The following summarizes the discussions that began at 7:45 a.m. 10/11/2022 Work Session: The published agenda for this meeting was reviewed. • This work session will be a hybrid meeting, with Councilmembers present in person in the Colorado Community Room at 222. Dinner for Council will be prior to the meeting in 222. • The Zoom link for those participating remotely is the same standard Zoom link for all meetings and work sessions of Council. • The final budget work session discussion will occur first and will be followed by the Our Climate Future discussion. Staff is not intending to provide recommendations for any interim climate action goals to be set, leaving that as a policy determination for Council. • The three Deputy City Manager finalists will be joining Council for dinner prior to the work session. 10/18/2022 Regular Meeting: The draft agenda for this meeting was reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. • For the Public Comment portion of the agenda, verbiage in the Mayor’s script will be further updated and streamlined, in line with language changes also being made in an upcoming revision to the public participation video. The online sign up worked reasonably well in its first implementation for October 4 and will be used again. To support encouraging people to sign up, those who have done so will continue to be invited to speak first, followed by anyone who has not signed up who will also be asked to sign up Leadership Planning Team Meeting October 10, 2022 Page 2 of 3 after speaking. For this meeting, the Mayor will again try calling people from the sign up sheets, including previewing upcoming speakers before inviting others to speak. • The consent calendar was reviewed. There are five second readings, seven first readings, and three resolutions planned. There are also two discussion items, including a resolution to adopt findings following the appeal regarding 1306 West Mountain Ave, on discussion to allow for a recusal, and the first reading of amendments to the land use code. • There was a question relating to the first reading amending Chapter 25 of the City Code relating to Sales and Use Tax, and what the scope of this item is. Staff was able to confirm the revisions do include the pilot program that was discussed at Council Finance Committee, which will be re-evaluated after a year. • There is also a staff report on this meeting, regarding the City’s designation as a Bird City. Staff from Natural Areas will be present in Chambers to introduce this staff report, and will be doing so from the staff table. Representatives from Environment for the Americas will also be present and will be at the center podium in Chambers to present the award to the City. There will be a physical award to be presented to the Mayor. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • It was noted that setting salaries for direct reports needs to be added to the planning calendar. Ideally, both readings should be complete before January, although it is possible for action to be retroactive if necessary. This will be discussed at the next Council Compensation meeting and will be added to the calendar after that. The process for determining compensation levels was also discussed, noting that after the executive session on November 22 there may need to be additional discussion on December 6 and ultimately an ordinance will come forward to set the salaries, with the process for that to be discussed further. City Clerk Hollingshead: • Shared Davina Lau has started as the new Public Engagement Specialist in the City Clerk’s Office. Senior Project Manager Ginny Sawyer • Noted with the assistance of Graduate Management Assistant Megan Valliere, a draft of a fully revised Boards and Commissions manual will be circulated for further review. That will be shared out internally this week for further consideration and finalization. • Will be providing an updated memo on minimum wage including additional feedback received and a summary of an upcoming webinar. Leadership Planning Team Meeting October 10, 2022 Page 3 of 3 City Attorney Carrie Daggett • An attorney resigned last week to go into private practice, continuing the trend of transitions to either private practice or taking a new role with a sizable promotion. City Manager DiMartino: • Deputy City Manager interviews are happening this week. Three candidates are on site this week for this process. Feeling very good about the three finalists out of a competitive candidate pool. There will be a forum today from 4-5 p.m. open to the public and employees here at City Hall. Mayor Pro Tem Emily Francis: • Asked about timing for the boards and commissions ad hoc committee and getting that work started, given the length of time it has taken to get the position in the City Clerk’s Office focused on that work filled. This work is expected to begin this fall led by the Assistant City Manager and the City Clerk’s Office. • Asked about planned follow up to her question during budget work sessions regarding how much we subsidize parking. Noted she either missed it in the budget follow up memo or it was something that would come with the parking discussion – would like to ensure it is not missed. There will be follow up with staff to see if there is work that has been done for the upcoming parking session that can be provided as part of tomorrow’s budget discussions. Mayor Arndt: • Suggested it would be nice to utilize FoCo Café for a catering night. • For a January Council gathering, suggested starting polling for prospective dates sooner rather than later. To provide guidance on the length for a gathering to plan, two to three hours for a meeting and a dinner was identified as ideal in order to cover the upcoming calendar for the year; expectations; training opportunities and budget; and generally looking ahead at the next year. • Shared regarding electric scooters about a difficult meeting with a parent whose kids were involved in a recent accident, noting how traumatizing this has been. Asked whether any speed limits are applied to scooters outside of Old Town, with a request for follow up on that question. Meeting adjourned at 8:45 a.m.
