The following summarizes the discussions that began at 8:00 a.m. 1/10/2023 Work Session: The published agenda for this work session was reviewed. • This work session will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5 pm at the meeting site. • The items planned for the work session were reviewed. 1/17/2023 City Council Meeting: The planned agenda for this meeting was reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and online through Zoom. • The consent calendar was reviewed. There are three second readings of ordinances, seven first readings, and 13 resolutions planned for the consent calendar along with the approval of minutes. • The discussion agenda includes consideration of whether to repeal or refer to the voters Ordinance No. 114, 2022, adopting the Land Development Code, as well as ordinances relating to a rental housing program and ordinances updating Land Use Code provisions relating to Wireless Communication Facility regulations. The discussion items will be heard in this order. Leadership Planning Team Meeting January 9, 2023 Page 2 of 4 • It was noted the timing on the wireless item coming forward is positive given last week’s CBS Denver article regarding Wireless facility regulations in Fort Collins and challenges associated with poor service in the community. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • Relating to the appeal filed of the 1901 and 1925 Hull St Historical Landmark non-eligibility determination of the Historic Preservation Commission, City Attorney Daggett noted her office has concluded it is possible to hold an initial procedural hearing to determine the question of standing of the appellant. A second part to the hearing will be scheduled for a subsequent date to consider the substantive issues involved, in case full consideration is appropriate. • The item relating to residential trash service remains on the calendar for February 7 at this time, however staff believes it will likely have to shift to a later date. The development of the actual contract with agreement on all necessary provisions is still in progress and anticipated to potentially take longer than would allow the item to remain on that date. No change has been made yet pending confirmation of a date certain for movement of the item. • In discussing the March work sessions that both have potential scheduling conflicts that could impact participation, it was decided to hold off on making shifts to timing of items until after Council’s retreat this Thursday to look at calendars and planning for the year. March 14 falls during spring break week for both Poudre School District and Colorado State University. Two Councilmembers are currently planning to be unavailable that week. Concerns were raised about the Hughes Stadium update occurring at that time when many members of the community may have planned travel. Moving that item to April 11 would be workable. March 28 overlaps with the National League of Cities spring conference. Several Councilmembers and members of the City Manager’s office will be attending that conference. It was noted remote participation may be possible that evening. Following last week’s LPT meeting, staff looked at the potential to shift work session items currently planned for March 28 earlier or later. It was determined the item relating to Advancing Transit Initiatives could be ready to move up to March 14 if desired, however Downtown Parking would not be able to be ready sooner. Staff’s preference would be to keep these two items together, and to have them shift to April 25 if needing to move later than March 28. City Clerk Anissa Hollingshead: • No additional items. Deputy City Manager Tyler Marr Leadership Planning Team Meeting January 9, 2023 Page 3 of 4 • Last week four Chief Sustainability Officer finalists were on site and went through the final interview process. Early this week anticipate finishing compiling feedback and making an offer to a candidate soon. City Attorney Carrie Daggett • New attorney, Heather Jarvis, started on December 27. Another new attorney, Chris Hayes, will be starting January 23. The hiring process to fill Mary Donaldson’s office manager role before she retires in early March is underway, with review of applications starting soon. There will also be additional hiring starting soon to fill other upcoming attorney vacancies. • Working on an annual report to summarize 2022 which will include an update on staffing within the office. City Manager Kelly DiMartino: • A memo from Mayor Arndt went out last week in the Thursday packet about the January 12 retreat. In addition to Councilmembers, some City staff will be there as part of the Council Strategy Team, including the LPT members as well as Assistant City Manager Rupa Venkatesh, Chief Financial Officer Travis Storin, and Human Resources Executive Teresa Roche. • Following Council Finance Committee last week, staff is going to do some quick follow up work on options to follow up with on where we are at this point in time regarding issues around the Airport. Staff will not be bringing forward a bond option but instead will be looking at a potential structure of a forgivable loan to be funded through general fund reserves. • Shared a request from Chief Judge Blanco for the City to provide free parking for jurors. City Attorney Daggett suggested going back to look at the cooperation with the County at the time of financing of the building of the garage including clear terms for cost sharing and entitlement to purchase parking permits. Staff has taken a look at those provisions and it does not appear there is an obligation for the City to provide these services at the City’s own expense. Mayor Pro Tem Emily Francis: • The first board and commission ad hoc meeting last week and was great. The committee will be meeting monthly with a number of things to work through. Thanks and appreciation was offered to the staff working on this. • Four councilmembers attended the Horse and Dragon event about the Land Development Code. It was a great discussion and included surfacing of a lot of community sentiment as people shared their thoughts in the open forum. Leadership Planning Team Meeting January 9, 2023 Page 4 of 4 Mayor Jeni Arndt: • Requested an update on the migrants who have come to Fort Collins. City Manager DiMartino shared the last update she had from last Wednesday was that there are 7 individuals still in Fort Colins seeking housing options. Everyone else has moved to more permanent options in different areas based on existing connections and needs. Mayor Arndt offered a great big thank you to everyone who has worked on this.
