The following summarizes the discussions that began at 8:00 a.m. 2/14/2023 Work Session: The published agenda for this meeting was reviewed. • This Work Session will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in the Colorado River Room at 222 Laporte Ave. Dinner for meeting participants will precede the work session at 222. There is no public participation at work sessions. The meeting is viewable in person, via Zoom, and on FCTV on cable television and via livestream. • There will be a staff report regarding snow removal to begin the work session. The duration of the staff report is expected to be 5-10 minutes. Staff will be asked to be prepared to discuss how it is decided which streets are plowed. There was also some discussion about enforcement actions for individual snow removal and the role played by code enforcement in responding to complaints about needed removal that has not occurred. • One of the work session items includes a focus on outlining the potential process and next steps to be followed with the path forward on the land use code. This work session is focused on that process to allow Council to clearly articulate and align that path. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • Planned items for February 21 were reviewed. Discussion items include the second reading of an ordinance relating to an appropriation for the 9-11 Memorial; an ordinance and resolution associated Leadership Planning Team Meeting February 13, 2023 Page 2 of 3 with Residential Waste Services; an ordinance making an appropriation for the airport; and an initial phase of the hearing on the appeal filed of the Historic Preservation Commission decision on a Hull Street property. The items are planned for that order. • At this time, it is planned to adjourn the February 21 Council Meeting to February 28 to allow for a potential executive session at an adjourned meeting that night. It is possible this executive session may need to shift instead to March 7, pending solidification of schedules for the week of February 28. (see related note under Mayor Arndt) If there is an adjourned meeting on February 28, it will occur at 6 pm prior to the work session starting and will be in Council Chambers at City Hall. Dinner that night would also shift to City Hall if that is the case. • March 7 includes potentially three appeals on two matters. A request to schedule the first reading of an ordinance appropriating bond revenues for the purchase of the Hughes Stadium property has been submitted for the March 7 meeting as well. In discussing the calendar, it was determined that should be a discussion item and would be a good fit for the March 21 meeting. • It was noted there is potential for further shuffling of the calendar particularly for work session dates following this week’s work session conversation regarding the land use code. City Clerk Anissa Hollingshead: • No additional items. Deputy City Manager Tyler Marr • The City in partnership with CSU has been awarded a grant from the Colorado Energy Office for community access to e-bikes. This is a $150,000 award to provide either e-bikes or SPIN passes to income qualified individuals through GetFoCo or CSU. In 2021, this program allowed the City to give away 35 e-bikes. There is a required 10% match that will be met with in-kind staff time. • Near Drake and College, the King Soopers/Kmart property is beginning demolition of the outer buildings. A compliance specialist has been out to confirm that site is compliant with our construction and demolition recycling requirements. The demolition process is on track to have a very high diversion rate at nearly 80%. City Attorney Carrie Daggett • No additional items. City Manager Kelly DiMartino Leadership Planning Team Meeting February 13, 2023 Page 3 of 3 • Shared for awareness that today she will be meeting with Mimms Harris and Christina Taylor to discuss a potential child care tax they are considering. • Ongoing work is continuing with Poudre School District about shared costs with aquatics maintenance. That team has been making some good progress and is continuing their efforts related to the southeast community center. Anticipate coming back to Council on this topic in early summer. Mayor Pro Tem Emily Francis: • No additional items. Mayor Jeni Arndt: • Noted she has been getting a lot of questions about Republic. Mayor Arndt noted a need for some of the members of the public reaching out to have good information on this process and the current waste landscape in the community, including shifts to providers through acquisitions and changes preceding this work. Deputy City Manager Marr noted the team working on this has compiled a significant amount of information on the project’s webpage and can help in providing more information. There is an existing FAQ that is also quite robust and can be found at https://ourcity.fcgov.com/contract-for- trash/widgets/49747/faqs Responses to messages to City Leaders include links to this FAQ and other resources about the topic. • ICLEI (International Council for Local Environmental Initiatives) has invited the Mayor to attend a gathering in Japan to discuss Climate in conjunction with the G7. She has committed to attend at end of February if travel arrangements can be worked out. • There have been some concerns expressed to her about leap frogging rental licensing with occupancy. It was noted the order on the calendar does still address rental housing first. There is not yet a date set for a rental housing ordinance, as the previous iteration of the ordinance was postponed indefinitely. At the work session, it is requested staff be prepared to recommend a date to bring an updated ordinance forward. • Spoke to ASCSU and they noted they are planning to come to City Council on April 4 to express their views on U + 2.
