RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met
on Monday, January 6, and the following summarizes the discussions that began at 7:39 a.m.
January 7 Regular Meeting and Work Session:
The January 7 agendas were reviewed.
Regular Meeting:
• Horsetooth to Harmony Project– The purpose of this item is to enable the City to receive and use
Federal and Regional Transportation Capital Improvement Expansion Fee funding for the design,
property acquisition and construction of roadway improvements along Taft Hill Road from Horsetooth
Road to south of Harmony Road (ending at Brixton Road).
• Sales Tax Exemption for Mobile Homes– Was noted as a good news item. Related speaking points will
be provided to the City Manager to share at the Council meeting.
• Eminent Domain in Connection with Phase I of Halligan– Staff is optimistic about the chances of
negotiating mutually agreed acquisitions. Negotiations with surrounding property owners is
progressing.
• Staff Report – Retaining Sense of Place Through Landmark Designation– This item is expected to focus
on how the landmark designation process works to preserve community historic values. Staff should be
prepared to answer questions about how the property survey process works as well.
• Montava – There was discussion about the expected process for tomorrow night. Council is asked to
consider a motion to postpone each of the three items individually. Public comment will be taken on
each motion, with instruction that comments should be limited to the question of whether to postpone
as provided in the motion.
• Other Business – No other business has been identified or planned for tomorrow night, except that
Council is asked to act by motion to adjourn the regular meeting to Tuesday, January 14.

Work Session:
• Youth Access to Nicotine in Larimer County – Tom Gonzales, Larimer County Public Health Director, will
be providing Council with an update on activities. Related federal legislation was briefly discussed; it
was noted that the legislation does include a restriction on certain vaping flavors and limits access to
nicotine products by those between the ages of 18 and 21. A tax on vaping products was also noted as
an area of interest. There was a question on whether Colorado State University (CSU) and Front Range
Community College (FRCC) are involved in this effort; staff is asked to be prepared to address this at the
meeting.
• Metro District Evaluation Review – There was discussion about emails that continue to be received
noting the Denver Post article about metro district issues. Staff’s piece written in response to this
should be included in Council’s read before packet. There was also conversation about letting our local
legislators, as well as the Colorado Municipal League (CML), know about the different things that are
required in Fort Collins related to metro districts. It was suggested that a copy of the Denver Post
article, together with staff’s response, be sent to them.
• Mobility and Transportation – There was brief discussion on this item. Staff will be providing Council
with information on regional trends, multi-modal transportation, the transit system and provide an
overview of related future opportunities.
It was noted that Councilmember Gorgol will be calling in for the work session.
6-Month Planning Calendar:
• January 14
o Montava – If this gets postponed to January 14, the entire night will be dedicated to the three
Montava items. There was brief discussion about hearing procedures. The hearing will be
structured in the same way that Land Use Code hearings are done which is different from the
way the Council conducts appeals hearings. Staff will provide a brief overview, the developer
will present a full overview of the project, and staff will follow with an analysis of how the
project meets or does not meet the Land Use Code. Related scripting will be provided to inform
all of this prior to the start of the item.
• January 21
o Hughes Stadium Rezoning – There was brief discussion about the Ethics Review process; notice
has been provided informing the complainants and subjects of the Board’s disposition of the
complaints, and the process is completed. It was noted that a request has been made by an
attorney for three residents who wish to present information as part of the Hughes Stadium
rezoning item, seeking a minimum of 20 minutes to present to Council and the opportunity to
ask questions of staff. This is contrary to the process that has been used to hear rezonings, and
there did not appear to be a compelling need to change the process, since it allows for
individuals to coordinate within their own allotted time and to state their questions for Council
to consider.
• January 28
o The State of the City Address will be held at the CSU Canvas Stadium, Hall of Champions, first
floor, 751 W. Pitkin Street.

• February 4
o A staff report related to the City’s volunteer program accreditation will be added to the
calendar.
• February 11
o Composting and Plastics – There is a lot of work occurring on these items. On a separate note,
the location of the proposed mental health facility and its relationship to the existing landfill site
were discussed.
• March 17
o Electrical Assisted Bicycles – There was a question about the purpose of this item and whether
this item should be on a work session agenda to allow for an update to be provided to Council
together with more conversation. Staff is asked to revisit boards and commissions to get their
feedback on the pilot process prior to the meeting.
• March 24
o Water Supply and Demand Management Policy Update was added to the calendar.
• May 12
o Equity and Inclusion Input was added to the calendar (moved from March 24).
• June 2
o Competitive Process Funding Recommendation – There was a question about the various
competitive processes that exist within the City and the need to better delineate this in the
name of this agenda item. CDBG, Innovate and social equity program funding were all
mentioned. Staff is asked to provide a 2-3 page memo discussing the various funding that is
available, the specific criteria used to approve funding and the process used to determine
priorities/ranking, etc.
City Clerk Coldiron
• Provided an update on efforts made to address election data requests from Councilmember Pignataro.
o Having specific data on when a councilmember was elected/appointed, their term and their
next election was one item requested. Although already on the City’s website, the information
was made more readily available by placing a link on the main Council page.
o Providing daily pdfs on the number of eligible voters and number of outstanding/returned
ballots was also requested. This information is also available as requested. Staff will look at
ways to make the data more readily available as an improvement to the upcoming election
process.
o Adding Council priorities (list and status), as well as the City’s Strategic Plan to the Council main
page was requested.
Deputy City Manager Mihelich:
• Provided an update on coordinated efforts with Larimer County to get homeless people vaccinated for
Hepatitis A; 561 people have been vaccinated. He noted the efforts of the Murphy Center, Northern
Colorado Health Network and Outreach Fort Collins as integral to getting this done.

Deputy City Manager DiMartino:
• Noted that a new Chief Information Officer has been hired and will start at the end of February.
• Noted that the retirement party for Assistant City Manager Wendy Williams will be held on Wednesday,
January 8, from 4-6 p.m. at the Lincoln Center.
City Manager Atteberry:
• Noted that Chuck Hagemeister passed away recently. He stated that he was a co-creator within the
community and highlighted his work as a sergeant with the Fort Collins’ Police force and as a local
teacher/administrator. He was also a huge supporter of the Museum of Discovery.
• Asked about potentially scheduling time with Council and durable community partners a couple times a
year to build community and discuss community as a platform, ensuring alignment, etc. The Downtown
Development Association, Northern Colorado Regional Airport, Platte River Power Authority, Housing
Catalyst, Colorado State University, Poudre School District and Larimer County were mentioned. There
was interest in pursuing this.
• Acknowledged some criminal mischief activities that the Police are working on. The Mayor plans to
bring this up under other business to acknowledge these types of activities are occurring in the
community and let people know that they have no place in Fort Collins.
• Thanked Council, John Nalbandian and Julia Novak for their participation in the Bridging the Gap
conversation on December 21; it was time well spent. He noted a couple ideas including adding Council
priorities to the front of Council’s binders, as well as a two-year calendar that is being created. The
potential of adding mission, vision, values, outcomes and priorities was also discussed. The City
Manager, Mayor and Mayor Pro Tem will meet to discuss this item further. The graphic created at the
meeting will be framed and hung in the Council office.
• Noted it may be time to create a Housing Manager position. He plans to bring this up under staff
reports and/or other business to get further direction from Council. He also noted interest in creating a
Council ad hoc committee to prioritize outcomes and priorities.
• Noted the IGA for the Loveland Transit Manager position has been mutually terminated as of December
31. The City of Loveland has hired the existing incumbent into the position and no longer needs Fort
Collins’ support.
• Noted a staff liaison from the City has been working with the Museo de las Tres Colonias and things
seem to be going well. They have very engaged volunteers who are helping with web updates and other
things.
• Provided information from U Count, a group that originated from Timberline Church, that fights against
human trafficking. This, together with a letter from Fort Collins Police Services related to human
trafficking and prostitution activity in Fort Collins, will be provided in read-before packets. Members
from this group may be present to speak at tomorrow night’s Council meeting.

• Shared an email from a resident complimenting the efforts of a lifeguard at the Senior Center Pool. He
described her performance as above and beyond that of a lifeguard and in line with Baldrige
expectations.
Mayor Pro Tem Stephens:
• Asked for clarification on the Continuum of Care concept and funding presented by Larimer County at
the regional meeting in December. Staff is asked to follow up with more detail in a Thursday packet
memo.
• Noted concerns about the anti-Semitic and racial slur activities that have been occurring in the
community and on the CSU campus and the negative impact this has on inclusion efforts. She noted she
wants all people to feel safe and welcome within their community. Deputy City Manager Mihelich noted
that an RFP will be going out to complete a gaps analysis in the community. Occurrences of these types
of activities and related challenges within the community should also be included in the final report. An
upcoming project to develop Principles of Community is a place where Council can participate in this
effort.
Mayor Troxell:
• Noted there was a reverse 911 call sent to the Avery Park area last night and asked for more detail.
Police were responding to a report of a burglary in progress in the 1000 Block of Glenmoor Drive. The
burglary suspect is now in custody.
• Noted the ad hoc committee met for the Chief Judge recruitment. He asked about the purpose and
process for using a recruiter. Having the ability to identify and proactively reach out to quality
candidates who are already employed was one plus for using a recruiter. The depth of information
given to Council for review and the ability to more fully vet candidates were also noted as reasons a
recruitment firm would be beneficial. Things are on track.
• Noted a letter he drafted related to local control of drones he is working with NLC to publish. He noted
the issues occurring in northeast Colorado and Nebraska and the lack of accountability and local control
that exists.
