Sizemore; Mark Jackson; Karen Cumbo; Jeff Mihelich Subject: Agenda Item #2 RE: Bicycle Citations (Council SAR #27272) Bob, Please see the following information provided by Tessa Greegor, Bikes Program Manager, re: your request concerning bike violation citations: ~~~~~ RE: Enforcement and Bicycling Violations The information cited in the State of Bicycling in Fort Collins Report was collected during an informational meeting with representatives from the Municipal Court and Police Services on March 11, 2014 as an approximate number of violations involving a cyclist in a given year. The data provided below only reflect bicycle citations and do not include motorist citations involving a cyclist. Staff has followed up with the Municipal Court and Police Services to determine the number and type of cyclist citations for 2013 and 2014 (through March). In addition to the data below, the Municipal Court has indicated that 50 citations were issued to cyclists in 2014 through Q2. In addition to the City’s bicycle enforcement efforts, Colorado State University (CSU) conducts extensive bicycle enforcement on an annual basis (not captured in the table below). Diversion Program In 2014, FC Bikes in partnership with the Municipal Court launched a traffic safety diversion program designed to educate defendants who have received bicycle infractions on traffic laws and rules of the road as they pertain to bicycling, and the implications of irresponsible bicycle use. The course is modeled after the League of American Bicyclists Safe Cycling curriculum. Participants may attend an optional on-bike course following the mandatory classroom session. The first course will occur on October 24, 2014.
