The following summarizes the discussions that began at 8:00 a.m. 2/7/2023 Council Meeting: The published agenda for this meeting was reviewed. • This Council Meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and online through Zoom. • The consent calendar was reviewed. There are nine second readings of ordinances, ten first readings, and three resolutions planned for the consent calendar along with the approval of minutes. • On the discussion agenda is the planned first reading of an ordinance relating to 1041 regulations. As of this morning, the lead staff person on this item is out on parental leave. The team is preparing for coverage for the item, which will proceed with a presentation for potential first reading adoption at this meeting. If Council elects to delay the progression of this item, staff has identified April for a recommended time frame to accommodate a pinch in staffing availability combined with other ongoing work. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • The airport appropriation item was not added to the February 7 meeting, as it was determined the timing worked for February 21. Council Finance Committee has sent the item forward to the full Council without making a recommendation. It will need to be on the discussion agenda. Leadership Planning Team Meeting February 6, 2023 Page 2 of 3 • Staff has confirmed the April 25 work session for the new president of Colorado State University to join Council at dinner and to provide a community report update. • Noted additional shifts may be needed to upcoming work sessions. More clarity is expected following next week’s work session on possible next steps for the land use code conversations. It is likely at least one work session each month will include ongoing discussions and updates on this topic. In the nearer term, this may require a shift to the planned items for the March 14 work session. • In follow up to discussions around the timing of when occupancy regulations will come forward, it is still expected to be confirmed for an April work session and LPT requested the item be added to the scheduled calendar. City Clerk Anissa Hollingshead: • No additional items. Deputy City Manager Tyler Marr • Relating to 1041 regulations, staff is hoping to get clear Council direction should the item be delayed. This includes clarity around the purpose for a delay and what is expected in terms of additional information, steps or changes prior to the item returning. There was a discussion about the need for solid understanding around what constitutes statewide interest and what the impact on actual projects may be of implementing different regulations permitted under state statute. • In follow up to recent discussions around reinstating bringing members of the Youth Advisory Board to the National League of Cities conference, it has been decided to restart this practice in 2024. After discussing with staff, there have been some shifts to staff support to that board as well as recruitment of new members occurring to bring the board up to meet quorum levels. Staff believes we can design an effective process and experience with that lead time. • Confirmed the upcoming visit from CSU President Amy Parsons on April 25 to the work session. Her office has been provided with general guidance around sharing an update with the Council on happenings at the University and her work plan as she takes office. Members of Council are welcome to share any specific topics they would like to see included. City Attorney Carrie Daggett • Noted the City Attorney’s Office annual report was provided to Council Thursday with other confidential legal materials. Leadership Planning Team Meeting February 6, 2023 Page 3 of 3 City Manager Kelly DiMartino • A new assistant city manager, Denzel Maxwell, has been selected and will be starting on March 6. • The Board of Realtors has requested a visit from the city manager at their meeting next week for an update on different Council efforts and work planning. • Chief Swoboda has done some reorganizing inside of Police Services. Sargent Annie Hill is going to be leading a newly created unit dedicated to homelessness response issues. Mayor Pro Tem Emily Francis: • Requested follow up on the status of an update on the Housing Catalyst question about board membership. Tyler Marr indicated staff’s approach to working on this topic, with Assistant City Manager Rupa Venkatesh as point in developing some guidance. Staff is looking at comparisons to how other authorities, like the DDA, are set up, including how the involvement of specific stakeholders contributes to the overall mission and operations of specific authorities. Mayor Jeni Arndt: • Gave a shout out and thanks to the team that helped put the State of the City address together. • Also provided a shout out to the community foundation for their good work. The regional leaders meeting was last week and is something that really helps with relationships and furthering goals around regionalism. • Noted the Scripps media service interviewed her about the greywater ordinance last week. She was also able to point them to the Vitals app as a hot topic to promote. • Shared Representative Dylan Roberts has a bill that is allowing the state to rezone state land for affordable housing. It appears they are going to try to do this in Vail, where there is a big DOT truck depot that can be moved to allow affordable housing there. It’s an interesting bill and something to keep an eye on given the amount of state-owned land in Fort Collins. Noted that LRC can also discuss at their next meeting. Meeting adjourned at 8:45 a.m.
