • April 27 o Staff Report: Youth Advisory Board Trip to National League of Cities Conference was added to the calendar. • June 2 o Modifications to the Income Qualified Assistance Program will be added to the calendar. • July 14 o High Performing Board item will be added to the calendar. City Clerk Coldiron: • Noted that staff is working on items related to elections, including: o Analysis of the LLC contributions that were made during the past election and the percentage of overall contributions this represents (per direction from the last Election Code Committee meeting); and o Best practice research on ways to increase voter participation. City Attorney Daggett: • Noted the upcoming Ethics Review Board hearing scheduled for this Friday. There was a question about Mr. Heath’s exhibits. These will be available in hard copy at the hearing for anyone interested in reviewing them. They were not included in their entirety as part of the meeting packet due to their volume. Deputy City Manager DiMartino: • Provided an update on a protest that occurred over the weekend related to the new owner of New Belgium Brewery, Kirin. A small number of people walked from the Library to New Belgium. The protest was peaceful and without incident. Leadership Planning Team Meeting March 2, 2020 Page 3 of 3 • Noted that meetings have been confirmed with Senator Bennett, Senator Gardner, Representative Neguse, the Colorado Municipal League and the Human Rights Campaign as part of the upcoming National League of Cities (NLC) conference. Staff has learned that the Housing Catalyst group will not be in attendance. After consideration, no meetings have been scheduled with the Federal Communications Commission or Department of Housing and Urban Development; instead, related issues will be shared with our delegation. • Noted that Mayor Pro Tem Stephens did a good job representing the City at the recent Northern Regional County Elected Officials meeting and mentioned the email from County Manager Linda Hoffman in response to concerns Mayor Pro Tem Stephens voiced regarding the location of the proposed mental health facility. • Noted progress is being made on the first quarterly report that will be provided related to Connexion. • Noted that progress is being made on the Council conference room refresh. The work will include replacement of window treatments, artwork, removal of some of the existing cabinets, and improved audio-visual equipment. A timeline will be provided as one becomes available. Mayor Pro Tem Stephens: • Noted that Wellington has withdrawn their request to be part of the North Front Range Metropolitan Planning Organization for now. It is assumed they will be added automatically once the 2020 Census data has been released. Mayor Troxell: • Attended several meetings in Washington D.C. related to transportation. He met with staff from Senators Fischer (NE), Klobuchar (MN) and Lee (UT), as well as the minority and majority transportation staff members of the House. Minority members were interested in our remote tower efforts. Majority members were interested in drones and autonomous vehicle efforts. There was a question about whether he attended any meetings related to the Federal Communications Commission (FCC); he did not. The City Attorney noted that the FCC has proposed action that would further erode municipal authority related to cell towers. It was noted that Council does not currently have any membership on the NLC group related to this and that it may want to do so in the future. • Appreciated the boards and commission information included in Thursday’s packet. • Noted concern about the Landmark Preservation Commission and the related survey project. He hopes that this work will result in a prioritized list of properties in Fort Collins that should be preserved due to their architecture, a prominent person who lived there, or a major event that occurred there. He was unclear about proposed phases and the resulting product. Staff is asked to follow up. Meeting adjourned at 9:32 a.m.
