HomeMy WebLinkAboutMinutes - Read Before Packet - 12/16/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting - December 15, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 15, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, Interim City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, December 15, and the following summarizes the discussions that began at 8:01 a.m. December 16 Discussion Agenda Item #19 is seeking Council’s approval of the 2014 Bicycle Master Plan. Staff was complimented for the good work in the plan, and reminded to focus all plans on levels of desired service, rather than asking for a specific funding commitment. A range of costs was included on page 4 of the AIS. For a “Read Before” memo, staff is asked to explain how these costs will be funded. For example, costs were listed for 2015-16; were these costs included in the 2015-16 budget or proposed quarter cent community capital improvement program? Additionally, what enforcement tools are in place to ensure bicyclists obey traffic laws? It was suggested that a meeting could be held with Police Services and the cycling community to explore this issue further, with a possible outcome of increased enforcement in the fall and spring after CSU resumes classes. The Executive Session noted under “Other Business” is no longer needed and will be removed from the agenda. Six Month Calendar In addition to a discussion at the January 27 Work Session on the CDOT I-25 funding report, staff is asked to include an update on CDOT’s commuter bus that runs between Fort Collins and Denver. A discussion on the proposed Police Services training facility has been added to the January 13 Work Session. The purpose of this discussion is to describe FCPS training needs and gather feedback on the proposed business model and partnership with the City of Loveland. Due to the NLC Conference in March, items currently scheduled for the March 10 Work Session may be moved to March 24. City Manager Atteberry will follow-up with Councilmembers in 1 x 1 meetings to determine attendance at NLC. Other Discussion Items: Assistant City Manager DiMartino stated that FC Bikes now has their own standalone media account for citizens to post comments or suggestions. Leadership Planning Team Meeting December 15, 2014 Page 2 of 2 Deputy City Manager Mihelich noted that the March 3 Dust Control Manual Adoption item will provide enforcement tools to Neighborhood Services. As noted last week, City Attorney Daggett is working on proposed changes to Council Meeting Rules of Procedure to make them more user-friendly and hopes to have this work completed in January. City Manager Atteberry noted: 1. A meeting is being held tomorrow with him, Mayor Pro Tem Horak, Councilmember Cunniff, citizen Ward Luthi and Natural Area’s staff to discuss beaver destruction of certain trees along the Poudre River. 2. On Friday, information was provided to Council about the public outreach for the Lincoln Corridor Plan. Staff will hold a stakeholder meeting on January 5 to discuss the Plan and provide information and maps about the proposed work and the implications of including, or not, in the next capital improvement ballot measure. 3. An underground storage tank was discovered on the construction site of the new Utility building just to the west of 215 North Mason. The City’s environmental tank experts (CGRS) are working with City staff to identify and guide next steps and ensure environmental compliance. The estimated tank size is 10,000 gallons, with approximately 6,500 gallons of fuel still in the tank. CGRS is planning on having the fuel pumped out to a tanker on Monday, which will allow excavation and tank removal so soil sampling can take place to identify how much remediation work will be required. It is unknown at this time how this might impact the project schedule. 4. Last week, a cyclist was injured after colliding with a driver-side car door. Staff is exploring the safety concerns involved with bike lanes that are next to parked cars and possible solutions to this complex problem. Regarding items included in the Thursday December 11 packet: 1. Support was expressed for “Mutual Share Ditch Companies – A Plan Forward.” Discussion ensued regarding the need to ensure adequate communication is occurring between board members and City Council. 2. It was highlighted that community members can purchase solar panels in the community solar garden project to receive credits on their electric bill. 3. The Phase 2 Final Report regarding fee costs indicates that Fort Collins’ building, utility and non- utility capital expansion fees for residential customers ranks 12th out of the 15 studied, first for commercial retail, and second for commercial office Staff will bring to the Finance Committee for discussion on next steps. 4. Mayor Pro Tem Horak will be providing a copy of PRPA’s Budget Report at tomorrow night’s Council meeting. The discussion ended at 9:11 a.m.
