HomeMy WebLinkAboutMinutes - Read Before Packet - 7/1/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Meeting - June 30, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 30, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, June 30, and the following summarizes the discussions that began at 8:04 a.m. July 1 Regular Meeting Under “Staff Reports,” staff is asked to provide an update on the outreach efforts to the BAVA neighborhoods regarding the Lincoln Corridor plan. City Manager Atteberry will announce this addition under “City Manager Review of Agenda.” For the discussion on disposable bags, staff is asked to provide information on the town of Breckenridge’s disposable bag program and describe the effectiveness of the program. As noted last week, a Water Utility Enterprise Board Meeting will follow the Regular Meeting to discuss IGA’s concerning potable water and amendments to existing IGA’s. July 8 Work Session The order of items for this Work Session will be: 1. Potential Larimer County Referendum to Extend the Help Preserve Open Space ¼ Cent Sales Tax. A representative from Larimer County will join staff in presenting this item. 2. Poudre River Downtown Project Master Plan. Six Month Calendar Staff is asked to determine if: 1. The items scheduled for a URA Work Session on July 29 can be moved to the July 8 Work Session. 2. The July 22 Work Session item regarding fugitive dust can be presented in a written update. Additional details are being worked on regarding the seventh amendment to the Timnath IGA and this item may not be ready for Council’s consideration at the July 15 Regular Meeting. Sarah Kane is in the process of contacting Councilmembers to discuss their availability for a Work Session in October to discuss the ¼ cent Capital Improvement Program and ¼ cent Street Maintenance Tax (“BOB 2.0”). Leadership Planning Team Meeting June 30, 2014 Page 2 of 2 Other Discussion Items: City Manager Atteberry reported on: 1. Meetings continue with Larimer County to discuss the best ways to collaborate and communicate regarding the URA process. It was suggested that the topic of URAs could be discussed at the next joint regional meeting. 2. A successful brew fest event was held over the weekend. 3. The downtown is looking great. 4. The Urban Land Institute (ULI) held a series of about seventy meetings last week. A verbal report was presented on Friday and a written report will be forthcoming in the next sixty – ninety days. It was suggested that this report could be discussed at the next joint regional meeting. Assistant City Manager DiMartino reported on: 1. The timeline for the project to make Council email accessible to the public has been amended. It is expected that this project will “go live” on July 14. 2. A recent report on WNV indicated that no mosquitoes were infected with the virus. Deputy City Manager Mihelich reported on: 1. Staff members visited the community garden in English Ranch and will invite residents to a neighborhood meeting to discuss reducing the massing of the fence and show two other sites that might be a better fit for the location of the garden. 2. Staff is recommending that “new Vine” be named Piñon as the new arterial will intersect with the street currently named Piñon. If “old Vine” were given a new name, residents along that street would have to change their address. Council will consider this recommendation at the August 19 Regular Meeting. A letter was received from the Water Board outlining their recommendation for the Public Trust Doctrine Ballot Initiative. A letter will be sent to the Water Board reporting that their recommendation will be discussed at the August meeting of the LRC. The Human Relations Committee submitted a letter outlining their recommendations for the 2015-2016 budget. Staff is asked to place the letter in the packet of budget materials presented to Council. Knowing that the “Jail Tax” will be expiring in 2015, staff is asked to determine what Larimer County’s plans are to pursue renewal, and what the impact would be on the City if the decision is made not to put it on the ballot.
