HomeMy WebLinkAboutMinutes - Read Before Packet - 10/14/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting October 13, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 13, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, October 13, and the following summarizes the discussions that began at 8:02 a.m. October 14 Work Session/Adjourned Meeting Dr. Tony Frank, CSU President, will join City Council for a discussion on emerging issues such as the stadium, housing, over/under passes, and CSU’s strategic Plan. The third Work Session on the budget will be held this evening. It was noted that Saturday’s discussion on the budget was very helpful. An Adjourned Meeting will follow the Work Session for Council’s consideration of the proposed Utilities administration building. Councilmember Horak commented on the Utility 10 Year Capital Improvement Plans provided to Council at the Saturday retreat. He noted that none of the Utility funds included a capital plan for a new utility building or for the renovation of the 700 Wood Street facility. Staff is asked to address this during tomorrow’s presentation. October 21 Regular Meeting Regarding the Clydesdale Park Annexations, Deputy City Manager Mihelich reported that staff has been having conversations with the Larimer County Assessor regarding the $80,000 that the Clydesdale Park HOA has put towards the PID. The Assessor has indicated that the City can refund this money back to the homeowners. Information will be included in the Thursday packet regarding this option. Council will be considering an ordinance that codifies the long term City policy whereby the Light and Power Fund has been responsible for providing municipal street lighting as an in kind payment to the General Fund as part of the Electric Utility’s payment in lieu of taxes and franchise fees. The ordinance also revises the language related to the Water and Wastewater Funds’ required 6% payment to the General Fund to clarify that this is a payment in lieu of taxes and franchise fee (as opposed to just a payment in lieu of taxes). An updated process for the evaluations of the City Manager, City Attorney, and Municipal Judge will be discussed by Council that incorporates the use of a facilitator and includes all Councilmembers (rather than just the Mayor and Mayor Pro Tem) in conversations about compensation. Leadership Planning Team Meeting October 13, 2014 Page 2 of 3 Due to the amount of public comment expected, items relating to the Disposable Bags referendum petition will be the first item on the Discussion Agenda, followed by a resolution expressing commitment to Fort Collins’ goal of zero waste by 2030. At the recommendation of the LPT, items relating to the TOD Parking Study will be postponed until additional public outreach is conducted. An ordinance extending the temporary parking requirements will be brought forward on November 4. The General Improvement District No. 1 and the Skyview South GID boards will meet after the Regular Meeting to certify the Mill Levy and consider their annual appropriations. Six Month Calendar Staff is asked to provide more information regarding the November 18 URA Items relating to the North College Marketplace and Reimbursement and Loan Approval from the City to the URA. When will these items (and the December 2 item regarding the Prospect Station Project) be discussed with the Finance Committee? An IGA for disaster-emergency mutual aid and disaster-emergency funding assistance will be presented on December 16. The Agenda Calendar for March 10, 2015 includes the Halligan Water Supply Project. It was suggested that the title be changed to reflect that the Halligan Project is part of is part of a larger discussion on drought protection. Other Discussion Items: City Clerk Nelson reported that she and Interim City Attorney Daggett will be meeting with Councilmembers Overbeck and Cunniff regarding their proposed Municipal code changes related to elections. Staff also has two election-related code changes concerning inactive voters (legislation passed earlier this year eliminated this category) and permitting the electronic filing of campaign reports. Deputy City Manager Mihelich reported on: 1. A neighborhood meeting will be held to discuss disposition of the former Crossroads Safehouse. Options include using the existing building for transitional housing, breaking up the existing building into two single family houses, and/or using the proceeds from the sale of the building(s) for other transitional housing. 2. As a result of the Lindenmeier symposium, staff explored options to reduce the amount of dust on the road (a private road maintained by the County). Options include signage encouraging motorists to drive slower and spraying the road with an anti-dust product. It was also suggested that buses could be used to transport event attendees. City Manager Atteberry reported on: 1. A memo will be forthcoming on the City’s swimming pools. 2. A joint meeting is scheduled for November 3 with the City Councils from Fort Collins and Loveland to discuss the Airport’s governance model and future funding. 3. City Manager staff is working with the City Attorney’s office on an ordinance that addresses interactions between staff and Councilmembers in their “day jobs.” Leadership Planning Team Meeting October 13, 2014 Page 3 of 3 4. At the request of Councilmember Troxell, a booklet entitled “A Summary of the Four Options under Consideration for Colorado State University’s Football Stadium” was distributed to Councilmembers. Staff was commended for the memo included in the Thursday packet on the Smoking Ordinance. Receiving the information early was greatly appreciated. Staff is asked to work with Larimer County and CML regarding possible URA legislation related to TIF. Staff is asked to address the following items related to traffic/street issues: 1. The intersection of Riverside and Prospect is creating problems as traffic is diverting into parking lots. A local business is reporting eight “near miss” accidents. 2. Pavement is missing from the railroad track at Swallow where the tracks cross over. 3. A sign at Frey and Mountain has been tagged with graffiti. The discussion ended at 9:09 a.m.
