RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, Assistant City
Manager Kelly DiMartino, Interim City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on
Monday, December 1, and the following summarizes the discussions that began at 8:05 a.m.
December 2 Regular Meeting
The first item on the Discussion Agenda is the Summit Appeal. In the presentation, staff is asked to
define:
1. The parking standards that were in place at the time of the project application;
2. What was changed when the temporary parking standards were adopted;
3. The current parking standards as they relate to this project.
Six Month Calendar
The December 6 Work Session will be held at City Hall in the CIC and televised live.
During the staff presentation for the December 9 Work Session on the Climate Action Plan, staff is asked
to provide detailed specifics and costs around the interim scenarios so that Council can evaluate the
feasibility of achieving the adopted goal.
The recommendation for the December 16 item Naming a Natural Area at Woodward is Homestead
Natural Area.
Concerning the December 16 Regular Meeting:
1. The mineral lease at Soapstone has been removed because the State Land Board has decided to
delay consideration of this lease.
2. Staff will not be recommending Pinon as the name for “New Vine” because it is a duplicate with
other names within our 911 calling area (more information can be found in the November 26
Packet on this issue).
3. Council will consider an IGA with PFA for legal services that the City Attorney’s office can
provide.
The Housing Affordability Study will be discussed at the Regular Meeting on January 20. Staff is asked to
mention at the Dec. 6 Work Session how the Housing Affordability Capital Fund will be included as part
of this discussion.

As part of the staff presentation at the January 27 Work Session on the West Nile Virus (WNV) Update,
staff is asked to include their discussions with Dr. LeBailly and the Larimer County Commissioners
regarding their procedures and communication plan regarding WNV.
The Dust Control Manual Adoption has been added to the March 3 Regular Meeting. This will add an
enforcement tool for those projects where dust is not being adequately managed.
Other Discussion Items:
Discussion ensued regarding the “Citizen Participation” printed instructions on Regular Meeting
Agendas. City Attorney Daggett reviewed suggested changes to the instructions for citizens to instruct
them to:
1. Sign in at the table in the lobby to ensure their names are spelled correctly in the minutes;
2. Identify that they intend to speak by raising their hand and moving to one of the two waiting
lines by the speaker podiums;
3. Refrain from providing comments concerning land use applications.
Additional instruction will be included that states the Presiding Officer will determine and announce the
length of time allowed for each speaker.
City Attorney Daggett reported that Mayor Weitkunat has requested an opinion of the Ethics Review
Board to determine if her conflict remains concerning the redevelopment of the Foothills Mall. The
Board will be meeting on Thursday afternoon.
Assistant City Manager DiMartino reported that:
1. The CSU Board of Governors will be meeting on Friday, December 5 to discuss President Tony
Frank’s recommendation regarding the on-campus stadium. Staff is asked to televise and replay
this meeting on Cable 14. Should City Council pass a Resolution on December 2 expressing the
City’s perspective on the impacts of the stadium, the City Manager will determine the best way
to ensure it is delivered to the Board on or before Friday.
2. The Visit Fort Collins Board met and approved their 2015 budget, which includes funding for Pro
Cycling Challenge events.
Deputy City Manager Mihelich reported on:
1. Staff is working on residential parking issues in midtown and will provide an update on the
status of the residential parking permit process
2. A resolution will be forthcoming that forms a committee with representatives from CSU and the
City for collaboration on issues of mutual interest.
3. A citizen’s concern regarding beaver destruction of cottonwood trees along the river. Natural
Areas staff has assessed the destruction and believe this is a healthy occurrence as cottonwood
trees are an invasive species.
Regarding items included in the “Wednesday” November 26 packet:
1. For future Household Hazardous Waste Collection events, staff is asked to determine if the same
citizens are returning year after year or if new customers are participating. What impacts are
these events making on the community?

2. The memo concerning Safe Routes to School reports violence and crime as reasons parents do
not permit their children to walk or bike to school. What work is being done with the parents to
change their perceptions?
3. What is staff’s recommendation concerning the Urban Land Institute Resilience Advisory Service
Panel Report?
