Best Regards, Jeni Arndt Mayor /sek cc: City Council Members Kelly DiMartino, City Manager MEMORANDUM Land Conservation & Stewardship Board MEMORANDUM To: Fort Collins Mayor and City Council From: Land Conservation and Stewardship Board (LCSB) Date: November 10, 2022 Subject: Land Conservation and Stewardship Board input on 1041 Moratorium and Oil & Gas Regulations This memo is to provide City Council with an update on two issues discussed at the Land Conservation and Stewardship Board (LCSB) meeting on November 9, 2022. Both issues are scheduled to be discussed at the November 15, 2022, City Council meeting. Brief Summary LCSB got a brief overview of the Oil and Gas Regulations that will be on First Reading at City Council’s November 15th. LCSB passed the following motion regarding those regulations: The Land Conservation and Stewardship Board recommends that City Council protect Natural Areas to the greatest extent possible through upcoming oil and gas regulation changes. LCSB also got a presentation from City staff on the draft 1041 regulations, as well as an update about the discussion held at the November 7th Council work session. LCSB passed the following motion regarding the proposed project moratorium pending completion of 1041 regulations: The Land Conservation and Stewardship Board recommends that City Council support the proposed 90-day extension to the 1041 moratorium so that City Council may further explore and define the natural resource definitions for 1041 regulations and for City Council to consider additional areas and activities that could be covered under 1041 regulations.
