HomeMy WebLinkAboutMinutes - Read Before Packet - 6/10/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Meeting - June 9, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 9, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Assistant City Manager Kelly DiMartino, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, June 9, and the following summarizes the discussions that began at 8:05 a.m. June 10 Adjourned Meeting Tomorrow night’s Adjourned Meeting is for Council to conduct mid-year evaluations of the City Manager, City Attorney, and Municipal Judge. For these conversations, the following information will be discussed: 1. What are the goals of the Council-appointed officials and what progress has been made on those goals? 2. Are there any issues that have arisen that should be highlighted? 3. Are there any disconnects that need to be discussed? City Manager Atteberry noted the City Council 2013-2014 Work Plan was included in the Thursday Packet. Staff is asked to clarify the information noted in the “Status” column on Page 7 regarding the Sign Code and Page 10 regarding the Thermal Energy Strategy. June 24 Work Session For the discussion on the possible tax on Recreational Marijuana, staff is asked to: 1. Describe how fees for retail marijuana compare with liquor licensing fees. 2. Provide an update on how the State is addressing marijuana edibles. 3. Discuss the concern raised by a retail marijuana business applicant that laboratories aren’t capable yet of testing retail marijuana for potency and contaminants (as required by City ordinance). Staff is asked to discuss the “Keep Fort Collins Great” tax as part of the Long-term Financial Planning Update conversation (when does the tax expire, etc.). Six Month Calendar For the Thursday packet, staff is asked to provide a written update on the efforts taken by staff and the community to address Panhandling in downtown. Staff is also asked to provide a Staff Report on Panhandling at the July 1 Regular Meeting. The “Fort Collins-Loveland Joint Training Facility IGA” was scheduled for Council consideration on July 15. Instead, this item will be brought forward during the budget discussions occurring later in the year. Leadership Planning Team Meeting June 9, 2014 Page 2 of 2 The “Comprehensive Fee Review” will be provided to Council in a written format. Staff is asked to take the Review to the Economic Advisory Committee and the Affordable Housing Board. The Finance Committee will discuss the Review at their July 15 meeting. The “Police Resource Allocation Study” Work Session has been moved to the Unscheduled Items List. Staff is asked to schedule a Work Session to discuss the Additional Permitted Use (APU) process. Other Discussion Items: Assistant City Manager DiMartino reported on: 1. There is a meeting tonight (June 9) of the English Ranch Community Garden from 6:30 p.m. - 8:00 p.m. at the Council Tree Library Community Room. 2. BAVA Neighborhood Meetings (ice cream socials) will be held: a. Buckingham Neighborhood: Tuesday, June 17 from 5:30 p.m. – 7:00 p.m. b. Alta Vista Neighborhood: Tuesday, June 24 from 5:30 p.m. – 7:00 p.m. c. Andersonville Neighborhood: Wednesday, June 25 from 5:30 p.m. – 7:00 p.m. 3. Ms. DiMartino will be calling Councilmembers individually to discuss the implementation of public access to Council emails. Demonstrations will be scheduled the week of June 22, and the target date for this to go live is July 1. 4. An update was provided on the Friendship City relationship with San Cristobal in the Thursday packet. The “Casa de Marimba” music school plans to visit Fort Collins in October or December. Staff is asked to address if the City needs to provide direction for future formal actions. 5. A recent SAR regarding the risks of spraying for WNV. In a memo, staff is asked to present the information provided by the EPA on the cancer risks of spraying. Staff is also asked to include additional facts, studies, and current research regarding the health impacts of spraying. City Attorney Roy stated that an Ethics Review Meeting is scheduled for June 11 at 10:45 a.m. to discuss the definition of certain terms and the complaint process. City Manager Atteberry reported on: 1. He is requesting Council feedback on an email forwarded to Council on June 4 from Dr. Tony Frank regarding the potential for an IGA to address neighborhood concerns if a new stadium were built on CSU’s campus. 2. Governor Hickenlooper vetoed the Urban Renewal Bill. A letter of thanks will be sent to the Governor on the behalf of Council. 3. In the AIS for July 15 Agenda Item “Naming Natural Area at Woodward,” staff will include a paragraph about the possible non-natural areas/city facilities that could be named “Coy Hoffman.” In conjunction with their attendance at the National League of Cities conference, Mayor Pro Tem Horak and Councilmember Troxell will be visiting the University of Minnesota stadium. The purpose of this visit is to learn about the issues faced by the community and how the impacts were mitigated when the stadium was built. Staff is asked to email the report from the Fort Collins-Loveland Airport Director to all of Council. Included in the report is an update on how the Airport is preparing for a solar farm feasibility study. The discussion ended at 9:32 a.m.
