Gertig, Utilities Executive Director Carol Webb, Utilities Deputy Director–Water Resources & Treatment Operations FROM: Eileen Dornfest, Special Projects Manager RE: Summary of Halligan Water Supply Project Public Hearing on January 13, 2020 The U.S. Army Corps of Engineers (“the Corps”) hosted a public hearing for the Draft Environmental Impact Statement (“EIS”) for the Halligan Water Supply Project (“Project”) on January 13, 2020. The 3-hour event included 90 minutes of an open house style format of poster viewing and questions and answers, followed by 90 minutes of public oral comments to the Corps. The following is a high-level summary of the event:  Approximately 85 people attended the event. Attendees included landowners around Halligan Reservoir, elected officials such as staff members who work with Senator Cory Gardner and Representative Jeni Arndt, special interest groups such as Trout Unlimited/Rocky Mountain Flycasters and Save The Poudre, members of the local agricultural community, Larimer County staff, Water Board members, members of the City Chamber of Commerce and CSU, as well as other interested parties.  Twelve members of the public gave oral comments about the project. o The majority of commenters supported the expansion of Halligan Reservoir, including Mayor Troxell, Water Board members, members of the Fort Collins Chamber of Commerce and Senator Cory Gardner’s staff, and a local agricultural community member. These presenters cited the need for water storage and the benefits of enlarging Halligan Reservoir as compared to the other action alternatives considered by the Corps. o Save The Poudre spoke in opposition to the Project encouraging conservation in place of water storage. o Four speakers offered specific comments to the Corps about the analyses performed and/or concerns about impacts to local landowners and wildlife around Halligan Reservoir.
