HomeMy WebLinkAboutMinutes - Read Before Packet - 9/2/2014 - Memorandum From Aimee Jensen Re: Leadership Planning Team Meeting September 2, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 2, 2014 TO: Mayor and Councilmembers FROM: Aimee Jensen, Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie Daggett, and Deputy City Clerk Aimee Jensen met on Tuesday, September 2, and the following summarizes the discussions that began at 7:35 a.m. September 2 Mayor Pro Tem Horak noted that staff had done a good job with the attachments for Items Relating to Larimer County’s Request for Right of Way and Temporary Construction Easements. Second reading for the Timnath Intergovernmental Agreement will be delayed to September 23, 2014. Mayor Pro Tem Horak reminded to change the date for second reading on this ordinance to reflect the correct second reading date. Discussion briefly ensued regarding the costs associated with annexing developed properties. City Manager Atteberry stated they anticipate a good deal of citizen input. Deputy City Manager Mihelich stated that the Streets Department will be prepared to answer questions on whether or not the City’s contract with Martin Marietta Materials can include any monitoring stipulations. Monitoring stipulations will lay a foundation for future regulation with respect to schools, etc. Mayor Pro Tem Horak requested that Staff emphasize the fact that Greeley can proceed with the construction of the pipeline with or without the City granting the proposed easements. If we move forward with these easements, requested conditions will be maintained. Before Other Business, Council will adjourn to hold a brief Skyview GID Meeting. Under Other Business, Council will adjourn into Executive Session. Council will also adjourn to September 9, 2014 for a possible Executive Session. Six Month Calendar City Manager Atteberry stated that the Larimer County Humane Society Item has been removed from the six month calendar. Leadership Planning Team Meeting September 2, 2014 Page 2 of 3 As noted earlier, the Timnath Intergovernmental Agreement Second Reading has been postponed to September 23. Other Discussion Items: City Manager Atteberry reported on: 1. Items related to the Woodward Governor development. 2. Climate Action Plan will hopefully be ready for adoption in February. 3. Discussion relating to Councilmember Overbeck’s request for an intern. 4. Meeting with Councilmember Cunniff. City Manager Atteberry requested a written Staff Report regarding follow-up to the most recent West Nile season. Assistant City Manager DiMartino stated she will have this completed prior to the 2015 West Nile season. Assistant City Manager Williams stated she is seeking clarifying information regarding plaques on City facilities. Assistant City Manager DiMartino stated she will instruct City Manager Intern Machalek to draft an internal policy for consideration. Assistant City Manager DiMartino stated that Cable 14 has a portable microphone system available for neighborhood services meetings. Interim City Attorney Daggett stated the new water attorney’s first day is today and will make sure he is introduced to Council. Mayor Pro Tem Horak requested a waste stream analysis update; i.e. what is Staff doing on other fronts with respect to the City’s waste stream as well as the community’s waste stream. Mayor Pro Tem Horak stated he will bring up the topic of wood fire pits to Council to gauge if there is support. His suggestion was to have Air Quality Board take a look at this topic. Mayor Pro Tem Horak requested Deputy City Clerk Jensen to provide him with a Conflict of Interest form as he will be applying for a variance for construction to his home. Mayor Pro Tem Horak requested that way finding signs in the Tres Colonias neighborhood be put up as quickly as possible. Mayor Pro Tem Horak inquired as to how Council and Staff go forward with outreach with respect to plastic bags and suggested that City Manager Atteberry be given the authority to adjust the costs administratively. Mayor Pro Tem Horak briefly discussed a letter that was received from the owners of Meanwhile Back at the Ranch; how Old Town events and the proposed remodel of Old Town Square will affect their business. Mayor Weitkunat reported on a meeting she will have with the Mayor and the Chief of Staff from the City of Colorado Springs.
