HomeMy WebLinkAboutMinutes - Read Before Packet - 1/21/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - January 21, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 21, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Tuesday, January 21, and the following summarizes the discussions that began at 7:08 a.m. January 21 Adjourned Meeting: The January 21 agenda was reviewed. • Proclamation on School of Choice – It was reported that some concern had been expressed about this proclamation due to greenhouses gases produced by driving students to these schools and whether this opposed other City goals. Having a conversation with Poudre School District about whether they encourage carpooling to schools of choice was suggested. The City Attorney reviewed Council’s 2009 Resolution related to proclamations (attached). If Council would like to have a broader discussion about this topic, this should be relayed to the Mayor or Mayor Pro Tem. • Staff Reports – As a second staff report the City Manager plans to inform Council about a new Housing Manager position he would like to establish. He also plans to discuss creation of a Council ad hoc committee to address affordable housing issues. • Hughes Stadium – The Mayor plans to cover mindfulness information, similar to what was done for the Montava discussion, to help set the tone for the meeting. Related emails that are received will be provided to Council in its read-before packet. • College and Drake Urban Renewal Plan – Was noted as a good news item. There was brief discussion about the new membership of the Urban Renewal Authority (URA) board and how helpful this has been for community conversations about potential URA projects. Related emails that are received will be provided to Council in its read-before packet. • Executive Session – The Agenda was amended yesterday to include a possible executive session to discuss pending litigation. Leadership Planning Team Meeting January 21, 2020 Page 2 of 4 6-Month Planning Calendar: • February 11 o Includes four items so is expected to be a longer night. Items include: West Nile Virus Program, Community Composting, Plastics Pollution and Electric Residential Time of Use Review. It was noted that there is also a Plastics Pollution item listed on June 9. The February meeting will provide an overview of this item. The June meeting will occur after public engagement and will include options for Council to review. • March 3 o Update to Harmony Gateway Plan was added to the calendar (rescheduled from February 18). This item was moved since Planning & Zoning Board consideration had to be continued to the February 20 Planning & Zoning Board meeting. • May 12 o Metro Districts was added to the calendar. • June 9 o Community Composting was added to the calendar. o Plastics Pollution was added to the calendar • August 25 o Affordable Housing Strategic Plan Update was added to the calendar. Deputy City Manager DiMartino: • Noted that Gardens on Spring Creek has implemented winter rates (1/2 price admission) through March 1. An analysis is being done on the rates charged for the Garden of Lights. By April, staff will develop options for pricing for the Gardens on Spring Creek and Garden of Lights for Council to consider. There was discussion about having business sponsors for certain events such as the Garden of Lights to ensure all people can attend. The tension between balancing corporate presence with the need for sponsorship was noted. • Noted the Fort Collins Museum of Discovery is nearing completion of recruitment of a Non-Profit Executive Director. • Acknowledged an email received from a resident regarding leadership concerns at the Museo. Staff is working on finding a productive path forward. • Noted that in February staff will be doing an evaluation of the cyclo-cross pilot done in the Rossborough neighborhood. The information will be provided to Council once it is completed. Leadership Planning Team Meeting January 21, 2020 Page 3 of 4 Deputy City Manager Mihelich: • Noted that efforts are starting related to the Mulberry Annexation. Initial efforts will consist of a fiscal impact analysis and a land use analysis. This work is expected to take 1-2 years and will have corresponding budget offers included in the upcoming Budgeting for Outcomes process. It is expected it will take 25-30 years to see significant differences in the area. • Noted that the hearing on Halligan with the Army Corps of Engineers was held last week and went well. As part of that hearing, the City of Greeley asked for a week-long extension so they could do some additional water impact analysis. The County Commissioners will be discussing this item at their meeting today. They have some questions about whether climate action items have been factored in. Staff will be attending that meeting to provide more information and answer questions they may have. • Noted that a consultant has been hired to assist with a financial analysis on various affordable housing options; inclusionary zoning was mentioned. Information will be provided to Council once it is available. • Noted that the Homeless Services Committee met last Thursday with various service providers throughout the community to learn more about the services they provide and the people they serve. The next meeting is expected to address gaps in service, followed by a meeting to discuss criteria for site selection and the process that should be used. Council will receive minutes from these meetings. City Attorney Daggett: • Noted that Items continue to be received related to Montava. These items will be provided to Council as part of a packet in preparation for second reading of the ordinances. Follow up about water and service district issues will likely be sent on their own schedule. City Manager Atteberry: • Acknowledged that Eric Levine had passed away recently. He was a former member of the Air Quality Advisory Board and a member on the West Nile Technical Advisory Committee. • Provided information regarding the Refugee Resettlement Executive Order in light of a recent media inquiry. More information will be provided to Council soon on this issue. • Noted that Rabbi Gorelik has reached out regarding the possibility of starting an anti-Semitism initiative within the community. A meeting will be scheduled with the Mayor, Mayor Pro Tem and City Manager to discuss this further. Follow up information will be provided to Council. On a related note, the Human Relations Commission’s request to take a more proactive approach when hate crimes occur within the community was discussed. Related conversations about inclusivity are also occurring. The UniverCity Connections Steering Committee met with representatives from Colorado State University (CSU) regarding this issue. A list of stakeholders is being formed in order to convene a community conversation. More information will be provided as details emerge. • Noted that on February 4 Council will be considering an appropriation of funds for a land bank acquisition on North College Avenue. Leadership Planning Team Meeting January 21, 2020 Page 4 of 4 • Noted that there continues to be issues with the restrooms on Oak Street Plaza despite doubling maintenance efforts and regular enforcement. Staff plans to re-evaluate the hours they are open to the public and will provide additional information and recommendations as soon as they are available. • Noted he received an email from former Councilmember Campana regarding credits that are being given at Target, Sprouts, Whole Foods and Safeway when a customer brings their own bags. Mayor Pro Tem Stephens: • Attended, along with Councilmember Cunniff, the 10-year strategic planning meeting for the MPO. The process went well. Improvements for Segment 5 got the most support. Improvements for I-25 and Mulberry was ranked as item #3. She was appreciative of the staff who were there and provided the input needed to help them make informed decisions. • Attended, along with Councilmember Gorgol, a meeting at the Hickory Trailer Park. Commissioner Kefalas was also in attendance. There was good conversation and people were happy to hear about the progress that has been made on things; mini grants were noted. The next meeting is scheduled in the April/May timeframe. Mayor Troxell: • Attended, along with Mayor Pro Tem Stephens and Councilmembers Gorgol and Gutowsky, the MLK parade. It was a great event! Mayor Pro Tem Stephens and her son also participated in a community service project held before the parade. • Noted the event regarding the Bloomberg US Mayor’s Challenge where staff provided an update on the Epic Homes Program. The Mayor and Councilmembers Gorgol and Gutowsky were in attendance and were very pleased and appreciative of the work that had been done. • Hosted the Aero-K Remote Tower group at the Northern Colorado Regional Airport and met with a representative from the Federal Aviation Administration regarding the remote tower project. • Participated in a grid-wise alliance board meeting and toured the backup operations center at Center Point Energy along with representatives from Platte River Power Authority. • Attended services at Vineyard church to talk about the love of cities and how they can get more involved in our community. • Noted a meeting with Congressman Joe Neguse is scheduled for 2:30 p.m. today at the Larimer County Offices. Congressman Neguse will also be providing a State of the District update from 5:30-6:30 p.m. at the Fort Collins Senior Center. Meeting adjourned at 9:38 a.m.
