Gertig, Utilities Executive Director FROM: Lance Smith, Utility Strategic Finance Director Lisa Rosintoski, Utilities Deputy Director, Customer Connections John Phelan, Energy Services Manager Randy Reuscher, Utility Rate Analyst RE: February 11, 2020 Work Session Summary – Residential Electric Time-of-Day (TOD) 12-Month Review Staff presented the analysis, recommendations and outreach/feedback from the first 12 month of the TOD residential electric rate structure. The results showed annual reductions in the average utility bill, which is attributable to a reduction in annual energy consumption, and a shifting of demand for energy from on-peak to off-peak hours. Council discussion focused on the impacts to residential customers who are paying more on TOD than they would have paid under the previous rate structure. Positive environmental impacts and more efficient use of existing generation capacity also were discussed. Questions from City Council included:  How can we help those customers who are paying more under the TOD rate structure?  Could we consider an opt-out of TOD into another rate structure?  Can we eliminate the tier?  How can we enroll more customers in the Income Qualified Assistance Program (IQAP)?  Are we considering shifting from a distributed generation rebate to a distributed energy storage rebate?  What actions have been taken to ensure the new billing system will be delivered by the end of September? Staff will continue the analysis to better understand why some customers are paying more under the TOD rate than the previous rate structure by considering geographical considerations, energy consumption levels and energy use during peak hours.
