HomeMy WebLinkAboutMinutes - Read Before Packet - 1/14/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team (Lpt) Meeting - January 13, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 13, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Gerry Horak, Councilmember Bob Overbeck, Deputy City Manager Diane Jones, Assistant City Manager Wendy Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, January 13, and the following summarizes the discussions that began at 8:09 a.m. January 14 Adjourned Meeting/URA Meeting This Adjourned Meeting and URA meeting will focus on the redevelopment of Foothills Mall. Staff is also asked to comment on the cancellation of the Poudre River water right and the work the City is doing in relation to the proposed CSU on-campus stadium. January 21 Regular Meeting The Kechter Farm Annexation and Zoning item will be postponed to February 18 as the final plat approval is scheduled before the Board of County Commissioners on February 11. Due to resignations and expiration of terms, Council will be considering a resolution appointing individuals to serve on various boards and commissions. Under “Staff Reports,” staff will report on the Soils Recovery Project. The Water, Wastewater, and Stormwater Utility have entered into a soils recovery program that has diverted over 90% of the utility repair ‘spoil’ material from the landfill and have reused it on other projects. The net savings from landfill fees and aggregate purchases has been in the range of $80,000 annually. For the first discussion item regarding the lease to Feeding Our Community Ourselves (FoCo Café), staff is asked to describe the community outreach efforts to neighbors and businesses in the neighborhood. City Attorney Roy will be sending a memo to Council explaining that minor amendments can be appealed to City Council. At last week’s LPT meeting, it was reported that staff would not be bringing forward the request for funding for the Arts Incubator of the Rockies. However, this item will be coming to Leadership Planning Team Meeting January 13, 2014 Page 2 of 3 Council at a future meeting when additional information can be provided regarding the viability and status of this request. Six Month Calendar The site visit for the “Appeal of the Stoner Subdivision Major Amendment” has scheduled for Monday, February 3. Staff is asked to respond to the following items on the Calendar: 1. Has Jackie Sargent, General Manager of PRPA, been invited to participate in the February 11 Work Session discussion on “Community Green House Gas Goal Review?” 2. Can materials related to the February 18 Work Session on “Comcast Franchise Renewal” be made available early? When will the financial elements of the Franchise Renewal be reviewed by the Council Finance Committee (prior to the Work Session)? 3. When is the February 18 Work Session item on “URA Financial Parameters Relating to Financing URA Projects” being presented to the Finance Committee? It is requested that this occur sooner than the day before the Work Session. 4. Can other items be moved to fill up the Work Session on February 25? 5. The May 13 Work Session Item “Disposal Bag Fee” should be changed to “Disposal Bag Ordinance.” 6. What is the purpose of the May 27 Work Session item “Climate Adaptation?” 7. How is the May 27 Work Session item “Inclusion Housing Ordinance” different from the “Affordable Housing Fee” listed under Unscheduled Items? If different, should it be included in the May 27 Work Session? 8. Currently the “Long Term Financial Planning Update” is listed under Unscheduled Items. Will it be presented to the Finance Committee? When will it be ready to be presented in Work Session? A possible Executive Session will be held February 25. Attorney Steve Roy will send a memo to Council. Assistant City Manager Williams reported that the Council Chambers will be unavailable from Wednesday, April 23 – Monday, May 5 for construction. The contractor will be replacing all of the audience seating, the floor under the chairs, and the hearing loops. If a Work Session is warranted, it will need to be held offsite. In the past, the Lincoln Center has been used for offsite Council meetings. Other Discussion Items: Deputy City Manager Jones reported that CSU landscape students, as part of the Mason University district, will be making a presentation tomorrow from 8:30 a.m. – 10:00 a.m. in the Council Chambers. The students will present new ideas for urban design along with ways to make city streets more “green,” vibrant, and pedestrian friendly. Councilmember Overbeck suggested that this group of students could also look at Foothills Mall and proposed on-campus stadium. Leadership Planning Team Meeting January 13, 2014 Page 3 of 3 Regarding the on-campus stadium, Deputy City Manager Jones reported: 1. Councilmembers Troxell and Overbeck, along with Deputy City Manager Jones, will be meeting with Bob Vangermeersch and Doug Brobst later this month to discuss the City’s public engagement approach. 2. At this juncture, it was decided that the City would not hire a consultant to assist with work on the on-campus stadium issue. Staff is asked to provide a brief description of how to proceed and what will be the focus of the next steps in the City’s policies related to digital signs. Staff is asked to clarify and have a written administrative policy/procedure related to leasing City property. Similar to how the City now handles Cell Tower Leases, it was suggested that the quasi-judicial process (land use elements) be considered first or ahead of the lease coming to Council for approval. Councilmember Overbeck requested information on the Chamber of Commerce leadership program held at City Hall last week. Deputy City Manager Jones and Assistant City Manager Williams explained that this portion of the program was intended to provide students an overview of municipal government. Mayor Weitkunat, Mayor Pro Tem Horak, and Councilmember Campana served on a panel to provide information to the students. The discussion ended at 9:36 a.m.
