HomeMy WebLinkAboutMinutes - Read Before Packet - 9/16/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting - September 15, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 15, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, September 15, and the following summarizes the discussions that began at 8:01 a.m. City Attorney Recruitment Assistant City Attorney Jenny Lopez Filkins attended the meeting in case there were any questions about the City Attorney Recruitment. Assistant City Manager DiMartino reported that today is the deadline for submittal of recruiter RFP’s, with recruiter interviews occurring tomorrow. A resolution will be considered by Council on October 7 for the selection of the recruiter. September 16 Regular Meeting Interim City Attorney Daggett reported that Consent Agenda Item #8 (regarding an amendment to the Land Use Code) is a “clean-up” ordinance to bring the LUC into conformity with language previously adopted concerning prohibited uses of retail and medical marijuana. DDA Executive Director Matt Robenalt will present the Old Town Square Renovation Plan under “Staff Reports.” Citizens can comment on this item under “Citizen Participation.” Assistant City Manager DiMartino reported that Councilmember Campana will give a report on the Mall under “Councilmember Reports.” Council will consider a motion to adjourn the September 16 meeting to September 23. September 23 Adjourned Meeting At this meeting, Council will consider a resolution directing the next steps in the Colorado Oil & Gas Association (COGA) litigation. A Work Session on the 2015-2016 Budget will follow the Adjourned Meeting. Six Month Calendar Councilmember Overbeck requested a Staff Report on the Household Hazardous Waste Event that occurred September 6. City Manager Atteberry forwarded a preliminary summary by Utilities Executive Director Kevin Gertig on September 10 and the final report will be forwarded to Council once it is completed. Leadership Planning Team Meeting September 15, 2014 Page 2 of 2 The City Attorney selection process has been tentatively outlined on the Calendar as follows: Date Event October 7 City Attorney Recruiter Selection November 4 City Attorney Position Profile Approval January 13 City Attorney Finalist Selection February 17 City Attorney Final Selection March 3 New City Attorney Contract and Salary Approval These dates may change depending on the recruiter selected and his/her ability to make some of the events happen sooner than outlined. Other Discussion Items: Interim City Attorney Daggett will be providing a memo to Council regarding Code amendments as they relate to the Ethics Review Board (which is meeting on Friday). A memo was included in the Thursday packet regarding the Adequate Public Facilities Ordinance. Council is asked to contact City Manager Atteberry if they need more information. A memo will be included in the “Read Before Packet” concerning the Timnath IGA and community separators and natural areas. Assistant City Manager DiMartino discussed the upcoming State of the City Address. The Address will be held on February 5 at the Senior Center. Assistant City Manager DiMartino reported that a proclamation will be presented on October 21 in celebration of Colorado Cities and Towns week. More than 150 people from across the state attended the Downtown Colorado Inc. (DCI) Annual Conference in Fort Collins last week (September 9 – 12). Response from attendees and DCI staff was very positive. A memo was included in the Thursday Packet (September 11) concerning the Competitive Process. In a follow-up memo for this Thursday’s Packet, staff is asked to answer the following: 1. What types of mistakes are being made? 2. Can the form be improved to help eliminate errors? 3. If the form is a federal form that cannot be changed, what does staff plan to do to improve the process? The discussion ended at 8:45 a.m.
