The following summarizes the discussions that began at 8:00 a.m. 1/17/2023 City Council Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and online through Zoom. • Tonight’s meeting will include the new public participation video for the first time. The Mayor’s script is being updated to reflect the language now included in the video. • The consent calendar was reviewed. There are three second readings of ordinances, six first readings, and 13 resolutions planned for the consent calendar along with the approval of minutes. • The planned first reading of an ordinance approving the 2023 City Classified Employee Pay Plan as provided in the Collective Bargaining Agreement had to be moved from this meeting to February 7 to allow time to ensure all data from other jurisdictions is as complete and accurate as possible. • There will be a staff report from Human Resources regarding the Volunteer Services Program. • The discussion agenda includes three items, including consideration of whether to repeal or refer to the voters Ordinance No. 114, 2022, adopting the Land Development Code; ordinances relating to a rental housing program; and ordinances updating Land Use Code provisions relating to Wireless Communication Facility regulations. Substantial public comment is anticipated. Leadership Planning Team Meeting January 17, 2023 Page 2 of 4 • At this time there are no plans to make any changes to tonight’s meeting based on potential weather. Snow is currently forecast to begin around 5 pm. If necessary, remote participation is available for the public tonight. 1/24/2023 Work Session: The planned agenda for this work session was reviewed. • This work session will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5 pm at the meeting site. • The items planned for the work session were reviewed. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • There was discussion about 1041 Regulations item planned for February 7. Mayor Arndt requested staff be prepared to factually explain the difference in proposed regulations related to the scope in order to have a clear picture of what they would look like upon implementation. • The item relating to residential trash service still remains on the calendar for February 7 at this time, however staff believes it will likely have to shift to a later date, possibly February 21. Once a new date is confirmed, the change will be made on the calendar. • There is a new Structure Plan Map item added to the calendar for February 7, for the Landing at Lemay on Lemay near the Vine overpass. There was discussion about agenda placement for the item, with consensus being the item can be placed on the consent calendar at this time. A separate rezoning action would be initiated after the Map amendment is approved. • The changes made to March work sessions following Council’s retreat last week were reviewed. The March 28 work session will be cancelled, with the transit item for that work session moving to March 14 and the downtown parking system update moving to April 25. • Currently March 7 includes the potential for multiple appeal hearings. City Attorney Daggett requested Mayor Arndt advise how she would prefer to handle the two separate appeals filed regarding the 636 Castle Ridge Group Home project, since appeals from the same decision have normally been consolidated for Council’s consideration. The mayor will consult with other councilmembers to ensure alignment in those plans to allow for planning how to conduct that hearing or hearings. • Mayor Pro Tem Francis noted she has questions about the appeal process and the best way to ensure staff is in a place to be able to work on some potential shifts to that process. It was noted that staff has begun some conversations on making amendments to the appeal process, although that work had been Leadership Planning Team Meeting January 17, 2023 Page 3 of 4 planned to move forward in tandem with work on Phase 2 of the Land Use/Development Code. It does remain on the radar for staff, with the intent to ensure this Council has an opportunity to provide direction given their robust appeal experience. Potential next steps could include asking staff to reshare some of the options that had previously been presented in the most recent changes made to the process in the last few years as well as making a request of staff for clarity on what it will take to focus on amending the process in the coming months. • Unscheduled and upcoming items were reviewed. The following items were suggested for scheduling at this time: o Halligan Water Supply Project Update – seeing if possible to schedule for February 28 Work Session. o Resilient Recovery Plan Implementation and Recovery Dashboard introduction – confirmed for March 7 Council Meeting as a staff report. o Library District Report – requested as a Community Report at the March 21 Council Meeting. o Poudre School District Report – requested as a Community Report around the late April time frame. A date needs to be confirmed with the suggestion of either April 4 or May 2. o Update on Council Priorities – added as a work session item to April 11, to allow time to both provide a review of accomplishments to date as well as previewing what is to come in the remaining months of the current term. o Midyear Reviews – June 13 work session identified for shifting to an adjourned meeting for this purpose. • The adoption of the 2024 budget revisions has been requested for scheduling at work sessions in September and ordinance adoption in October and November. There was a request to ensure the verbiage clearly reflects this is a midcycle process and not the full two-year budget. Staff had requested two work sessions on this topic in response to feedback from Council in the most recent budget process, however a single work session is believed to be sufficient since this is not a full budget year. That allows first reading of the budget ordinances to occur on October 17, and second reading to be November 21. • For consistency and clarity, second readings will not be listed under meeting dates on the 6-month planning calendar until the Council has scheduled the second reading. City Clerk Anissa Hollingshead: • No additional items. Deputy City Manager Tyler Marr • Last week attended regional waste PAC (Policy Advisory Committee to Larimer County) meeting with Environmental Services staff and Councilmembers Gutowsky and Ohlson as the City’s representatives to that group. There are disagreements between member communities and the County about moving forward with a privately operated landfill that were reflected in the PAC discussions. PAC voted to ask the county to work with the TAC (Technical Advisory Committee) through their contract negotiations Leadership Planning Team Meeting January 17, 2023 Page 4 of 4 with Republic. LPT requested a memo consolidating in one place the impacts to the City related to our waste goals, contracting, and any other implications that would be valuable to consider as Council weighs potential action. City Attorney Daggett pointed out there is also an extensive solid waste IGA between the City and County that could provide some useful context for these discussions. That IGA and details about the implications involved will be included in the memo. • Sarah Kane will be reaching out this week to Councilmembers regarding the National League of Cities conference in March on logistics and travel arrangements. City Attorney Carrie Daggett • No additional items. City Manager Kelly DiMartino: • Noted Tyler and Rupa will cover LPT meetings for the Manager’s Office for the upcoming two weeks so that she can attend the School District’s State of our Youth forum. • Reminder this is the week for Assistant City Manager interviews. This Assistant City Manager will lead the Information and Employee Services Area, Emergency Preparedness and Security, and Performance Excellence. Candidates are coming into town today. Mayor Pro Tem Emily Francis: • Requested Council be provided with the specifics of their new rates of pay. Mayor Jeni Arndt: • Noted public comment for tonight will be extensive and discussed best approach. Mayor Arndt will frame in introducing public comment that there is a lot of interest in participating in tonight’s meeting. If predicted numbers bear out, all speakers will be allowed up to two minutes each, although if planned comments have already been reflected speakers are encouraged to state their agreement, with confidence in knowing the Council hears them. • Regarding the Urban Renewal Authority (URA), Joe Wise is currently the vice chair and is stepping off the board as the library representative. The URA is taking additional steps forward right now on key projects on North College. Meeting adjourned at 9:06 a.m.
