HomeMy WebLinkAboutMinutes - Read Before Packet - 5/20/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting - May 19, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 19, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, May 19, and the following summarizes the discussions that began at 8:02 a.m. May 20 Regular Meeting Agenda Item #16 on the Consent Agenda is the consideration of recommendations from the Cultural Resources Board regarding Fort Fund Grant Disbursements. One of the recommendations is for $7,500 to Beet Street for the Streetmosphere program. Staff is asked to clarify why funding would be provided to Beet Street, considering they owe the City past due rent, and to provide additional information about the status of the Streetmosphere program. An update will be provided on the “College Avenue Watermain Replacement Project” under Staff Reports. Additionally, staff will describe the outreach that has taken place to businesses regarding this major construction project. Council will be considering the adoption of the Lincoln Corridor Plan under Agenda Item #22. Deputy City Manager Mihelich indicated that staff will be prepared to explain the phasing of this project, and a neighborhood meeting/listening session will be held in the future to discuss traffic issues in the BAVA neighborhood. The “Spring Competitive Process” (Agenda Item #23) is a public hearing and will be announced as such at the meeting. Citizen items pulled from the Consent Agenda may be heard prior to the “Summit on College Parking Structure Appeal” (Agenda Item #24) to ensure that they are addressed at this meeting. Regarding the Appeal, it was suggested that the following procedure be followed regarding the allocation of time: 1. Explanation of issues by Councilmember Cunniff (5-10 minutes); 2. Fifteen (15) minutes for each of the other two appellants (thirty minutes total); 3. Thirty (30) minutes for those opposed to the appeals; 4. Ten (10) minutes rebuttal for parties-in-interest from each appeal. Leadership Planning Team Meeting May 19, 2014 Page 2 of 3 Staff was asked to provide a process for the Mayor to follow regarding objections. It was suggested that the party making the objection would be asked to stand in front of the other microphone and state their objection(s). Six Month Calendar The order of items for the May 27 Work Session will be: 1. Platte River Power Authority Strategic Plan 2. Affordable Housing Policy Study 3. Transit-Oriented Development (TOD) Study 4. Timnath IGA Regarding Cooperation on Annexation, Growth Management and Related Issues- 7th Amendment In a memo for the Thursday packet, staff is asked to describe the June 3 item, “Downtown River District Design Standards and Guidelines.” A Staff Report on Xcel’s pipeline project (at Drake and Timberline) was requested for June 3. The item, “Resolution Opposing the Fast Track of the Trans-Pacific Partnership” has been moved to the “Unscheduled Items” list. At the June 24 Work Session, a discussion will be held on “Commercial Water Allotments.” This item will discuss a fee structure versus water dedications, is not targeted at specific users, and staff will provide an overview of the outreach conducted with the potentially affected businesses. For the July 15 Item, “Naming Natural Area at Woodward,” staff is asked to include the Naming of Natural Area May 14, 2014 memo (from John Stokes, Natural Areas Department Director) as an attachment to the Agenda Item Summary (AIS). The item, “Climate Action Plan” appears on the August 12 and October 28 Work Sessions. Staff is asked to describe the difference between these two sessions. Other Discussion Items: The City Attorney’s Office was commended for their work on the memo regarding the Summit Appeal. Assistant City Manager DiMartino is moving forward with the contract for the vendor who will be providing public access to Council email. Next week’s Leadership Planning Team (LPT) meeting will be held on Tuesday, May 27 at 7:30 a.m. because May 26 is a holiday (Memorial Day). At the Police Awards Ceremony on June 4, Mayor Weitkunat will honor those companies who helped relocate sod from Link N Greens to surrounding BAVA neighborhoods. It was suggested that the recent “Question and Answer/Listening Sessions” recently held concerning the Foothills Mall Agreement and Martin Marietta Asphalt Plant could serve as a model for future public outreach. Leadership Planning Team Meeting May 19, 2014 Page 3 of 3 Mayor Pro Tem Horak will be meeting with a member of the Wellington Town Board and a member of the Boxelder Basin Regional Stormwater Authority (BBRSA) to discuss recent concerns raised by citizens regarding the purpose of the BBRSA. Governor Hickenlooper visited the Museum of Discovery on Saturday to sign a bill for the reintroduction of the black-footed ferret to Soapstone Prairie. The discussion ended at 9:04 a.m.
